1964 JUN 16 CC MINX 1736 E1 Segundo, California June 16, 1964 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the CityHall of said City on the above date. The Clerk reported that a copy of the Notice of Adjournment had been posted as required by law, and affidavit of posting was on file. The meeting was then called to order by Herman L. McGill, Mayor, the hour being 7:30 o'clock p.m. ROLL CALL Councilmen Present: Frederick, and Mayor Councilmen Absent: None. Kimport, McElhaney, Nagel McGill; At this time the public hearing on the proposed budget was continued. The first item to be considered was the WATER. UTILITY - Administration, Pages 58 thru 62. The $700, 000 item under Capital Outlay (J) page #60, was explained as being money which the City is be- ginning to save over a three -year period for a 13. 5 million gallon re- servoir. Moved by Councilman Nagel, seconded by Councilman Kimport, the Water Utility Administration budget as set forth on Pages #58 thru #62, be approved. Motion carried. LIBRARY - PAGES #63 and #64. The question was raised as to the necessity of keeping the library open for extra hours. The Librarian explained that this was partly to accommodate the school classes which are brought to the Library to study library procedures. Councilman Frederick felt that the school should provide the children with training and that the City Library should not be required to furnish this service. He felt that the school should either be charged for this or some arrange- ments made with the School District in this respect. Councilman Frederick moved to approve the Library budget, but suggested that the School District and the Council discuss the operating procedures of the Library. Motion seconded by Councilman McElhaney and carried. Councilman Frederick then made the suggestion that another Open House be held at the Library to give more people an opportunity to see the new facilities. RETIREMENT - PAGE #65. Moved by Councilman Nagel, seconded by Councilman McElhaney, that the budget for Retirement as set forth on Page #65 be approved. Motion carried. Councilman Nagel at this time requested the City Attorney to nrenare and present to the Council a bed tax ordinance. The hour being 8:15 o'clock p.m. , Mayor McGill announced that the members of the Council would recess to his office for a Personnel meeting with the Police Chief and Deputy Police Chiefs. At the hour of 9:00 o'clock p.m. , the Council reconvened in the Council Chamber, the following Councilmen answering roll call: Frederick, Kimport, McElhaney, Nagel and Mayor McGill. No other business to come before the Council at this meeting, it was moved by Councilman McElhaney, seconded by Councilman Nagel, the meeting adjourn, the hour of adjournment being 9:00 o'clock p. m.
