April 17, 1956
An adjourned regular meeting of the City Council of the
City of E1 Segundo, California, was held in the Council Chamber of
the City Hall of said'City on the above date. Prior to calling
the meeting to order, those present joined in pledging allegiance
to the Flag of the - United States of America, after which Reverend
Sawyer of the Community Methodist Church offered a prayer.
The meeting was then called to order by William R. Selby,
Mayor, the hour being 2 :00 o'clock P.M.
ROLL CALL
Councilmen Present: Baker, Frederick, Gordon, Swanson and
Mayor Selby;
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING
• The minutes of the regular meeting held April 9, 1956, hav-
a.ng been read and no errors or omissions having been noted, it was '
moved by Councilman Frederick,-seconded by Councilman Baker, the min-
' utes of said meeting be approved as recorded. Carried.
It was moved by Councilman Baker, seconded by Councilman
Gordon, that the regular order of business be dispensed. Carried.
At this time Mayor Selby presented Councilman Swanson with
a ten (10) year service pin.
The City Clerk then presented Mayor Selby with a thirty
(30) year service pin.
The City Clerk reported that the returns of the General Mu-
nicipal Election held on Tuesday, the 10th day of April, 1956, in the
City of El Segundo, California, were then, and had been, in her pos-
session in the envelopes containing them, in the same condition as
when received. Said Clerk then presented said returns to the City
Council at this time at this meeting.
It was thereupon moved by Councilman Frederick, seconded
by Councilman Baker, that the City Council proceed forthwith to can-
vass said returns of the regular General Municipal Election held in
the City of El Segundo, California, on Tuesday, the 10th day of April,
1956. The said motion was carried and adopted by the following vote:
Ayes: Councilmen Baker,
Mayor Selby;
Noes: Councilmen None;
Absent: Councilmen None.

The City Council then proceeded forthwith to publicly
examine and canvass said returns, all as provided by law. Upon the
completion of said canvass by said Council, it was moved by Council-
man Frederick, seconded by Councilman Baker, that the following re-
solution be adopted:

WHEREAS, there was held and conducted in the City of El
Segundo, County of Los Angeles, State of California, on Tuesday,
the 10th day of April, 1956, a regular general municipal elec-
tion of the qualified voters of said city under, pursuant to,
and as required by the provisions of the laws of the State of
California relating to general law cities, for the purpose of
electing the following officers of said city, to wit:
Three members of the City Council of said City for the
full term of four (4) years;
A City Clerk of said City for the full term of four (4)
years; and
A City Treasurer of said City for the full term of four
(4) years;
AND, WHEREAS, it appears that notice of said election was
duly and legally given; and that there were eighteen (1$) vot-
ing precincts established within the said city for holding said
election, consisting of the regular voting precincts established
by the Board of Supervisors of Los Angeles County, California,
for the holding of general State and County elections; and
WHEREAS, the City Council of the said City of E1 Segundo
met in the Council Chamber of said City Council in the City Hall
of said City, on Tuesday, the 17th day of April, 1956, as pro-
vided by law, beginning at the hour of 2 :00 otclock P.M. of the
said day, to canvass the returns of said regular general munici-
pal election and declare the results thereof, whereupon said
Council found that the number of votes cast; the names of the
persons voted for; the office to fill which each person was voted
for; the results of said election; and the other matters required
to be determined by law; to be as hereinafter stated;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, FIND AND DETERMINE AS
FOLLOWS:
First: That said regular general municipal election was
held and conducted in said City of E1 Segundo, California, on
Tuesday, the 10th day of April, 1956, in time, form and manner
as required by law;
Second: That there were eighteen (18) voting precincts es-
tablished within the said city for the purpose of holding said
election, consisting of the regular voting precincts established
by the Board of Supervisors of Los Angeles County, California,
for holding of general State and County elections;
Third: That (a) the whole number of ballots cast in said
City of El Segundo at said election; (b) the whole number of
absentee ballots cast at and for said election; (c) the names
of the persons voted for; (d) the office to fill which each per-
son was voted for; (e) the number of votes given at each pre-
cinct to each person; (f) the number of votes given in said city
to each person; (g) the number of absentee votes given to each
of such persons; and (h) the total number of votes given both
in said city and in said absentee ballots to each of such per-
sons; are as hereinafter set forth in this resolution;

Fourth: That the whole number of ballots cast in said
city at said regular general municipal election was 2460
ballots;
Fifth: That the whole number of absentee ballots cast
at and for said election was 17 ballots;

Sixth: That the names of the persons voted for, the of-
fices for which they were voted, the number of votes given in
each precinct to each of said persons, the number of absentee
votes given each of said persons, together with the whole num-
ber of votes which they received in the entire city, are as

SAID CITY DOES THEREFORE HEREBY FURTHER RESOLVE, DECLARE,-,,,
FIND AND DETERMINE that at said general municipal election, the.. a
following Municipal Officers in and for the City of El Segundo,"

(1) WILBURN E. BAKER, as Councilman, for the full term
of four years;
('2) KENNETH R. BENFIELD, as Councilman, for the full
term of four years; '
(3) JOHN D. MESCHUK, as Councilman, for the full "rm of
four years;
(4) NEVA M. ELSEY, as City Clerk, for the full term of
four years; and
(5) RUTH HOPP, as City Treasurer, for the full term of. It
four years.
SAID CITY COUNCIL DOES HEREBY FURTHER RESOLVE,

SAID CITY COUNCIL DOES HEREBY FURTHER RESOLVE, DECLARE, DE-
TERMINE AND DIRECT:
That the City Clerk shall tame -her oath of office and im-
mediately thereafter shall administer to the City Treasurer and
members of the City Council elected the Constitutional Oath of
Office and require each of said officers to severally subscribe
thereto, and she shall thereupon make and deliver to each of
them a *rtificate of Election signed by her and duly authen-
ticated, whereupon each of them shall be inducted into the re-
spective offices to which they have been elected.

: The motion to adopt the foregoing resolution was carried
by the following vote:
Ayes: Councilmen Baker, Frederick, Gordon, Swanson
and Mayor Selby;
Noes: Councilmen None;
Absent: Councilmen None.
The City Clerk then reported that she had caused to be
entered on the records of the City Council of the City of E1 Segun-
do., California, a statement of the result of said election, by fil-
ing the resolution last hereinabove set forth in her office, and
by entering said resolution in full in the minutes of this meeting
on the said records.
j The City Clerk thereupon issued certificates of election
to Councilmen Baker, Benfield, and Meschuk, and also upon Ruth Hopp,
Treasurer elect, who immediately thereupon took and subscribed to
their respective constitutional oaths of office and filed the same
with the City Clerk who thereupon announced that she had taken and
subscribed her constitutional oath of office before an officer au-
thorized by law to impose oaths, and that said oaths of offic'-were
duly filed in her office.

The City Clerk thereupon announced that the Official Bond
of the City Clerk and the Official Bond of the City Treasurer had
been duly furnished and filed as provided by law.
Councilmen Elect Baker, Benfield, and Meschuk thereupon
took their respective seats at the Council table and the Council
thus constituted thereupon consisted of the following members, all
of whom were present, to wit:
Councilman Wilburn E. Baker,
Councilman Kenneth R. Benfield,
Councilman Robert W. Frederick,
Councilman George E. Gordon, Jr.,
Councilman John D. Meschuk.
The City Clerk stated that it was customary to elect a
Mayor and a Mayor pro tempore at that time and declared nominations
for Mayor to be in order.
Councilman Gordon thereupon made a nominating speech
nominating Councilman Benfield as Mayor, which motion was seconded
by Councilman Meschuk and unanimously carried.
No further nominations being made, it was moved by Council-
man Baker, seconded by Councilman Frederick, that the City Clerk be
and she is hereby authorized to cast a unanimous ballot for Council-
man Benfield as Mayor of the City of El Segundo. Carried.

The City Clerk thereupon cast such ballot and Councilman
Benfield assumed the duties of the Mayor.
Mayor Benfield then stated he would receive nominations
for Mayor pro•tempore, whereupon it was moved by Councilman Baker,
seconded by Councilman Meschuk and unanimously carried that Councilman

Frederick be nominated as Mayor pro tempore. No further nominations being
made, it was moved by Councilman Baker, seconded by Councilman.Gordon, that
the City Clerk be authorized to cast a unanimous ballot for Councilman
Frederick as Mayor pro tempore of the City of E1 Segundo. Carried.
Mayor Denfield then called former Councilman Swanson to the podium
and read to him a resolution honoring his service as member of the City Coun-
cil for a period of the last eight years. It was thereupon moved by Council-
man Baker, seconded by Councilman Gordon and unanimously carried that said
resolution be adopted and spread upon the Minutes of the proceedings of this
meeting, which resolution is as follows:
WHEREAS, Walter W. Swanson has served the City of
E1 Segundo as a Councilman for a period of eight years
past; and
WHEREAS, during four years of his term of office as
Councilman he had under his immediate jurisdiction the
Public Safety Departments of the;City of El Segundo and
as a result of his counsel and guidance as a Commissioner r
said departments have been noted throughout this area for
their efficient execution of their duties; and
WHEREAS, his present term of office has expired; and
WHEREAS, during his term of office as said Councilman .
he has worked unselfishly and efficiently for the better-
ment and advancement of said City;

NOW, THEREFORE, BE IT RESOLVED, that it is with
deepest regret that his severance as a member of the City +�G,
Council is noted and the members of said Council and the
elected officials of �he City hereby express to him their
sincere wishes for a happy and prosperous future.
Adopted by order of the City Council, City of E1 Segundo, California, this

Mayor Benfield then read a resolutionn honoripS forter, Uyror• William'
R: Selby for U6 'many years of past services to the City. Moved by Council-
man Baker, seconded by Councilman Gordon and unanimously carried that said
resolution be adopted and spread upon the Minutes of the proceedings of this
meeting, which resolution is as follows:
WHEREAS, William R. Selby has served as a Councilman
in the City of El Segundo for twenty -eight years and for
eleven years of that period has occupied the office of
Mayor in said City; and
WHEREAS, under his wise guidance and leadership the City
of E1 Segundo has been an outstanding example to other commu-
nities in the State fdr.'its harmonious administration of
governmentz and
WHEREAS, he has unselfishly devoted his time and efforts
to.the furtherance of the welfare of the citizens of this
City; and
WHEREAS, he is retiring as an official of the City of
E1 Segundo on this date; and
WIRMOU, his advice and counsel will be sorely missed by
of the officials of the City;

NOW, THEREFORE, BE IT RESOLVED, that the members of
the City Council and the elected Officials of the City of
El Segundo commend Mayor William R. Selby for his long and
noteworthy service to the City of El Segundo and take this
opportunity to extend to him the assurance of our continued
friendship and best wishes for his future health and happi-
n es and present with this scroll our sentiments - "Well done,
glod and faithful servant."
Adopted by order of the City Council, City of El Segundo, California this
17th day of April, 1956.
The City Clerk then read to the Council a communication from
William R. Selby, dated April 16, 1956, tendering his resignation effective
as of this date, as a member of the Board of Trustees of the E1 Segundo
Public Library.
Moved by Councilman Baker, seconded by Councilman Gordon that said
resignation be accepted with regret., Carried.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Frederick, seconded by Councilman Baker, the meeting
adjourn, the hour of adjournment being 3:30 otclock P.M. Carried.
