A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City ;Iia.11 of said
on the above date. Prior to calling the meeting to order, those present
joined in pledging allegiance to the Flag of the United States of America,
following which an invocation was given by Reverend Allen Johnston, of
First Baptist Church.
The meeting was then called to order by Wilburn E. Baker,
Mayor, the hour being 7:00 o'clock p.m.
ROLL CALL
Councilmen Present: Frederick, Kimport, Swanson„ Tandy and
Mayor Baker;
Councilmen Absent: None.
READING OF' MINUTES OF PREVIOUS MEETING
The minutes of the regular meeting of the City Council of the
City of E1 Segundo, California, held December 9, 1963, having been read
and no error or omission having been noted, it was moved by Councilman
Frederick, seconded by Councilman Tandy, the minutes of said meeting
be approved as recorded. Motion carried.
At this time, Mayor Baker presented Police Officers Eugene
Kaiser and Richard Leigh with certificates of award on completion of
basic training courses at the Southern California Peace Officers Train-
ing School.
Mr. Russell Colsten presented a trophy to the employees of the
City of E1 Segundo for their generous contributions to the United Way,
stating that this City had contributed_ 165 percent of the goal established
for the group, which was the highest percentage of contribution in eleven
cities in the southwest area. Mayor Baker asked that Captain Jack
Partlow, who was present in the Council Chamber, accept the trophy
for and on behalf of the City employees.
SPECIAL ORDER OF BUSINESS
The Mayor announced that this was - the time and place hereto-
fore fixed for the hearing on proposed unclassified use permit in the
matter of request of Space Technology Laboratories, Inc., to establish
a helistop, limited use, on property located at 815 Lapham Street, and
inquired of the Clerk if proper notice of the hearing had been given, to
which ' the Clerk replied that affidavit of mailing and publishing notice
of said hearing was in her possession, as well as the complete file of the
Planning Commission and the City Council to date. Mayor Baker stated
the files in the matter would be made a part of the hearing.
Mayor Baker inquired if any written communications had been
received in the matter, and there being none, inquired if anyone present
desired to speak in favor of the proposed unclassified use. No one
responding, the Mayor inquired if anyone present desired to speak in
opposition to the proposed unclassified use. There being no response, it
was moved by Councilman Tandy, seconded by Councilman Swanson, the
hearing be closed. Motion carried. It was then moved by Councilman
Tandy, seconded by Councilman Swanson, that Resolution No. 2070,
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, GRANTING
AN UNCLASSIFIED USE PERMIT, SUBJECT TO
CERTAIN LIMITATIONS AND CONDITIONS, TO SPACE
TECHNOLOGY LABORATORIES, INC., TO MAINTAIN
AND OPERATE A HELISTOP- LIMITED USE, ON
PROPERTY LOCATED AT 815 LAPHAM STREET,
WITHIN SAID CITY.,

which was read, be adopted.
On roll call, said motion -carried and said resolution was adopted by
the following vote:
Ayes: Councilmen Frederick, Kimport, Swanson, Tandy and
Mayor Baker;
Noes: Councilmen None;
Absent: Councilmen None.
WRITTEN COMMUNICATIONS
The following written communications received from persons,
firms or corporations hereinafter named, were read to the Council and
were disposed of in the manner indicated:
1. , PLANNING COMMISSION, transmitting copy of its Resolution
No, r 1, recommending proposed amendment to Ordinance No. 507 (the
Corn ,)rehensive Zoning. Ordinance) regarding Signs in C -1 Zope. The City
Clerk stated the matter had been set for hearing bef bre the" City Council
on January 13, 1964, after which the communication was ordered filed
pending said hearing.
2. PLANNING COMMISSION, transmitting copy of its Resolution
No. 572, recommending proposed amendment to Ordinance No. 507 (the
Comprehensive Zoning Ordinance) regarding signs in -C -2 zone. The
City Clerk stated the matter had been set for hearing before the City
Council on January 13, 1964, after which the communication was ordered
filed pending said hearing.
3. MR. IRVING KRAMER, representing the St. Martin de Porres
Foundation, requesting permission to collect discarded clothing in the City
of El Segundo. A report from the Chief of Police was also presented.
It being the consensus of the Council that more information should
be obtained regarding the financial status of the organization, the matter
was referred to the City Manager for further investigation and report at
the regular meeting to be held January 13, 1964.
4. INTERNATIONAL ORDER OF JOB'S DAUGHTERS, BETHEL
No. 295, E1 Segundo, requesting fuee license to make and sell plastic pom
pom poodles and Christmas wreaths. Moved by Councilman Frederick,
seconded by Councilman Kimport, that a free license be issued to the
International Order of Job's Daughters, Bethel No. 295, E1 Segundo, to make
and sell plastic pom pom poodles and Christmas wreaths. Motion carried.
5. MRS. LOIS BRADFORD, 645 West Acacia Avenue, expressing
appreciation for the beautiful nativity scene in the Library Park. Ordered
filed.

As the Escobar Ford Agency is the low bidder on all vehicles,
it was � recommended that a purchase order be issued to them for the
above listed united.
Moved by Councilman Swanson, seconded by Councilman Tandy,
th'e bid of Escobar Ford Agency for six automotive unites, total amount
$11,678.65, be accepted and purchase orders be issued, funds for same
having been included in the current budget.
On roll call, said motion carried by the following vote:

Mayor Baker;

2. To, facilitate an equitable approach to applying the new water
rates, which in accordance with Resolution No. 2011 become effective
January 1, 1964, it is recommended that rather than read all meters of
the City immeidately after the effective ,date, at a considerable cost to
the City, in addition to .causing a great deal of confusion among our
residents, that . a resolution be adopted making the effective date the first
reading next following the effective date of the charges.
Moved by Councilman Tandy, seconded by Councilman Kimport,
the following resolution be adopted:
RESOLVED, that the policy of the Water Department
in applying new water rates for residential and commercial
users, after the first reading next dollowing the effective date
of new scheduled charges, is approved.
Carried by the following vote:
Ayes: Councilmen Frederick, Kimport, Swanson, Tandy and
Mayor Baker;
Noes: Councilmen None;
Absent: Councilmen None.

CITY ATTORNEY BUSH MADE REPORTS AS FOLLOWS:
1. Presented to the Council for its consideration, an ordinance
amending Ordinance No. 594 and the Uniform Building Code, by insert-
ing an exception to the fire protection assemblies. The City Attorney
then read the title of said ordinance, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING ORDINANCE NO. 594
OF SAID CITY AND THE "UNIFORM BUILDING
CODE, 1961 EDITION, VOLUME 1" THEREIN
ADOPTED, BY AMENDING PARAGRAPH 4 OF
SUBSECTION (C) OF SECTION 503 OF SAID
CODE, AS AMENDED.,
which was read. Thereafter, Councilman Swanson introduced said
ordinance.
2. As requested at the last regular Council meeting, he
presented a report on the question raised by Mr. William Lawson
as to whether the owner of a four -unit apartment building, one unit
of which is occupied by the owner, would be required to pay a
business license fee on the apartment in which he is living; that an
investigation into the background of the Code provision relating to the
business license tax showed that full allowance for such provision was
made; that the license is based upon the physical number of units -
the number of units indicate the size of the business and as the size
of the business increases the license fee also increases; whether
owner - occupied or in the event it is unoccupied is a factor not taken
into consideration through a literal interpretation of the ordinance;
that it was his opinion that one must pay a business license fee on
an apartment in which he is living because it is a fee based upon
the physical dimension of the business and is not a fee based upon
occupancy.
The Council not concurring in a majority vote, the matter was
referred to Committee for further study and recommendation at the next
Council meeting.
UNFINISHED BUSINESS
1. The City Attorney read in full Ordinance No. 613, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING "EL SEGUNDO CITY
CODE, 1958" , BY AMENDING "CHAPTER 34"
(THE COMPREHENSIVE ZONING LAW) OF SAID
CODE AND THE ZONING MAP THEREIN CONTAINED.,
which ordinance was introduced at the regular meeting of the City Council
held December 9, 1963.
Following motion by Councilman Tandy, seconded by Councilman
Frederick, Ordinance No. 613 was adopted by the following vote:
Ayes: Councilmen Frederick; Kimport , Swanson, Tandy
and Mayor Baker;
Noes: Councilmen None;
Absent: Councilmen None.

No further business to come before the Council at this meeting
it was moved by Councilman Kimport, seconded by Councilman
Frederick the meeting adjourn until Monday, December 30, 1963, at
the hour of 7:00 'clock p. m. in the Council Chamber of the City Hall
of the City of E1 Segundo, California. Motion carried.
