1962 APR 17 CC MINX 1352 E1 Segundo, California April 17, 1962 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. Prior to calling the meeting to order, those present joined in. pledging allegiance to the Flag of the United States of America. The meeting was then called to order by Wilburn E. Baker, Mayor, the hour b.eing 2:00 o'clock p. -m. ROLL CALL Councilmen 'Present: Baker, Kimport, Swanson and Tandy; Councilman 'Absent: Frederick. The City Clerk reported that cipal Election held on Tuesday, the of El Segundo, California, were then in the envelopes containing them,. in received. Said Clerk then presented at this time of this meeting. the returns of the General Muni - 10th day of April, 1962, in the City and had been, in her possession the same condition as when said returns to the City Council It was thereupon moved by Councilman Swanson, seconded by Councilman Tandy, that the City Council proceed forthwith to canvass said returns of the regular General Municipal Election held in the City . of . E1 Segundo, California, on Tuesday, the 10th day of April, 1962. The said motion was carried and adopted by the following vote: Ayes: Councilmen Baker, Kimport, Swanson and Tandy; Noes: Councilmen None; Absent: Councilman Frederick. The City Council then proceeded forthwith to publicly examine and canvass said returns, all as provided by law. Upon the completion of said canvass by said Countil, it was moved by Councilman Tandy, seconded by Councilman Swanson, that the following resolution be adopted: WHEREAS, there was held and conducted in the City of E1 Segundo, County of Los Angeles, State of California, on Tuesday, the 10th day of April, 1962,,a regular General Municipal Election of the qualified voters of said City, under pursuant to, and as required by the provisions of the laws of the State of California relating to general law cities, for the purpose of electing the following officers, and vote upon the hereinbelow designated measure, of said City, to wit: Officers: two (2) members of the City Council of said City for the full term of four (4) years: Measure: Ordinance No. 586, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, CREATING A PERSONNEL MERIT SYSTEM FOR THE POLICE . DEPARTMENT, THE FIRE DEPARTMENT. FREDERICK, as Councilman, for the full term of four years; (2) AUBREY G. KIMPORT, as Councilman, for the full term of four years; and the following measure was adopted, Ordinance No. 586, entitled: AN ORDINANCE 'OF THE CITY OF EL SEGUNDO, CALIFORNIA, CREATING A PERSONNEL MERIT SYSTEM FOR THE POLICE DEPARTMENT, THE FIRE DEPARTMENT AND OTHER DEPARTMENTS. SAID COUNCIL DOES HEREBY FURTHER RESOLVE, DECLARE, FIND AND DETERMINE that the City Clerk of said City shall enter on the recorais of said City Council a statement of the results of said election, showing: (a) The whole number of votes cast in the City. (b) The names of the persons voted for. (c) The measures voted upon. Councilman (d) For what office each person was voted for. (e) The number of votes given at each precinct to each person and for and against each measure. (f) The number of votes given in the City to each person and for and against each measure. The motion to adopt the foregoing resolution was carried by the following vote: Ayes: Councilmen Kimport, Swanson, Tandy and Mayor Baker; Noes: Councilmen None; Absent: Councilman Frederick. The City Clerk then reported that she had caused to be entered on the records of the City Council of the City of El Segundo, Calif- ornia, a statement of the results of said election, by filing the reso- lution last hereinabove set forth, in her office and by entering said resolution in full in the minutes of this meeting on the said records. The City Clerk announced that she had received from Aubrey G. Kimport his declaration of campaign expenses pursuant to provisions of Article 3, Chapter 1, Division 8 of the .tlactioa.,Code. The City Clerk thereupon issued certificate of erection io' Councilman Kimport, who immediately thereupon took and subscribed to his Constitutional Oath of Office, and filed same with the City Clerk. Councilman Elect Kimport took his seat at the Council table, and the Council thus constituted consisted of the following members: Councilman Wilburn E. Baker; Councilman Aubrey G. Kimport; Councilman Robert W. Frederick; Councilman Walter W. Swanson; Councilman Edward H. Tandy; -4- all of whom were present with the exception of Councilman Frederick who had previously filed with the, City Clerk a Consent and Waiver of Notice, granting him permission to absent himself from Council meetings between the dates of April 16 and 21, 1962, both dates inclusive. The City Clerk stated 'that it was customary to elect a Mayor and a Mayor pro tem at this time, and declared nominations for Mayor to be in order. Councilman Swanson thereupon nominated Mayor Baker as Mayor, which motion was seconded by Councilman Tandy and unan- imously carried. No further nominations being made, it was moved by Coun- cilman Kimport, seconded by Councilman Swanson, that the City Clerk be and she is hereby authorized to cast a unanimous ballot for Mayor Baker as Mayor of the City of E1 Segundo. Motion carried. The City Clerk thereupon cast such ballot and Mayor Baker reassumed the duties of the Mayor. Mayor Baker then stated he would receive nominations for Mayor pro tem, whereupon it was moved by Councilman Tandy, seconded by Councilman Swanson and unanimously carried, that Councilman Frederick be 'nominated as Mayor pro tem. No further nominations being made, it was moved by Councilman Kimport, seconded .by Coun- cilman Tandy that the' City Clerk be and she is hereby authorized to cast a unanimous ballot for Councilman Frederick as Mayor .�ro tem of the City of E1 Segundo. Motion carried. Mayor Baker personally thanked the Council for the} confidence shown him in selecting him to again serve as Mayor. No further business appearing to be transacted at this meeting, it was moved by Councilman Tandy, seconded by Councilman Swanson, the meeting adjourn, the hour of adjournment being 2:30 o'clock p.m. Motion carried.'
