An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in joint session with the Planning
Commission in the Council Chamber of the City Hall of said City on

The meeting was then called to order by Herman L. McGill, Mayor,
the hour being 7:00 o'clock p. m.
ROLL CALL
Councilmen Present: Carr, Frederick, McElhaney, Nagel and
Mayor McGill;
Councilmen Absent: None.
Commissioners Present: Balmer, Ne gri, Yates and Chairman
Morgan;
Commissioner Absent: Nicholsen.
Councilman McElhaney asked that a City Council matter concern-
ing charges for the baseball field at Recreation Center be reconsidered
at this time. Councilman McElhaney after expressing his thinking on the
matter made a motion to rescind the motion made and passed at the City
Council meeting held June 13, 1966, which reads as follows:
"After discussion, motion was made by Councilman McElhaney,
seconded by Councilman Frederick, that the charge of $200.00 made to
the E1 Segundo Unified School District for the CIF baseball game be waived
and the City bill the school only for usual maintenance and use charges."
This motion was seconded by Councilman Frederick and lost by
the following vote:
Ayes: Councilmen McElhaney and Frederick;
Noes: Councilmen Carr, Nagel and Mayor McGill.
Chairman Morgan welcomed the opportunity to meet with the City
Council to discuss subjects of mutual interest, and reviewed the joint
meeting held May 3, 1965, at which time Mayor McGill appointed the
following Study Committee: Richard Nagel, Chairman,
Herman McGill,
James Morgan, Myron Yates and Director of Building Safety O'Bannon.
This Committee held meetings and on October 7, 1965, sent a letter to
the City Council outlining guidelines adopted by said Committee to main-
tain and protect the integrity of the residential area,
to eliminate
incorrect spot zoning, to encourage industrial and commercial development,
and the Committee felt much had been accomplished.
Chairman Morgan asked Mr. E. McLaughlin of Standard Oil Co.
what steps had been taken by his company toward the future development
of E1 Segundo, and Mr. McLaughlin stated it was his understanding that
the Chevron Land and Development Company is entertaining proposals
from the firm of Daniel, Mann, Johnson and Mendenhall, consultants, for
properties on Sepulveda Boulevard from Mariposa Avenue south through
the reservoir area and into Manhattan Beach. This area would include
properties easterly of Sepulveda, but he did not know how far it would
extend westerly to well Whatever

After a general discussion was had, it was the opinion of the
majority of Councilmen and Commissioners that the City should delay
action on any economic survey until such time as the Standard Oil
Company has had time to conduct its survey ndto come before the Council
able to the City. No other business appearing
at this session, it was moved by Councilman Frederick, seconded by
Councilman Carr, the meeting adjourn until Monday, June 20, 1966, at the
hour of 7:00 o'clock p. m. in the Council Chamber of the City Hall of the
City of E1 Segundo, California. Motion Carried.
