1966 SEP 06 CC MINX 2 1B El Segundo, California September 6, 1966 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that a copy of the Notice of Adjournment had been posted as required by law and the affidavit of posting was on file. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America, following which an invocation was given by Councilman Floyd Carr, Jr. The meeting was then called to order by Herman L. McGill, Mayor, the hour being 7 :00 o'clock p. m. ROLL CALL Councilmen Present: Carr, Frederick, McElhaney, Nagel and Mayor McGill; Councilmen Absent: None. WRITTEN COMMUNICATIONS The following written communications received from persons, firms or corporations hereinafter named, were read to the Council and were dis- posed of in the manner indicated: 1. QUOTA CLUB OF EL SEGUNDO, being a request for permission to hold a Rummage Sale on Saturday, September 10, 1966 at the Odd Fellows Hall, 411 E. Grand Avenue from 9 :00 a. m. to 4 :00 p. m. Motion was made by Councilman Carr, seconded by Councilman Frederick, that the above request be granted. Motion carried. REPORTS OF OFFICERS CITY MANAGER SAILORS MADE REPORTS AS FOLLOWS: 1. Presented a recommendation from Police Chief Stroh that a breathalyzer be purchased for the Police Department for use in dealing with persons suspected of driving under the influence of alcoholic beverages. The cost of this equipment would be $815. 00. Motion was made by Councilman Nagel, seconded by Councilman McElhaney that permission be granted to purchase a breathalyzer for the Police Department at a cost of $815. 00. As previously requested, presented for the Council's consideration an ordinance deleting limitation of hours of operating pool rooms and billiard rooms. After discussion, the matter was postponed until the next regular City Council meeting to be held September 12, 1966. At this time, the Classification and Salary Survey conducted by the State Personnel Board was discussed. Since this man has already passed the Engineering Aide II test, it was recommended that after he has been with the City longer and upon the recommendation of the City Engineer, he be promoted to Engineering Aide II again without examination. Cit Attorney, Motion was made by CoAancAman Frederick, seconded by Councilman Nagel, that the salaries of the /Assistant Purchasing Agent and the Assistant Director of Finance be increased by 2-1/2%. Carried by the following vote: Ayes: Councilmen Carr, Frederick, McElhaney and Nagel; Noes: Mayor .McGill; Absent: Councilmen None. Motion was made by Councilman McElhaney, seconded by Councilman Nagel and unanimously carried, that in all cases where positions are recommended for advancement to a higher classification, a departmental promotional examination be given. City Manager Sailors recommended that a 5% increase be given in all cases where a promotion is granted. Motion was made by Councilman Nagel, seconded by Councilman McElhaney and unanimously carried, that Resolution No. 2140 (The Salary Resolution) be amended by amending subsection (K) of Section 5 of Part II to read as follows: "(K) PROMOTIONS: In all cases where an employee in any given classification is promoted to a classification for which a higher rate of com- pensation is provided, then such employee so promoted shall enter such higher classification at the lowest rate of compensation provided for such higher classification which exceeds by not less than 516 the rate of compen- sation received by said employee in such given classification at the time of such promotion, unless otherwise ordered by the City Council. " Motion was made by Councilman Frederick, seconded by Councilman McElhaney, that in view of the salary increases which had been granted, no additional fringe benefits be approved. Motion carried. Motion was made by Councilman Nagel, seconded by Councilman Carr, that, effective September 10, 1966, the recommendations of the Salary Survey by the State of California as to the jobs which were the subject of turvey, be approved and adopted, subject to the modifications thereof as heretofore adopted. Carried by the following vote: Ayes: Councilmen Carr, McElhaney, Nagel and Mayor McGill; Noes: Councilman Frederick; Absent: Councilmen None. Motion was made by Councilman Nagel, seconded by Councilman McElhaney and unanimously carried, that the final classification and salary schedule of City employees be published in the El Segundo Herald and the El Segundo Tribune.
