An adjourned regular meeting of the City Council of the City of
El Segundo, California, was held in the Council Chamber of the City Hall
of said City on the above date. The Clerk reported that a copy of the
Notice of Adjournment had been posted as required by law, and affidavit
of posting was on file. Prior to calling the meeting to order, those
present joined in pledging allegiance to the Flag of the United States of
America.
The meeting was then called to order by Herman L. McGill, Mayor,
the hour being 7 :00 o'clock p.m.
ROLL CALL
Councilmen Present: Frederick, Kimport, McElhaney, Nagel
and Mayor McGill;
Councilmen Absent: None.
SPECIAL ORDER OF BUSINESS, continued
The City Clerk was asked to read Report #1 of the committee com-
posed of Councilmen McElhaney and Kimport, City Manager Sailors,
Police Chief DeBerry and Deputy Police Chief Vern Wood, which committee
had been appointed to study the use and assignment of duties of reserve
police officers. In this report were the following recommendations:
1. The maximum strength of the police reserves be increased
from the present 20 to 30.
2. One of the requirements necessary to become and remain a
member of the reserves is that they must volunteer four hours of service
without pay to the City weekly, to be used for training and other assignments
compatible with their level of training and experience.
3. The new entrance age limit be set at a minimum of 24 years
and a maximum of 45 years of age.
4. Regular written examinations be given to applicants, coupled
with agility tests and a medical short -form examination together with an
oral examination by senior members of our Police Department.
The report further stated that approximately a year would be re-
quired to recruit and train these new members prior to any beneficial
duty assignment. It is estimated that the cost of equipping ten new recruits
would be from $1, 300 to $1, 500 and that their training would cost approxi-
mately $1, 200, plus $100 for medical and $120 for false arrest insurance
or a total of $2, 920. Further, it was felt that the City's use of reserve
officers could be broadened considerably with younger and better trained
men composing a portion of the entire body.
After discussion, motion was made by Councilman McElhaney, se-
conded by Councilman Kimport and unanimously carried, that Committee
Report #1 as stated above be accepted as the policy of the City.
The City Clerk was asked to read Report #2 of the committee con-
sisting of Councilmen McElhaney and Kimport, City Manager Sailors,
Police Chief DeBerry and Deputy Chief Vern Wood, which committee had
been appointed to study and recommend policy for the authorization and
payment of overtime. In this report were the following recommendations:
1. The overtime rate of pay shall be straight time.
2. No overtime shall be authorized when it is possible to reschedule
regular working hours or grant compensatory time off to accomplish the
work at hand.

3. Each employee who is required to work overtime in the course
of a year be allowed, at his choosing, to take compensatory time off up
to a maximum of 24 hours (three working days) a year. This time off
shall be taken at times other than his regular vacation period.
After discussion, motion was made by Councilman Kimport, se-
conded by Councilman McElhaney and unanimously carried, that Committee
Report #2 as stated above, be accepted as City policy.
At this time, the POLICE DEPARTMENT BUDGET was considered.
Office Equipment Maintenance was reduced to $250 and Automotive
Equipment was reduced to $9, 525. It was decided not to add another
Lieutenant to the force. The Police Department budget was then tenta-
tively approved.
CIVIL DEFENSE: Furniture and Fixtures was deleted, after which the

At the hour of 9:15 o'clock p.m., the Mayor declared a five - minute
recess. At the hour of 9:20 o'clock p.m. the Council reconvened, the
following members being present and answering roll call: Councilmen
Frederick, Kimport, McElhaney, Nagel and Mayor McGill.
ADMINISTRATIVE - PARKS & RECREATION: Training and Education
was deleted.
Director of Parks and Recreation, Ruis, was asked to list all
programs which are now being carried by the Recreation Department.
This list was read and was taken under consideration by the Council.
The City Clerk was asked to read the resolution outlining the
policies of the Recreation Department, which resolution had been adopted
by the Council at the beginning of the Recreation program.
No other business appearing to come before the Council at this
session, it was moved by Councilman Nagel, seconded by Councilman
Frederick, that the meeting adjourn until May 19, 1965, at the hour of
7 :00 o'clock p. m. in the Council Chamber of the City Hall of the City of
E1 Segundo, California, the hour of adjournment of this meeting being
11:30 o'clock p.m. Motion carried.
