1964 MAY 06 CC MINX 1'702 E1 Segundo, California May 6, 1964 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of' the City Hall of said City on the above date. The Clerk reported that a copy of Notice of Adjournment had been posted as required by law, and affidavit of posting was on file. Prior to calling the meeting to order, those prbsent joined in pledging allegiance to the Flag of the United States of America, following which an invocation was given by Councilman Robert W. Frederick. The meeting was then called to order by Herman L. McGill, Mayor, the hour being 7: 00 o'clock p. m. ROLL CALL Councilmen Present: Frederick, McElhaney, Nagel and Mayor McGill; Councilmen Absent: Kimport. READING OF THE MINUTES OF PREVIOUS MEETING The minutes of the regular meeting of the City Council of the City of E1 Segundo, California, held April 27, 1964, having been read and no error or omission having been noted, it was moved by Councilman Frederick, seconded by Councilman McElhaney, that said minutes be ap- proved as recorded. Motion carried. WRITTEN COMMUNICATIONS The following written communications received from persons, firms or corporations hereinafter named, were read to the Council and were disposed of in the manner indicated: 1. EL SEGUNDO HIGH SCHOOL BAND BOOSTER CLUB, being a request for permission to conduct a door -to -door candy sale on May 9 and 16, 1964. Motion made by Councilman Frederick, seconded by Council- man Nagel, the above request be granted. Motion carried. The hour being 7:15 o'clock p.m., the Mayor declared a recess to permit the Council to interview applicants for the office of Planning Commissioner. At the hour of 8:40 o'clock p.m. the Council reconvened, the following members answering roll call: Councilmen Frederick, McElhaney, Nagel and Mayor McGill. Mayor McGill asked the approval of the Council for the appoint- ment of Mrs. Darlene Nichelson to the Planning Commission. Thereafter, it was moved by Councilman Frederick, seconded by Councilman McElhaney that the following resolution be adopted: RESOLVED, that the appointment by the Mayor of the City of E1 Segundo, California, of Mrs. Darlene Nichelson as a member of the Planning Commission for a term of four years from February 22, 1964 to February 22, 1968, be and the same is hereby approved. Carried by the following vote: Ayes: Councilmen Frederick, McElhaney, Nagel and Mayor McGill; Noes: Councilmen None; Absent: Councilman Kimport. REPORTS OF SPECIAL COMMITTEES Public Information Committee Chairman, McElhaney, made reports as follows: 1. Moved that a Committee composed of City Manager Sailors and himself, be appointed to set up a schedule of duties and salary for a Director -1- X of Public Information to be hired by the City of El Segundo, said Committee to report their recommendations at the regular meeting of the City Council to be held June 3, 1964. Councilman Frederick stated it was his understanding that the School District has a part -time public relations officer and that it might be practicable to have the one job for the two bodies. Councilman McElhaney asked that the suggestion by Councilman Frederick be included as an amendment to his original motion, after which the motion was seconded by Councilman Nagel and carried. Noise Abatement Committee Chairman, Nagel, made reports as follows: 1. Reported that he was in the process of organizing a Citizens Committee to be composed of nine members and would made a report at a later date. UNFINISHED BUSINESS 1. Mayor McGill announced the appointments of the following Committees: LEAGUE OF CALIFORNIA CITIES: Mayor McGill, Director Richard Nagel, Alternate INTER -CITY HIGHWAY: Richard Nagel, James McElhaney, Robert Frederick, Robert Brown, Robert Webb INDEPENDENT CITIES: Mayor McGill, Director James McElhaney, Alternate WEST BASIN WATER: Robert Frederick, Robert Webb 1'703 SEPULVEDA LIGHTING STUDY: Robert Frederick, Aubrey Kimport, Robert Webb, John Sailors LIBRARY BOARD: Mayor McGill, President Robert Frederick, Aubrey Kimport, James McElhaney, Richard Nagel, Trudteew and asked the Council's approval of same. Motion made by Councilman Frederick, seconded by Councilman McElhaney, that the recommendations of the Mayor be approved as stated. Motion carried by the following vote: Ayes: Councilmen Frederick, McElhaney, Nagel and Mayor McGill; Noes: Councilmen None; Absent: Councilman Kimport. 2. Mayor McGill stated that at the last regular meeting, Mr. Harold Wray asked that measures be taken to clean up the sump at the south- east corner of Center Street and Maple Avenue; that the weeds had been all cleaned out and the work accomplished by noon of the following day. It was pointed out that no stagnant water had been found and that Mr. Wray agreed he had been in error in so statifig. No other business to come before the Council at this session, it was moved by Councilman McElhaney, seconded by Councilman Frederick, the meeting adjourn. Motion carried.
