1956 JUL 26 CC MINE1 Segundo, California July 26, 1956 CONSENT TO SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF EL 'SEGUNDO, CALIMANIA, AND WAIVER OF NOTICE We, the undersigned, being all of the members of the City Council of the City of El Segundo, California, d4 hereby consent and agree that a Special Meeting of said Council shall be held in the Council Chamber in the City Hall of said City, beginning at the hour of'9930-`o +clock A.M. on Thursday, the 26th day of July, 1956, for the purpose of giving-considera- tion and determining upon the most efficient and econ6tical mariner in which the Council may proceed to cause certain phases of the construction work to be performed in connection with the proposed Community Recreation Center, inasmuch as no bids on said work were received pursuant to duly advertised notice therefor. We hereby waive any further, other, or additional notice of the time and place of said meeting and consent that same be held at the time and place above stated. ` Dated this'26th day of July, 1956, and filed in the office of the City Clerk prior to the time set for said meetifig. Councilman 1 Co cilman Councilman X El Segundo, California July 26, 1956 A special meeting of the City Council of the City of El Segundo, California, was called to order by Kenneth R. Benfield, Mayor, at the hour of 9:30 o'clock A.M., in the Council Chamber of the City Hall of said City. ROLL CALL Councilmen Present: Baker, Frederick, Gordon, Meschuk and Mayor Bonfield; Councilmen Absent: None. Moved by Councilman Frederick, seconded by Councilman Gordon, the regular order of business be dispensed. Carried. 'The Mayor announced that this meeting was for the purpose of giving consideration and determining upon the most efficient and economical manner in which the Council might proceed to cause certain phases of the construction work to be performed in connection with the proposed Community Recreation Center, inasmuch as no bids on said work were received pursuant to duly advertised notice therefor. The City Manager and the City Engineer both recommended that the Council authorize advertising for bids on various phases of the preliminary work which it is necessary to construct on the recreation area, and there- _ after, it was moved by Councilman Baker, seconded by Councilman Frederick, the following resolution be adopted: WHEREAS, the City Council did heretofore, under a notice entitled "PUBLIC NOTICE INVITING BIDS FOR THE CON- STRUCTION AND IMPROVEMENTS OF A COMMUNITY RECREATION CENTER FOR THE CITY OF EL SEGUNDO, CALIFORNIAn, dated the 25th day of June, 1956, request the receipt of bids for the work and improvement referred to in said notice; and WHEREAS, this Council did after due consideration, reject the only bid received for said work or improvement as it was insufficient and not in accordance with the pro- posal; and WHEREAS, on the 23rd day of July, 1956, this Council did adopt a resolution authorizing the Architect to resub- mit plans and the City Clerk to advertise for bids on said project, such bids to be received October 8, 1956; and WHEREAS, this Council has further considered the said matter and is of the opinion that it would receive better bids if the project is subdivided into various and indi- vidual projects and receive bids on the individual projects; and that said bids should be received at the earliest possi- ble time; and WHEREAS, under the circumstances, this Council believes that the action hereinafter taken is in the public interest and in the interests of said City; NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED by the City Council of the City of E1 Segundo, Cali- fornia, as follows: First: That the resolution adopted on the 23rd day of July, 1956, authorizing the City Clerk to advertise for bids to be received on October 8, 19560 be and the same is hereby rescinded; -1- 3 X � Second: That William 0. Woollett, Architect, be and he is hereby authorized and instructed to prepare new pro- posal forms covering certain phases of the work contemplated in the proposed construction and improvements of the community recreation center, the items to be covered by said proposals to be ,as follows, to wit: 1. Site clearing, •street work and walls; 2. Control building and utilities pertinent thereto; 3. Perimeter lighting; 4. Storm drains, and that the City Clerk of said City is hereby authorized and instructed to advertise for bids on said items in the time, form and manner as required by law, said bids to be received August 27, 1956. Carried by the following vote: z Ayes: Councilmen Baker, Frederick, Gordon, Mescbuk and Mayor Bonfield; Noes: Councilmen None; Absent: Councilmen None. No further business appearing to be transacted at- this meeting, it was moved by Councilman Gordon, seconded by Councilman Baker, the meet- ing adjourn. Carried.
