1959 MAY 11 CC MINx '795 El Segundo, California Iiay 11, 1959 A regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America, after which a prayer was offered by Ilr. Donald S. doodford, Director of Building and Safety. The meeting was then called to order by Kenneth R. Benfield, I�iayor, the hour being 7:00 of clock P.1.1. ROLL CALL Councilmen Present: Baker, Frederick, Gordon, and Mayor Benfield; Councilmen Absent: Meschuk. READING OF MIINUTES OF PREVIOUS 1- 1EETINGS The minutes of the regular meeting of the City Council of the City of E1 Segundo, California, held April 27, 1959, and of the special meeting held May 8, 1959, having been read and no error or omission having been noted, it was moved by Councilman Frederick, seconded by Councilman Baker, the minutes of said meeting be approved as recorded. Carried. SPECIAL ORDERS OF BUSINESS 1. The Mayor announced this was the time and place here- tofore fixed for the reception of bids on Cast Iron Pipe for the City of E1 Segundo, and inquired of the Clerk if she had any bids in her possession. The Clerk replied she had two bids, after which it was moved by Councilman Baker, seconded by Councilman Gordon, said bids be opened, examined and publicly declared, which bids were as follows: 81, x 1$t 61, x 1$t Pacific States Cast Iron Pipe Co. 2.$7 2.01 United States Pipe & Foundry Company 2.91 2.035 T'ioved by Councilman Gordon, seconded by Councilman Frederick, said bids be referred to the Director of Public Works for check- ing and report later in this meeting. The I,:ayor announced this was the time and place here- tofore fixed for the reception of bids on Asbestos - Cement Water Pipe for the City of E1 Segundo, and inquired of the Clerk if she had any bids in her possession. The Clerk: replied she had five bids in her pos- session, after which it was moved by Councilman Gordon, seconded by Councilman Frederick, said bids be opened, Ex- amined and publicly declared, which bids were as follows: Vernon Paving Co. �34, G42. $0 Contractors asphalt Sales 35,688.35 Oswald Bros. In the matter of request for taxicab permit of Fred Nazarian, previously considered, he was now in receipt of a letter from Mir. Fred Nazarian and Mrs. Billie Daugherty, as officers of the E1 Segundo Cab Company, Inc., requesting that the franchise be transferred from Billie Daugherty, dba E1 Segundo Cab Co., to the corporation. Called the Council's attention to the meeting of the Inter -City Highway Committee to be held at Palms Restaur- ant in Torrance, on Thursday, Hay 14th. DIRECTOR OF PUBLIC WORKS WEBB I,1ADE REPORTS AS FOLLOWS: 1. Reported to the Council that Mr. Floyd Wallace's suggestions for slo•,,Ting down traffic on West Grand Avenue had been employed as follows: That 25 mile per hour signs have been erected near the westerly City limits; additional signs painted on the pavement; and that a sign has been posted in the Los Angeles City area to the effect that there is a 25 Nile per hour zone ahead. Iiayor Benfield called attention oin!; westerly on Grand cannot make a Loma Vista when cars are parked along without getting into the center lane, at that point be painted red to prohil to the fact that a car right hand turn on to the north side of Grand, and suggested the curb Dit parking. 2. Reported on a requested north /south stop sign for the intersection of Franklin Avenue and Lomita Street; that there is a School crossing sign due to the fact a Catholic school is in that neighborhood, and he recommended that no stop sign be erected. The erection of a "Stop for Pedestrian" si -n was advised by the Council, and TJr. Webb agreed to comply. 3. Reported that the bids received earlier in the meet- ing for the reconstruction of alleys and certain streets had been checked and recommended that an award be made to Vernon Paving Co., the lowest responsible bidder. h1oved by Council - man Gordon, seconded by Councilman Frederick, the following resolution be adopted: RESOLVED, that the bid of Vernon Paving Co. for recon- struction of alleys and certain streets in the City of E1 Se?undo, IN ACCORDANCE with the City's Specifications iio• 5$ -25, the lowest responsible bid, be accepted; and BE IT FURTHER RESOLVED, that the Mayor of said city be, and he is hereby, authorized and instructed to execute the con- tract hereby awarded for and on behalf of said City and in its name, and the Cit;T Clerk is hereby authorized and instructed to attest the said contract, affix the official seal and make delivery thereof in due course; and BE IT FURTHER RESOLVED, that all bids received for said construction are hereby rejected with the exception of the bid of Vernon Pavin 7 Co., and the City Clerk is hereby authorized and instructed to return the checks of all unsuccessful bidders.
