A regular meeting of the City Cotinc.i.l of e C.ty of
E1 Segundo, California, was lield in the Council Chamber of the
City Hall of said City on the above date. Prior to calling
the meeting; to order, those present joined in pledging al:l c-
giance to the Flat; of the United States of America, following
which an invocation was given by Reverend Fattier Gordon Yeaton,
of St. 'Michael's Episcopal Church.
The meeting was then called to order by Id.i..lburn E.
Baker, Mayor, the Hour being 7:00 of Block P.`r.
ROLL. CALL
Coi.incilmen Present: Frederick, Swanson, Tandy and
Mayor Baker;
Councilmen Absent: Gordon.
RENDING OF MINUTES OF PREVIOUS MEETINIG
The minutes of the adjourned . regular meeting of the
City Cotincil of the City of E1 Segundo, California, held
October 31, 1960, having been read and no error or omission
having been noted, it was moves( by Councilman Tandy, seconded
L;y Councilman Frederick, the minutes of said meeting be
approved as recorded. Motion carried.
SPECIAL ORDERS OF BUSINESS
1. The City Clerk advised the City Council that this
was the time and place fixed pursuant to statute and notice
given for the hearing in the natter of the assessment for the
improvement of Imperial Avenue and Other Streets, as contem-
plated in Resol.t_ition of Intention No. 1912 adopted by the said
City Council on March 14, 1960. The City Clerk also informed
the said City Council that affidavits of the mailing, posting
and publications of the Notice of Filing Assessment were on
file in her office, and that no written appeals or objections
had been filed in her office prior to the clay set for the hear-
ing.
The Mayor then asked if there were any interested
persons present desiring to be heard in,the above mentioned
matter, and no one responded.
After a fair and impartial Bearing liaving been
granted to all persons desiring to be heard in said matter,
and all.. appeals or objections presented having been heard
and ft_t]_1_y considered, and the City Council being satisfied
with the correctness of the assessment and diagram, it was
moved by Councilman Frederick that all appeals or objections
he overruled and denied and that the assessment and diagram
be confirmed and approved, and that the St.tperintendent of
Streets shall forthwith attach a warrant to said assessment,
bearing the (late of this order of the City Council, which
taotion was seconded by Cot_tncilman Tandy and carried by the
following vote:

2. The Mayor reported that this was the time and
place fixed for the hearing of protests or objections against
the work or the district, as described in Resolution of
Intention No. 1937 in the matter of certain improvements ill

The Mayor then announced that this was the time and
place set for the hearing ,of protests or objections against the
work or the assessment district, each as set forth in the Reso-
lution of Intention hereinbefore mentioned, andfasked if anyone
present desired to be heard in said matter. The following
addressed the Council: Clifford Wilhite, Ernest Smith, Roy L.
Walter and George 'laengle.

All protests were referred to the Engineer for
checicing and report as to the percentage of the area represented
thereby. The Engineer reported that the protests represented
approximately 87.56 percent of the total area of the assessment
district.
It being the desire of the Council to include said
improvement in a major construction contract, it was moved by
Councilman Frederick, seconded by Councilman Tandy, that the
hearing be continued until the regular meeting to be held on
Monday, December 12, 1960. Carr_i_ed %y the following vote:
Ayes: Councilmen Frederick, Swanson, Tandy and
Mayor Maker;
Noes: Councilmen None;
Absent: Councilman Gordon.
3. The Mayor announced that this was the time and
place heretofore fixed for the hearing on the proposed amend-
ment to Ordinance No. 507 (the Comprehensive 'Zoning Ordinance)
as recommended in Planning Commission Resolution No. 453, regard -
ing limitations on permitted use in the C -2 zone, and inquired
of the Clerk if proper notice of the hearind had been given.
The Clerk advised that affidavit of puhlication,of notice was
in her file. The Mayor then inquired if any written communications
had been received regarding said matter, and there being none,
inquired if anyone present desired to speak in favor of the pro-
posed amendment. No one responding, the Mayor inquired if anyone
present desired to speak in opposition to said proposed ariend-
ment. There being no response, it was moved by Councilman Tandy,
seconded by Councilman Frederick, the hearing be closed. Motion

1. Copy of letter from Mr. iJ. I1. Templin, Los
Angeles County Road Commissioner, to the Board of Supervisors
regarding improvevient of Imperial highway from Sepulveda
Boulevard to Aviation Boulevard. Ordered filed.
2. 'Mr. L. I). REYNOLDS, regarding the new sidewalk .
along the Imperial. Avenue side of his property on the south-
west corner of Virginia Street and Imperial. Mr. Reynolds
was present in the Council Chamber and explained that his
chief concern was the existence of a water pocket at the
entrance of his garage. By general_ consent, the natter was
referred to the Director of Pu}alic .dorlcs for investigation
and report at the next Council meeting.
3. EI, SEGUNDO CHMIBER OF C0141MERCE, being a report
of activities, accomplishments and services rendered for the
period from July 1., 1960 to Novei;iber 1, 1960. Ordered filed.
4-MRS. JUDITH EVANS, expressing appreciation for
the Police Department of this City and particularly Officer
Ragan, Captain Partlow and Sergeant Porter. A copy of the
letter was requested given to the Police Chief, after which
the communication was, ordered filed.
5. MRS. ALTHEA MATERNA, requesting perrniss:i.on for
the Rebekah Lodge to liol d a rums -stage sale in its biiild:i_ng,

Moved by Councilman Swanson, seconded by Council-
man Tandy, that the gebekah Lodge be and they are hereby
granted permission to hold a rummage sale ovember 26, _1960,
at 406 East Grand Avenue, it being understood that such sale
will be conducted in a manner satisfactory to the Police

6. MRS. GEORGE 0. BRUMFIELD, announcing; that The
Sandpipers, a philanthropic organization of women in the
South Bay area, are holding their Ninth Annual Tinsel Tea
in the Starlight Room of the Thunderbird hotel on November
29, 1960, from two to four p.rn., and requesting permission
to sell hand made Christmas decorations at this event.

Mr. Elmer Peterson, 51,1 West Imperial Averiu.e,
addressed the Council regarding the growth of Eucalyptus
trees along Imperial Avenue; that the roots of these
trees stop up the sewer pipes and have to be cleaned oilt
periodically, and it was his opinion that this kind of
tree should not be replanted. Mr. Peterson was advised
by Mayor Baler that there is a program already started
to remove Eucalyptus trees in the parkways throughout the
Ci ty .
Mr. Ernest Luechte, 135 Whiting Street, addressed
the Council regarding storm water damage to his property;
that he had been promised a check valve by the City and to
date it has not been installed.
Director of Public Works Webb stated that during
the last rainy season subject property was under construction;
that he was aware of thcb storm water problem; that a study
is under way at the present time and when it is concluded
there will be a recommendation to the Council. as to the best
and most economical solution to storm water drainage in this
area.
Thereafter, it was moved by Councilman Swanson,
seconded by Councilman Tandy, that the Director of Public
Works install a check valve at 135 Whiting Street. Carried
by the following vote:
Ayes: Councilmen Fredericlt, Swanson, Tandy and
Mayor Baker;
Noes: Councilmen hone;
Absent: Councilman Gordon.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES
CITY ATTORNEY BUSH MADE REPORT AS FOLLOWS:
1. As previously requested, presented for the
Council's consideration a form of traffic ordinance :i.ncorpor-
ating certain changes in the City Code.
The Council desiring to make a further study of the
traffic situation in the City, the matter was then under con-
sideration.

WHEREAS, the Traffic Ai.►thority, under the
provisions of Section 1.7.43 of the City Code
deems the action hereinafter referred to on its
part, to be necessary; and
WHEREAS, this Council concurs in such view
of said Traffic Authority;
NOW, ME'REFORE, BE IT RESOLVED, that the
City Council of the City of E1 $cgp -indo does
hereby approve the erection of the following
stop sign:
North/South Stop Sign at the intersections
of 'dashing ton Street and Palm Avenue.
On roll. call, said motion carried and said resolution was
adopted by the following; vote:
