1954 OCT 21 CC MIN1K 171 E1 Segundo, California October 21, 1954 An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber o f the City Hall of said City on the above date, having been called to order at 12:00 otclock noon by William R. Selby, Mayor. ROLL CALL Councilmen Present: Frederick, Swanson and Mayor Selby; Councilmen Absent: Baker and Gordon. READING OF MINUTES OF PREVIOUS MEETING The minutes of the regular meeting held on the 13th day of October, 1954, having been read, and no errors or omissions having been noted, it was moved by Councilman Frederick, seconded by Councilman Swanson, the minutes of said meeting be approved as recorded. Carried. Moved by Councilman Swanson, seconded by Councilman Frederick, the regular order of business be dispensed with. Carried. The City Clerk reported as follows: 1. Read a communication from Roger B. Everly, Superintendent, El Segundo Unified School District, dated October 13, 1954, which communication advised that,as per request heretofore made by the City Council, the Board of Trustees of said District had taken under advisement until November 16th, 1954, the matter of sale of certain property heretofore advertised for sale by said School District, and requesting that it be notified before said date respect- ing any further disposition the City might desire of said property. The com- munication was thereupon ordered filed in the office of the City Clerk and the matter taken under advisement until the regular meeting of the City Council to be held November 3rd, 19540 2. The Chief of Police announced the cancellation of the appointment of Hugh A. OtBrien as a Regular Police Officer of the City of E1 Segundo, such cancellation being effective October 14th, 1954• 3. The Chief of Police announced his appointment of Roy Lee Crowe as a Special Police Officer of the City of El Segundo, and requested approval thereof. Moved by Councilman Frederick, seconded by Councilman Swanson, that the appointment by the Chief of Police of the City of El Segundo of Roy Lee Crowe as a Special Police Officer of said City, be and the same is hereby ratified, approved and confirmed. Carried. 4. The City Clerk advised that she had received notification from Security -First National'Bank of Los Angeles, E1 Segundo Branch, that escrow covering the purchase by the City of E1 Segundo of the Southerly 152.5 feet of the Westerly 77.23 ,feet of,Lot 11, Block "111, except the Southerly 50 feet of the Westerly 30 feet, had been completed. 5. That she had been advised by the City's liability insurance carrier that it had made a settlement in the case of Maude Simpson vs. City of El Segundo for $350.00• 6. That on October 14, 1954, application had been made at her office by Consolidated House Movers for permit to move a one -story dwelling house -1- yil 172 through the City of E1 Segundo; that said Company desired to move the building on the night of October 19th, 1954, and had made all requisite deposits and paid all fees and the application had been approved by the Street Superintendent and the Chief of Police; that since the building was not to be placed in the City and there would be no meeting of the City Council in the interim, she had granted the permit and requested ratification and approval of her action. It was thereupon moved by Councilman Frederick, seconded by Council- man Swanson, that the action of the City Clerk in granting a house moving permit to Consolidated House Movers to move a one -story dwelling house through the City of E1 Segundo on October 19, 1954, is hereby ratified, approved and confirmed. Carried. At this time Mayor Selby appointed Councilman Swanson as Finance Commissioner pro tem due to the absence.of Finance Commissioner Gordon. PAYING BILLS The following demands, having had the approval of the Committee on Finance and Records, were read: State Emp. Rettpiree System . Moved by Coounci man Swanton, seco ad by Councilman Frederick, the demands be allowed and warrants ordered drawn on and paid out of the respective funds covering the same. Carried by the following vote: Ayes: Councilmen Frederick, Swanson and Mayor Selby; Noes: Councilmen None; Absent: Councilmen Baker and Gordon. NEW BUSINESS. Councilman Swanson introduced Ordinance No. 447, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO.. CALIFORNIA, AMENDING ORDINANCE NO. 429 (THE TRAFFIC ORDINANCE) OF SAID CITY BY AMENDING SUBDIVISION "32" OMECTION 1" OF "ARTICLE %IV PARKING LIMITS" OF SAID ORDINANCE NO. 429, AS AMENDED., which was read. No further business appearing to be transacted at this meeting, it was moved by Councilman Swanson, seconded by Councilman Frederick, the meeting adjourn. Carried.
