October 8, 1962
A regular meeting of the City Council of the City of E1 Seg-
undo, California, was r held in the Council Chamber of the City Hall
of said City on the above date. Prior to calling the meeting to order,
those present joined in pledging allegiance to the Flag of the United
States of America, followed by an invocation by Reverend Allen Johnston
of First Baptist Church.
The meeting was then called to order by Wilburn E. Baker,
Mayor, the hour being 7:00 o'clock p.m.
ROLL CALL
Councilmen Present: Frederick, Kimport, Swanson, Tandy and
Mayor Baker;
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING
The minutes of the regular meeting of the City Council of the
City of E1 Segundo, California, held on September 24, 1962, having been
read and no error or omission having been noted, it was moved by
Councilmen Swanson, seconded by' Councilman Frederick, the minutes
of said meeting be approved as recorded. Motion carried.
SPECIAL ORDERS OF BUSINESS
1. The Mayor announced that this was the time and place
heretofore fixed. for the reception of bids on Relocation of Traffic
Signals and Channelization at the intersection of Main Street and Imperial
Highway, and inquired of the Clerk if she had any bids therefor, to which
she replied she had six bids in her possession. Moved by Councilman
Tandy, seconded by Councilman Frederick, said bids be opened, examined
and publicly declared, which bids are as follows:

Moved by Councilman Kimport, secondedby Councilman'
Frederick said bids be referred to the City Engineer for checking
and report back at this meeting. Motion carried.
2. The Mayor announced that this was the time • and place
heretofore fixed for the hearing on proposed amendments to Ordinance
No. 507 (the Comprehensive Zoning Ordinance) as recommended in Plan-
ning Commission Resolution No. 526, regarding permitted uses in C -2
and M -1 Zones, and inquired of the Clerk if proper notice of the hear-
ing had been given, to which the Clerk replied that affidavit of pub-
lication of said notice was in her file.
The Mayor then inquired if any written communications had
been received in regard to the proposed amendments, and there
being none, inquired if anyone present desired to speak in favor of
the proposed amendments. No one responding, the Mayor inquired if
anyone present, desired to speak in opposition to the proposed amend-
ments. No one responded. Thereafter, it was moved by Councilman
Tandy, seconded by Councilman Kimport, the hearing be closed. Motion
Carried. Councilman Swanson then introduced the ordinance effecting
the above proposed amendments, entitled:

WRITTEN COMMUNICATIONS
The following written communications received from persons,
firms or corporations hereinafter named, were read to the Council and
were disposed of in the manner indicated:
1. DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL,
being applications for Off Sale General license for Dom's Liquor Store,
408 Main Street, and for On Sale Beer license for Ha,rpie's, 206 East
Imperial Avenue. Ordered filed.
2. PLANNING COMMISSION, transmitting copy of its Resolu-
tion No. 528, granting a variance to extend existing roof into side,, yard
area, requested by William S. and Elizabeth A. Birdsall, 876 Center
Street. Ordered filed pending expiration of appeal period.
3. RICHMOND STREET P. T. A. , Mrs. M. G. CALVIN, request-
ing permission to hold a Hallowe eia- Carnival on October 27th at -the
Richmond Street School, 615 Richmond Street, from 11 o'clock a. m, to

the above request be approved. Carried by the following vote:

4. EL SEGUNDO JUNIOR WOMAN'S CLUB, Mrs. Richard
Wilbanks, Secretary, requesting permission to hold a rummage sale at
the Woman's Club, 541 Standard Street, October 19 and 20, from 10 a.m.
to 4 p.m.
Moved by Councilman Tandy, seconded by Councilman Frederick,
the above request be approved. Carried by the following vote:

5. MR. 'BILL BIGGS, PROJECT CHAIRMAN, EL SEGUNDO
JAYCEES, being a letter of appreciation to the Council for allowing
their organization to ise the City Hall Parking area on September 8th
and 9th for its Community Seat Belt Clinic. Ordered filed.
6. MRS. ROBERT J. McCARTHY, requesting permission for
students and parents of St. Anthony's School to sell chocolate bars in
the City of E1 Segundo from( November 5 to November 17, 1962. )

Fund on Sunday, October 28, 1962, between the hours of 6 and 9 p, m.

Mayor Baker° welcomed the following Mountaineer Girl Scouts,
Troop 20, and Mrs. John Armstrong, Ieader, to the Council meeting:

Burkette, Catherine Trumble, Sheila Swindall, Barbara Bissell, Alison
Binder, Cheryl MacGregor, Iinda Neff, and Judy Parker. '
REPORTS OF OFFICERS AND SPECIAL COMMITTEES
CITY MANAGER SAILORS MADE REPORTS AS FOLLOWS:
1. Requested that the City issue a no -fee dog license to a
guide dog - "Duchess" belonging to' Patricia Kerley, 514 East Oak Ave.,
E1 Segundo, as there is no provision in our dog license ordinance for
this exemption.
Moved by Councilman Frederick, seconded by Councilman Tandy,
the above request be approved. Carried by the following vote:
Ayes: Councilmen Frederick, Kimport, Swanson, Tandy
and Mayor Baker;
Noes: Councilmen None;

2. That bids have been received for a 1963 half -ton pickup truck
for use in the Engineering Department and recommended said equipment
be purchased from Escobar Ford Agency at a price of $1, 837.14 less
$407.14 trade -in for a 1954 truck, said company submitting the lowest
bid:

3. That bids had been received for a new 1963 four -door sedan
and he-recommended said equipment be purchased from Escobar Ford
Agency at a price of $2, 471.62 less $451. 62 trade -in on 1956 Ford, said
bid being the lowest bid received. Moved by Councilman Kimport, seconded
by Councilman Swanson, the above recommendation be approved. Carried
by the following vote:

4. Presented for the Council's consideration an ordinance
prohibiting drinking or breathing of certain substances, amending a
paragraph of Section 21,.3 of the Code, and repealing Chapter 26 of said
Code, relating to sewers.
City Attorney Bush read the title of said ordinance, entitled:

PARAGRAPH OF SECTION 21. 3 OF SAID CODE TO
PR'CIIIBIT THE DRINKING, CONSUMING OR POSSESSION
IN ANY PUBLIC PARK, WITHIN SAID CITY, OF ANY
INTOXICATING LIQUOV AND REPEAL CHAPTER 26
OF SAID CODE RELATING TO SEWERS.,
which was read. Thereafter, 'said ordinance was introduced by Council-
man Tandy.
5. That at the regular Council meeting held on September
10th a 30 -day leave of absence without pay was granted to Brady
Horton because of a heart condition; that said employee will return
to work on October 8th and he recommended Mr. Horton be granted
one week's additional leave without pay.
Moved by Councilman Frederick, seconded by Councilman
Kimport, the above recommendation be approved. Motion carried.
CITY CLERK MADE REPORT AS FOLLOWS:
1. Advised the Council of a claim against the City by Mr.
Werner Methner for damage to his parked car at 312 Maryland St.,
and that she had referred the claim to the Insurance carrier.
Moved by Councilman Tandy, seconded by Councilman Swanson,
the claim be denied and the action of the City Clerk in referring same
to the Insurance Carrier is hereby approved. Motion carried.
DIRECTOR OF PUBLIC WORKS WEBB MADE REPORTS AS FOLLOWS:
1. Reported that all bids for the relocation of traffic signals
and channelization at the intersection of Main Street and Imperial
Highway received earlier at this meeting had been checked and that
the bid of Miller - Bonsall Co. in amount of $9, 997. 70, which was 2676
higher than the estimate, was the lowest responsible bid received,
but that all bids had to be submitted to the State for approval before
acceptance by the City could be made.
Moved by Councilman Tandy, seconded by Councilman Swanson,
said bids be referred to the State for its approval. Motion carried.
2. As previously requested, he presented' a written report
on water' rates in the City of E1 Segundo.' By general consent, the
report was' taken under consideration until the next` regular Council
meeting.

1. The City Attorney read the title of the Ordinance regarding
accessory buildings definitions; loading docks, entitled:

OF SAID CITY IN VARIOUS PARTICULARS.
Upon motion duly made and unanimously carried, the further
reading of Ordinance No. 590 was waived.

Following motion made by Councilman Frederick, seconded
by Councilman Tandy, Ordinance No . 590 was adopted by the follow-
ing vote:
Ayes: Councilmen Frederick, Kirpport, Swapson, Tandy and
Mayor Baker;

2. The request of the E1 Segundo Nursery School Group
to hold a Fall Festival Fund Raising project on November 2, 1962,
was considered at this time. Moved by Councilman Kimport,
seconded by Councilman Tandy, the request be approved. Carried
by the following vote:

Mayor Baker; .

Absent: Councilmen None.

NEW BUSINESS
Mayor Baker reported that the Sister =City Group went to
Guaymas, Mexico, September 29 to October 3, and that the trip was
very successful. He asked that Councilman Tandy read in Spanish the
original letter to the City Council from the Mayor of Guaymas. The
City Clerk then read the translation.
Mr. Jack Thatcher, president of the Chamber of Commerce,
stated he felt a warm and friendly relationship existed between the
Mayor of Guaymas, Sr. Martinez, and his entire group toward the
members of the Sister City Group that made the trip.
Mayor Baker asked the City Attorney to read the resolution
prepared, which would join the City of Guaymas, Mexico , as a Sister
City to the City of E1 Segundo, entitled:

RESOLUTION NO. 2012
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA,
PURSUANT TO WHICH IT JOINS THE CITY OF
GUAYMAS, MEXICO, AS .A SISTER CITY IN
FURTHERANCE OF THE NATIONAL TOWN
AFFILIATION PROGRAM.,
that it be appropriately engraved, signed by the City officials
and presented to the Mayor of Guaymas, Mexico; that copies be
forwarded to the State Department, American Municipal Association,
the league of California Cities, and the People to People Program.
Councilman Frederick stated that in the 200 block on Main
Street at the north side of the Post Office, the driveway has been
blocked off, and due to the scarcity of parking spaces, he :suggested
the space be made available for parking. By general consent, the
matter was referred to the City Manager with power to act.
No other business to come before the Council at this meet-
ing, it was moved by Councilman Tandy, seconded by Councilman
Swanson, the meeting adjourn, the hour of adjournment being 7 :55
o'clock p.m. Motion carried.
