1963 MAY 06 CC MINX 1524 E1 Segundo, California May 6, 1963 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the said City on the above date. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America, followed by an invocation by Councilman Frederick. The meeting was then called to order by Wilburn E. Baker, Mayor, the hour being 7:00 o'clock p, m. ROLL CALL Councilmen Present: Frederick, Kimport, Swanson, Tandy and Mayor Baker; Councilmen Absent: None. SPECIAL ORDER OF BUSINESS The-Mayor announced that this was the time and place fixed at the last regular meeting of this Council for the continued hearing on the matter of the construction of certain improvements in Imperial Avenue and other streets and rights of way in Improvement District No. 69 in said City, under the provisions of Divisions 4 and 7 of the Streets and Highways Code of the State of California. The Mayor announced that at the regular Council meeting of April 22, 1963, the Director of Public Works had stated there was some misunderstanding and uncertainty on the part of some of the property owners in said Assessment District and that provision had been made to allow interested persons to come to the City Hall from 7:00 to 9 :00 p.m. on April 24, 25 and 26, as well as during the regular office hours, so that inquiries might be answered. - The Mayor then inquired of the Clerk if any written protests or objections , had been. filed. The Clerk reported that certain written protests or objections had been filed with her prior to the time set for hearing, which protests were read at this time. The Mayor then asked if any persons desired to orally protest or to speak in support of any written protest filed, and the following persons orally protested said Assessment District: Leonard Elias, 615 W. Maple Avenue, 'Stephen B.' Doss, 511 East Walnut Avenue, Robert W. Cameron, 510 Kansas Street, Robert C. Kenney, 1907 - 35th Street, San Pedro, George Hoopes', 424 W. Maple Avenue, Mrs. Ron Aland, 514 East Sycamore Avenue, Willard Bailey, Jr., 537 West Mariposa Avenue, Earl Faut, 721 East Pine Avenue, George Morrice, 625 West Walnut Avenue, and Mary Goodnight, 733 Eucalyptus Drive. It was then moved by Councilman Frederick, seconded by Councilman Tandy, that the hearing be closed. Motion carried. Since a request had been received from the School District to exclude the School 'property on Hillcrest Street from the Assessment District, the City Engineer was asked to figure the percentage of protests with and without said area being included in this assessment. Mayor Baker declared a few minutes recess, the hour being 8:40 o'clock p.m. At the hour of 8:47 o'clock p.m. the Council reconvened, the following members being present and answering roll call: Council- men Frederick, Kimport, Swanson, Tandy and Mayor Baker. The City Engineer reported that no new protests had been received this evening; that the percentage of protests including the School District was 43. 47 percent, and the percentage of protests excluding the School District was 45. 28 percent. -1- After a full, fair and impartial hearing under Division 4 and Division 7 of the Streets and Highways Code of the State of California, it was moved by Councilman Tandy, seconded by Councilman Swanson, that all protests be overruled and denied upon the finding-- that such protests are made by less than fifty percent of the area of the property to be assessed. Carried by the following vote: Ayes: Councilmen Frederick, Mayor Baker; Noes: Councilmen None; Absent: Councilmen None. Kimport, Swanson, Tandy and It was then moved by Councilman Frederick, seconded by Councilman 'dandy, the proceedings on Assessment No. 69 be abandoned. Carried by the following vote: Ayes: Councilmen Frederick, Kimport, Swanson, Tandy and Mayor Baker; Noes: Councilmen None; Absent: Councilmen None. WRITTEN COMMUNICATIONS The following written communication was received and read to the Council, and was: disposed of in the manner indicated: 1.INGLEWOOD CHAMBER OF COMMERCE, stating that plans are now being made in cooperation with the State Division of Highways and the Southern California National Highway Week Committee for the opening of the Inglewood sigment of the San Diego Freeway on Tuesday, May 28th, and requesting El Segundo participate in the celebration. Ordered filed. REPORTS OF OFFICERS AND SPECIAL COMMITTEES CITY MANAGER SAILORS MADE REPORTS AS FOLLOWS: 1525 1. That he was in receipt of a request from the Director of Finance to cancel the City's contract with the Municipal Data Processing , Incorporated, for the handling of the City's water billing; that after using this service for one year, it was found that it was not satisfactory, and he recommended the cancellation of said contract. Moved by Councilman Frederick, seconded by Councilman Tandy, the City Manager be authorized to cancel the contract between the City of El Segundo and the Municipal Data Processing, Incorporated, for the handling of the City's water billing. Carried by the following vote: Ayes: Councilmen Frederick, Mayor Baker; Noes: Councilmen None, Absent: Councilmen None. Kimport, Swanson, Tandy and 2. That he concurred in the recommendation of the Director of Recreation and Parks that John Fersted, Recreation Supervisor, be up- graded from Range 32, Step B to Step C, $591.00 per month, effective April 15, 1963. Moved by Councilman Tandy, seconded by Councilman Swanson, the recommendation of the City Manager and the Director of Recreation and Parks be approved, and that John Fersted, Recreation Supervisor, be up- graded from Range 32, Step B to Step C, $591. 00 per month, effective April 15, 1963. Carried by the following vote: Ayes: Councilmen Frederick, jC mport, Swanson, Tandy and Mayor Baker; Noes: Councilmen None; Absent: Councilmen None. -2- X 1526 PAYING BILLS The following demands, having had the approval of the Com- mittee on Finance and Records were read: Warrants Nos. 1783 to 1785, inclusive: General Fund - - - - - - - - - - - - - - 972.97 Water Operating Fund - - - - - - - - - - 300. 30 Pension Fund - - - - - - - - - - - - - - 3,171.36 Trust Fund - - - - - - - - - - - - - - - 14.00 TOTAL $ 4,458.63 Moved by Councilman Tandy, seconded by Councilman Kimport, the demands be allowed and warrants ordered drawn on and paid out of the respective funds covering the same. Carried by the following vote: Ayes: Councilmen Frederick, Kimport, Swanson, Tandy and Mayor Baker; Noes: Councilmen None; Absent: Councilmen None. No other business to come before the Council at this session, it was moved by Councilman Swanson, seconded by Councilman Tandy the meeting adjourn, the hour of adjournment being 9 :55 o'clock p.m. Motion carried.
