April 20, 1954• An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date, having been called to order at 4:00 o'clock P. M. by William R. Selby, Mayor. 063M3OU" Councilmen Present: Baker, Gordon, Peterson, Swanson and Mayor Selby; Councilmen Absent: ' None. READING OF MINUTES OF PREVIOUS MEETING The minutes of the regular meeting held on the 14th day of April, 1954, having been read, and no errors or omissions having been noted, it was moved by Councilman Peterson, seconded by Councilman Baker, the minutes of said meeting be approved as recorded. Carried. The City Clerk reported that the returns of the regular General Municipal Election and the Special Bond Election consolidated therewith held on Tuesday, the 13th day of April, 1954, in the City of El Segundo, California, were then, and had been, in her possession in the envelopes containing them, in the same condition as when received, and that she had also received and had ready to present to the Council thirty (30) absent voters' ballots. Said Clerk then presented said returns and said absent voters' ballots to the City Council at this time at this meeting. It was thereupon moved by Councilman Peterson and seconded by Council- man Baker, that the City Council proceed forthwith to canvass said returns and said absent voters' ballots. The said motion was carried and adopted by the following vote: Ayes: Councilmen Baker, Mayor Selby; Noes: Councilmen None; Absent: Councilmen None. Gordon, Peterson, Swanson and Said motion having carried, the City Council then proceeded forthwith to publicly examine and canvass the said returns and said absent voters' ballots, all as provided by law. Upon completion of said canvass by said Council, it was moved by Councilman Peterson and seconded by Councilman Baker, that the following resolution be adopted: TTWHEREAS, there was held and conducted in the City of El Segundo, County of Los Angeles, State of California, on Tuesday, the 13th day of April, 1954, a regular general municipal election of the qualified voters of said City, under, pursuant to, and as required by the provisions of the laws of the State of California, relating to cities of the sixth class, for the purpose of electing the following officers of said city, to wit: Two members of the City Council of said City for the full term of four years; and WHEREAS, there was also submitted to the qualified electors of said City at said election and appeared upon the ballots at said election above referred to, pursuant to the law in such case made and provided, the following questions or propositions, to wit: -1- 7, V 885 BOND PROPOSITION NO. 1: Shall the City of E1 Segundo incur a bonded indebtedness in the principal amount :YES: of 4270,000 for the purpose of the ; acquisition and construction by said : city of a certain municipal improve- : ment, to wit: a city hall, including ; : the improvement of the city hall : grounds with landscaping and vehicle parking facilities, and including the ; NO: acquisition of all furniture, furnish -: ings, equipment and other property ; necessary for any of the foregoing? ; : BOND PROPOSITION NO. 2: Sha 1 the ; : City of E1 Segundo incur a bonded in- : debtedness in the principal amount of : $1200000 for the purpose of the ac- ; : quisition and construction by said :YES: ; : city of a certain municipal improve - : went, to wit: a building-to provide : quarters for the police department ; : and city jail, including an indoor ; • : pistol range and quarters for civil : defense, and including all furniture, : NO: : furnishings, equipment and other prop- ; : erty necessary for any of the foregoing? ; and; WHEREAS, it appears that notice of said election was duly and legally given, that there were sixteen (16) vot- ing precincts established within the said City for holding said election, consisting of the regular voting precincts established by the Board of Supervisors of Los Angeles County, California, for the holding of general State and County elections; that election officers were appointed and election supplies furnished; and that in all respects said election was held and conducted and the votes cast thereat received and canvassed and the returns made and declared in time, form and manner as required by the pro - visions of the laws of the State of California relating to cities of the sixth class and pursuant to all laws of said State and of said City in such case made and provided; and WHEREAS, the City Council of the said City of E1 Se- gundo met in the Council Chamber of the said Council in the City Hall of said City on Tuesday, the 20th day of April, 1954, as provided by law, beginning at the hour of 4 :00- o'clock P. M., of the said day, to canvass the returns of said election and all absent voters' ballots, and declare the results thereof, whereupon the said Coun- cil found that the number of votes cast; the propositions or questions..voted upon; the names of the persons voted- for; the office to fill which each person was voted for; the results of said election; and the other matters re- quired to be determined by law; to be as hereinafter stated; - NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, FIND AND DETERMINE AS FOLLOWS: - 2 - J., : V 886 That said regular general municipal election was held and conducted in said City of E1 Segundo, Cali- fornia, on Tuesday, the 13th day of April, 1954, in time, form and manner as required by law; That there were sixteen (16) voting precincts es- tablished within the said City for the purpose of hold- ing said election, consisting of the regular voting precincts established by the Board of Supervisors of Los Angeles County, California, for holding of general State and County elections, as follows: Voting Precinct No. 1 consisting of E1 Segundo City Precinct No. 1, the polling place of which was in the residence, 841 Loma Vista Street, in said City; Voting Precinct No. 2 consisting of E1 Segundo City Precinct No. 2, the polling place of which was in the residence, 203 West Walnut Avenue, in said City; Voting Precinct No. 3 consisting of El Segundo City Precinct No. 3, the polling place of which was in the Audio Visual Room, Center Street Elementary School, 700 Center Street, in said City; Voting Precinct No. 4 consisting of E1 Segundo City Precinct No. 4, the polling place of which was in the residence, 231 Penn Street, in said City; Voting Precinct No. 5 consisting of E1 Segundo City Precinct No. 5, the polling place of which was.in the residence, 408 Whiting Street, in said City; Voting Precinct No. 6 consisting of E1 Segundo City Precinct No. 6, the polling place of which was in the residence, 624 West Mariposa Avenue, in said City; Voting Precinct No. 7 consisting of E1 Segundo City Precinct No. 7, the polling place of which was in Room 132, E1 Segundo High School, 640 Main Street, in said City; Voting Precinct No. 8 consisting of El Segundo City Precinct No. 8, the polling place of which was in the residence, 523 Eucalyptus Drive, in said City; Voting Precinct No. 9 consisting of E1 Segundo City Precinct No. 9, the polling place of which was in the residence, 929 Sheldon Street, in said City; Voting Precinct No. 10 consisting of El Segundo City Precinct No. 10, the polling place of which was in the Council Chamber of City Hall, 203 Richmond Street, in said City; - 3 - V 887 Voting Precinct No. 11 consisting of El Segundo City Precinct No. 11, the polling place of which was in the residence, 1446 East Palm Avenue, in said City; Voting Precinct No. 12 consisting City Precinct No. 120 the polling was in the residence, 632 Whiting said City; Voting Precinct No. 13 consisting City Precinct No. 13, the polling was at the Palm Avenue Entrance ti Street Elementary School, in said of E1 Segundo place of which Street, in of E1 Segundo place of which Richmond City; Voting Precinct No. 14 consisting of E1 Segundo City Precinct No. 14, the polling place of which was in the residence,. 1406 East Walnut Avenue, in said City; Voting Precinct No. 15 consisting of E1 Segundo City Precinct No. 15, the polling place of which was at the Penn Street Entrance, First Baptist Church, Northwest corner of Penn Street and Palm Avenue, in said City; and Voting Precinct No. 16 consisting of E1 Segundo City Precinct No. 16, the polling place of which was in the Office Building, 502 Main Street, in said City. That the whole number of votes (ballots) cast in said City of El Segundo and at said election was one thousand, eight hundred ninety -seven (1,897) votes (bal- lots); and the whole number of absentee votes (ballots) cast was thirty (30) votes (ballots), making a total of one thousand, nine hundred twenty -seven (1,927) votes (ballots) in all cast at said election. That the propositions or questions voted upon; the names of the persons voted for; the office to fill which each person was voted for; the number of votes given at each precinct to each of such persons; and for and against such ,propositions or questions; the number of votes given in the City to each of such persons; and for and against such'propositions or questions; the number of absentee votes given to each of such persons, and for and against such propositions or questions; and the total number of votes given both in said City and in said absentee ballots to each of such persons, and for and against such propo- sitionsor questions; are as follows: (1) That the first proposition or question voted upon was the - following proposition or question, to wit: BOND PROPOSITION NO. 1: Shall the . That the total number of votes cast on said proposi- tion or question, including all votes cast in said City and in said absent voters' ballots, were one thousand, eight hundred twenty -five (1,$25) votes. That the total num- ber of such votes for ( "Yes "), or in favor of said propo- sition or question, was one thousand, three hundred forty - eight (1,348) votes, and that the total number of such votes against ( "No "), or not in favor of said proposition or question, was four hundred seventy -seven (4 "l7) votes.
