1953 DEC 12 CC MINV 696 El Segundo, California December 12, 1953 An adjourned regular meeting of the City Council of the City oft Segundo, California, was held in the Council Cha-iber of the City Hall of said City on the above date, having been called to order at 9 :00 o'clock A. M. by Dave W. Peterson, Mayor pro tem. ROLL CALL Councilmen Present: Baker, Gordon, and Mayor pro ter Peterson; Councilmen. Absent: Swanson and Mayor Selby. ''loved by Councilman Gordon, seconded by Councilman Baker, that the regular order of business be suspended. Carried. The Mayor pro tem announced that this was the time and place hereto- fore fixed for a continued hearing on the vacation of a. portion of Coast Boulevard, in the City of El Segundo, under Resolution of Intention No. 1353, and inquired of the"City Clerk if any written protests had been received by her in said matter. The City Clerk said no such protests had been received at her office. The Council then proceeded to take testimony in the matter, as follows: Mr. C. L. Watson, Street Department Inspector for the City of El Segundo, then testified that thirty feet of the new roadway had been completed from Station. 27 to Station 4; that the shoulders have not been completed on either side nor the terminations of the road completed; that twenty -eight feet have been completed at the narrowest point which meet State requirements. The City Attorney questioned Mr. Watson as to the condition of the road. with respect to the safety of vehicular traffic, and Mr. Watson. stated that with the exception of one portion at the northerly end, which is in a cor- rugated condition, he believes the balance of the roadway to be in a safe condition. Mr. James Reimers, representing Bechtel Corporation, the contractors constructing said roadway, then testified stating that said Company will maintain both ends of the highway in a safe condition and will immediately cause the corrugated portion to be leveled and kept, in a safe traveling con- dition; that said Company will get the bridge completed just as soon as pos- sible but this will take approximately four weeks; that it will endeavor to get the south end of the roadway completed this week and will take all p re- cautions possible to enable the flow of traffic to safely use said roadway. Mayor pro tern Peterson inquired of Mr. Reimers if the Company will maintain adequate safety barriers, and Mr. Reimers answered in the affirma- tive and Liso stated permanent guard rails will be erected by Monday, with flashers. Mayor pro tem Peterson stated he felt 01 X 6 +t posts, painted white, should be maintained on the west shoulder in order to prevent traffic from getting off the roadway onto the soft shoulders, and Mr. Reimers stated it was his irtertion to place such posts. Mr. iro'atso:: then stated he understood steel guard rails would be erected but discussion developed that this improvement was not contemplated under the contractor's contract, and this i-,:atter was left for future consideration by the Council. City Attorney Woodworth then stated that on the subject of slope rights, it is h -s understa_nding the Edison Company will use all due diligence to ob- ,ain same and improve such slopes at the earliest possible date. -1- V 69'7 Hr. Robert J. Cahall, representing Southern California Edison Company, stated that this was true and that said Company would continue to cooperate with all requirements that the City Engineer might desire in the construction of the new highway. The Council being of the opinion that it has sufficient evidence at this time, it was moved by Councilman Gordon, seconded by Councilman Baker, that the hearing in the matter of the vacation of a portion of Coast Boule- vard, _r the City of El Segundo, under Resolution. of Intention No. 1353, be cicsed. Carried. Moved by Councilman Baker, seconded by Councilman Gordon, that Resolution No. 1365, entitled: A RE SOLUTIOP OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE VACATION OF A CERTAIN PORTION OF COAST BOULE- VARD, WITHIN SAID CITY, AS CONTEMPLATED BY RESOLUTION OF INTENTION NO. 1353 OF SAID CITY COUNCIL ADOPTED ON THE 23RD DAY OF SEPTE1Bi ER, 1953•, ich was read, be adopted. On roll call, said motion carried and said resolution was adopted by the P ollowing vote: Ayes: Councilmen Baker, Gordon and Mayor pro tern Peterson; Noes: Councilmen None; Absent: Councilman_ Swanson and Mayor Selby. . No further business appearing to be transacted at this meeting, it was moved by Councilman Gordon, seconded by Councilman Baker, the meeting adjourn. Carried.
