WRITTEN CONIMURTICATIO dS `rlritten cormunicatiors. received from the persons, firms or corporations hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each hereinafter: LEAGUE OF CALIFORNIA CITIES, dated 7 March, 1952, being its bulletin °e pending federal legislation and with especial reference to the follow- ing: .(1) Legislation to permit integration of OAS! and existing public retirement systems; (2) To provide for in -lieu payments on federally owned property; and (3) Legislation to exempt from price controls various rates, fees and charges for materials or services supplied directly by states and municipalities and any of their agencies. The Council expressed itself as being favorable to all three pending bills and the City Clerk reported that she had already Forwarded letters in support of the bill providing for the in -lieu taxes. Thereafter, it was moved by Councilman Peterson., seconded by Council- man Gordon, the following resolution be adopted: RESOLVED, that the communication from the League of California Cities, da.ted.7 March, 1952, under the subject "Pending Federal Legislation ", be received and ordered placed on file in the of- fice of the City Clerk; that this Council does hereby approve and support all the items therein mentioned and does also ap- prove and ratify the action of the City Clerk in forwarding a communication to the proper person with respect to item 2 set forth in said bulletin; and BE IT FURTHER RESOLVED, that the City Clerk be and she is hereby authorized.to write appropriate members of the United States' Legislature expressing the.approval of this Council with respect to the items mentioned in said bulletin, and to urze consideration thereof. Said preliminary plans and specifications to include the follo; ring items: 1. A general description of the work to be done and the improvements to be constructed. 2. General plans, profiles, cross - sections and gen- eral specifications of the work to be done and the improve- ments to be constructed. 3. A general description of the lands, rights -of -way, easements, and property proposed to be taken, acquired or injured in carrying out said work. L. A map which shall show the location of the pro- posed work and improvements and lands, rights -of -ways, easements, and property to be taken, acquired or injured in carrying out said work, and any other information in regard to same that may be deemed necessary or useful. 5. An estimate of the cost of such work, including the estimate of the cost of lands, rights -of -ways, ease- ments and property proposed to be taken, acquired or in- jured in carrying out said work, and also of all incidental expenses likely to be incurred in connection therewith in- cludinIg legal, clerical, engineering, superintendence, in- spection, printing and advertising and stating, 'lie total ar_:ou t of :bonds necessary to be issued to pay for same. R. Lester Boyle to proceed with said work and ser- vices accordingly; and BE IT FURTHER RESOLVED, that the said signed offer of said J. R. Lester Boyle, which is now on file in the office of the City Clerk, and hereby referred to and by this refer- ence expressly incorporated herein and made a part hereof, and this resolution of acceptance of said offer or proposal, shall be and constitute the contract or arrangement by the said City for the rendering of the services, all as contem- plated in said offer to said City; and BE IT FURTHER RESOLVED, for the purpose of clarification, that in accepting said proposal the City Council is assuming that the compensation paid to said J. R. Lester Boyle for said services will be so payable and will be paid by the City upon: completion of the services therein contemplated and the furnishing of the final report thereunder; and BE IT FURTHER RESOLVED, that the City Clerk is author- ized and instructed to forward a certified copy of this reso- lution to said J. FRE.EDMAI," Chief, El Segundo Fire Department, dated March 7, 1952, recommending that 12.00 feet of 2211 fire hose be purchased immediately for use in the Fire Department, and advising that when such purchase is made the Fire Department will turn over to the Street Denartment for its use 1200 feet of hose i -.hich said Fire Chief feels is not satisfactory for use in his department. After discussion, the communication was ordered filed for future reference. Blanchard, District Manager, Southern California Edison Compar_y, had delivered a check to her in the sum of $14,057.39, represent- ing franchise payment of 1,% of said Company's gross receipts for the Tear ended December 31, 1951. Blanchard, District. Carried. Director of Public Works Short made reports as follows: 1. That he and Public Works Commissioner Peterson had investi- gated the types of signs proposed to be furnished by various bidders who had filed bids on same, and such investigation disclosed the following: (1) That the bid of California Metal Enameling Co. was the highest bid received and had been rejected by them. (2) That the bid of Hundley Company was for the furnish - ing'of signs which would not meet specifications and especially with respect to the type of construction thereof, and that they, therefore, recommended said bid be rejected. (3) That the bid of U. S. Porcelain Enamel Co. was for a type of sign which meets specifications and which is the lowest bid received on signs which do meet specifications and,therefore, they recommended the award of contract be made to said Company. Thereupon it was moved by Councilman Swanson, seconded by Council - man Gordon, that Resolution No. 1215, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING TO U. BUSIIE33 Councilman Swanson called the Council's attention to the fact that during the recent winds large amounts of sand have been blown into yards and alon, the streets in the City of E1 Segundo just easterly of the sand dunes, also that, blowing sand has damaged a. number of automobile- windshields., and he felt that perhaps the City of Los Angeles and the Cit77' of El Segundo might coordinate in the planting of some type of vine or. the sand dunes, which planting might alleviate any such con - dition in the future. Thereafter, by general consent, the Director of Public Works was. requested to contact the proper authorities of the City of Los Angeles with respect to the matter, and to report thereon at a. later date to this Council. Ma-70- 3eiby announced the appointment of Mr. Ronald Hartman as a member of the Veterans' Housing Committee of the City of El Segundo.
