A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO, CALIFORNIAp WAS HELD IN THE COUNCIL CHAMBER OF THE CITY
HALL OF SAID CITY ON THE ABOVE DATE. PRIOR TO CALLING THE MEETING
TO ORDERS THOSE PRESENT JOINED IN PLEDGING ALLEGIANCE TO THE FLAG
OF THE UNITED STATES OF AMERICAS FOLLOWING WHICH A PRAYER WAS OFFERED
BY MRS. NINA BADGERS OF FIRST CHURCH OF CHRISTp SCIENTIST.

AT THIS TIME, THE HOUR BEING 7:10 O?CLOCK P.M.p COUNCILMAN

THE CITY CLERK ADVISED THE CITY COUNCIL THAT THIS WAS THE
TIME AND PLACE FIXED PURSUANT TO STATUTE AND NOTICE GIVEN FOR THE
HEARING IN THE MATTER OF THE ASSESSMENT FOR THE IMPROVEMENT OF A
PORTION OF PENN STREET, AS CONTEMPLATED IN RESOLUTION OF INTENTION N0.
1612 ADOPTED BY THE SAID CITY COUNCIL ON THE 14TH DAY OF MAYA 1956.
THE CITY CLERK ALSO INFORMED THE SAID CITY COUNCIL THAT AFFIDAVITS OF
THE MAILING, POSTING AND PUBLICATIONS OF THE NOTICE OF FILING ASSESS}
MENT WERE ON FILE IN HER OFFICES AND THAT NO WRITTEN APPEALS OR OBJEC-
TIONS HAD BEEN FILED IN HER OFFICE PRIOR TO THE DAY SET FOR THE HEARING.
THE MAYOR THEN ASKED IF THERE WERE ANY INTERESTED PERSONS
PRESENT DESIRING TO BE HEARD IN THE ABOVE MENTIONED MATTER. THE
FOLLOWING PROPERTY OWNERS THEN ADDRESSED THE COUNCILS EACH PROTESTING
AGAINST THE COST OF THE ASSESSMENT: MR. R. E. ENRIGHTs 514 PENN STREETS

THE ABOVE NAMED PERSONS THEN WENT INTO THE CITY ENGINEERfS
OFFICES WHERE THEIR OBJECTIONS TO THE HIGH COST OF THEIR ASSESSMENTS
WERE EXPLAINED BY THE CITY ENGINEER.
AFTER A FAIR AND IMPARTIAL HEARING HAVING BEEN GRANTED TO
ALL PERSONS M.ESIR7:NG: TO BE HEARD IN SAID MATTERS AND ALL APPEALS OR
OBJECTIONS PRESENTED HAVING BEEN HEARD AND FULLY CONSIDERED, AND THE
CITY COUNCIL BEING SATISFIED WITH THE CORRECTNESS OF THE ASSESSMENT
AND DIAGRAMS IT WAS MOVED BY COUNCILMAN BAKERS THAT ALL APPEALS OR

FIXED FOR A HEARING ON THE PROPOSED PRECISE PLAN OF THE EASTERLY SIDE
OF INDIANA STREET FROM MARIPOSA AVENUE TO HOLLY AVENUE, AS RECOMMENDED
BY THE PLANNING COMMISSION IN ITS RESOLUTION N0. 298, ADOPTED BY SAID
BODY AT ITS REGULAR MEETING HELD JANUARY 9, 1957p BEING PRECISE PLAN N0. 1.
THE MAYOR INQUIRED OF THE CITY CLERK IF DUE AND REGULAR
NOTICE OF THE HEARING HAD BEEN GIVEN AND PUBLISHED, AND IF SHE HAD ON
FILE IN HER OFFICE AFFIDAVITS SHOWING THAT FACT.
THE CITY CLERK ADVISED THAT NOTICE HAD BEEN DULY AND REGU-
LARLY GIVEN AND THE AFFIDAVITS ESTABLISHING SUCH FACT WERE ON FILE IN
HER OFFICE, TOGETHER WITH THE COMPLETE FILE OF THE PLANNING COMMISSION

OF ZONE COVERING LOTS 382, 383, 384, 385, 386 AND 387, BLOCK 123, AS
RECOMMENDED IN THE PLANNING COMMISSIONtS RESOLUTION NO/ 290, HAD NOT
BEEN CLOSED, AND THE COUNCIL WOULD NOW CONTINUE THE HEARING ON SAID
PROPOSED CHANGE OF ZONE.
THE MAYOR THEN INQUIRED IF ANYONE PRESENT IN THE COUNCIL
CHAMBER DESIRED TO SPEAK IN FAVOR OF THE PROPOSED ZONE CHANGE, AND

MR. PHILLIP'A. MERCIER, RESIDING AT 407 -B RICHMOND STREET,
EL SEGUNDO, STATED HE IS DESIROUS OF CONDUCTING A HOME OCCUPATION AT
THE ABOVE PREMISES, WHICH CONSISTS OF ASSEMBLING KITS FOR MODEL TRAINS;
THAT WHEN HE APPLIED FOR A BUSINESS LICENSE HE WAS TOLD HE WOULD HAVE
TO MAKE APPLICATION WHICH MUST BE APPROVED BY THE PLANNING COMMISSION,
BUILDING DEPARTMENT AND FIRE DEPARTMENT. HE FURTHER STATED THAT SINCE
HE RESIDES IN AN R -2 ZONE, HE HAD BEEN INFORMED THAT HE WOULD NOT BE

AMUSEMENT COMPANY FOR LICENSE TO OPERATE A MINIATURE COIN OPERATED
TOURNAMENT POOL AMUSEMENT GAME AT THE KEN AND BILL CAFE, 292 NORTH
SEPULVEDA BOULEVARD; THAT THE CHIEF OF POLICE HAD INFORMED HIM
THAT HE IS FAMILIAR WITH THIS TYPE OF MACHINE AND DOES NOT BELIEVE
THE INSTALLATION THEREOF WOULD HAVE A DETRIMENTAL EFFECT UPON THE
COMMUNITY.
COUNCILMAN MESCHUK SUGGESTED THE MATTER BE TAKEN UNDER
CONSIDERATION FOR STUDY UNTIL THE NEXT REGULAR MEETING OF THE COUNCIL.

MAYOR BENFIELD ANNOUNCED THE APPOINTMENT OF GEORGE BINDER
TO SUCCEED HIMSELF AS A MEMBER OF THE PLANNING COMMISSION OF THE CITY
OF EL SEGUNDO FOR A TERM OF FOUR YEARS BEGINNING FEBRUARY 22, 1957,
AND REQUESTED THE APPROVAL OF SUCH APPOINTMENT.
MOVED BY COUNCILMAN FREDERICK, SECONDED BY COUNCILMAN GORDON,
THAT THE APPOINTMENT OF GEORGE BINDER AS A MEMBER OF THE PLANNING COM-
MISSION OF THE CITY OF EL SEGUNDO FOR A TERM OF FOUR YEARS BEGINNING
FEBRUARY 22, 1957, BE AND THE SAME IS HEREBY RATIFIED, APPROVED AND CON-

MAYOR FOYE THEN ADDRESSED THE COUNCIL AT LENGTH RESPECTING
THE REQUEST HERETOFORE MADE BY THE CITY OF LOS ANGELES THAT THE CITY
OF EL SEGUNDO GRANT AN EASEMENT SO THAT IT MIGHT CONSTRUCT CERTAIN
LINES INTO THE OCEAN FOR SEWAGE DISPOSAL PURPOSES. MAYOR FOYE READ
EXCERPTS FROM NUMEROUS REPORTS AND BOOKS, AND STATED THAT THERE IS NO
ASSURANCE THAT THE CONSTRUCTION BY THE CITY OF LOS ANGELES OF THE TWO
TUBES INTO SANTA MONICA BAY WILL ELIMINATE THE DEPOSITING OF SEWAGE ON THE
BEACHES; THAT IT IS PURELY AN EXPERIMENT, THIS TYPE OF CONSTRUCTION
NEVER HAVING BEEN ATTEMPTED BEFORE; THAT IN THE OPINION OF THE AUTHOR-
ITIES OF THE BEACH CITIES, ESPECIALLY MANHATTAN'ABEACH AND HERMOSA BEACH,
IT IS FELT THE CITY OF LOS ANGELES SHOULD BE COMPELLED TO CONSTRUCT A
MODERN TREATMENT PLANT,,WHICH HAS BEEN DONE SATISFACTORILY IN OTHER
CITIES,.AND NOT ALLOWED TO,SIMPLY TRY OUT SOMETHING NEW WHICH MIGHT NOT
WORK OUT, HE URGED THE CITY OFFICIALS OF THE CITY OF EL SEGUNDO TO
WITHHOLD GIVING THE,-.EASEMENT REQUESTED BY THE CITY OF LOS ANGELES, AND
TO JOIN WITH THE OTHER BAY CITIES IN THEIR FIGHT TO KEEP THE BEACHES
FROM BEING POLLUTED.
MAYOR BENFIELD ASSURED MAYOR FOYE THAT NEITHER HE NOR ANY
OTHER MEMBER OF THE COUNCIL WISHES TO HAVE THE BEACHES POLLUTED, BUT
THERE ARE OTHER OBJECTIONABLE FEATURES IN EL SEGUNDO WHICH MUST BE
WORKED OUT. HE FURTHER ASSURED MAYOR FOYE THERE WILL-BE NO TRADING
WITH THE CITY OF LOS ANGELES, AS WAS PUBLICIZED IN ONE OF THE NEWS-
PAPERS.
FOLLOWING.FURTHER DISCUSSION, IT WAS AGREED THAT A MEETING
MIGHT BE HELD IN THE FUTURE BETWEEN THE OFFICIALS OF THE CITY OF LOS
ANGELES AND THE OFFICIALS OF THE CITY OF EL SEGUNDO, MANHATTAN BEACH
AND HERMOSA BEACH, SO THAT EACH CITY MIGHT PRESENT ITS 33DE: OF THE
MATTER AND EVIDENCE IT MIGHT HAVE AS TO THE WORKABILITY OF THE PRO-
POSED TUBES INTO SANTA MONICA BAY.
NO FURTHER BUSINESS APPEARING TO BE TRANSACTED A_T THIS
