M. by William R. Selby, Mayor. ROLL CALL Councilmen Present: Baker, Gordon, Swanson and Mayor Selby; Councilmen Absent: Peterson. READING OF MINUTES OF PREVIOUS MEETING The minutes of the regular meeting held on the 18th day of June, 1952, having been read, and no errors or omissions having been noted, it was moved by Councilman Gordon, seconded by Councilman Baker, the minutes of said meeting be approved as recorded. Carried. SPECIAL ORDERS OF BUSINESS The Mayor declared that this was the time and place fixed for con- tinued hearing on the work described in Resolution of Intention No. 1228, in the matter of the improvement of Bungalow Street and other streets. The Mayor inquired of the City Clerk if any written protests or objections had been filed with her and the Clerk reported in the negative. It appearing that no persons present in the Council Chamber desired to address the Council in connection with said matter, it was moved by Councilman Baker, seconded by Councilman Gordon, that the hearing in said matter be closed. Carried by the following vote: Ayes: Councilmen Baker, Gordon, Swanson and Mayor Selby; Noes: Councilmen None; Absent: Councilman Peterson. Moved by Councilman Baker, seconded by Councilman Swanson, that Resolution No. 1239, entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING ITS INTENTION TO ORDER CERTAIN CHANGES IN THE WORK TO BE DONE AS PARTICULARLY DESCRIBED IN RESOLUTION OF INTENTION NO. 1228., which was read, be adopted. On roll call, said motion carried and said resolution was adopted by the following vote: Ayes: Councilmen Baker, Gordon, Swanson and Mayor Selby; Noes: Councilmen None; Absent: Councilman Peterson. The hour of 7:00 o'clock having arrived, the Mayor announced that this was the time and place heretofore set for holding a hearing in the matter of a proposed amendment to Ordinance No. 306 (The Land Use Plan - Zoning Ordinance) of the City of E1 Segundo, to provide a change of zone from Zone R -2 Two- Family use to Zone R -3 Multiple - Family use, of the following described real property, to wit: -1- U 955 Lots 28 through 34, inclusive, of Block 41 of Tract 1826, and Lots 16 through 24, inclusive, of Block 41 of El Segundo Tract, located on the westerly side of Eucalyptus Drive between Holly Avenue and Grand Avenue, as set forth in Planning Commission Resolution No. 125. The City Clerk advised that due and regular notice of the hearing had been given and published and that the Affidavit of Publication show- ing that fact was on file. The Mayor then inquired whether or not any written communications or protests had been received with reference to the proposed amendment. He was advised none had been received. The City Clerk announced that the complete files of the Planning Commission relating to the proposed amendment and also the complete files of the City Council up to this time, relating to said proposed amendment, were in possession of the City Clerk and available for use. The Mayor then ordered that the said files of the City Council and the said files of the Planning Commission up to this time with reference to the pro- posed amendment be received as evidence in the matter now pending before the Council. The Mayor then invited anyone present who desired to address the Council in favor of the proposed amendment to do so. No one responded. He then asked if anyone wished to speak in opposition to the adoption of the proposed amendment. No one responded. No written or oral protests having been received with reference to said matter, the Mayor declared the hearing closed. Discussion was had by the Council and the Council concurring in the recommendations of the Planning Commission, as set forth in its Resolu- tion No. 125, Councilman Gordon introduced Ordinance No. 408, entitled: which was read. AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 306 (THE LAND USE PLAN - ZONING ORDINANCE) OF SAID 'CITY BY ADDING A NEW SECTION TO BE KNOWN AS "SECTION 17.711 TO SAID OR- DINANCE NO. 306, AS AMENDED; AND BY AMEND- ING THE ZONING MAP LAND USE PLAN THEREIN REFERRED TO, PURSUANT TO PROCEEDINGS HAD ON THE APPLICATION OF JEAN M. BEALL., WRITTEN COMMUNICATIONS Written communications, received from the persons, firms or corpor- ations hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each hereinafter: DONNA JEAN HODGE, dated June 24, 1952; BOB ROLAND ZILK, dated June 24, 1952; and EUGENE JOSEPH WRAY, unda�ed,.each being an application for employment by the City of El Segundo. Mote to occupy, use and maintain a house trailer at Lot 12, Block 112, E1 Segundo, said trailer to be used for sleep- _ ing purposes only, said permit to expire'by limitation September 25, 1952• On roll call, the foregoing resolution was adopted by the following vote: Ayes: Councilmen Baker, Gordon, Swanson and Mayor Selby; Noes: Councilmen None; Absent: Councilman Peterson. EL SEGUNDO CHAMBER OF COMMERCE, by Robert J. McCarthy, Secretary, dated June 25, 1952, requesting permission to erect a welcoming sign on the southwest corner of Loma Vista Street and West Grand Avenue, in the City of E1 Segundo. Director of Public Works Short stated he had no objection from an engineering standpoint to the erection of said sign, and Chief of Police DeBerry reported, upon inquiry from the Mayor, that there was no objection on his part from a traffic safety standpoint. Thereafter, it was moved by Councilman Baker, seconded by Council- man Swanson, the following resolution be adopted: RESOLVED, that the communication from E1 Segundo Chamber of Commerce, dated June 25, 1952, requesting permission to erect a welcoming sign at the southwest corner of Loma Vista. Street and West Grand Avenue, in the City of El Segundo, be received and placed on file in the office of the City Clerk; and BE IT FURTHER RESOLVED, that said Chamber of Commerce be and it is hereby granted permission to erect said sign in accordance with its request, the placement and construction of such sign to be under the jurisdiction and to the satis- faction of the Director of Public Works and the Chief of Police of the City of El Segundo. DE BERRY, Chief of Police, dated June 24, 1952, requesting that Police Officer Jack Partlow be granted pay in lieu of six days of his earned 1951 vacation. Moved by Councilman Swanson, seconded by Councilman Gordon, that pay in lieu of'6 days earned 1951 vacation be and the same is hereby authorized paid to Jack Partlow, Police Office in the El Segundo Police . Department. Carried by the following vote: Ayes: Councilmen Baker, Gordon, Swanson and Maya Selby; Noes: Councilmen None; Absent: Councilman Peterson. ORAL COMMUNICATIONS Mr. Carl W. Eaton, owner of premises located 740 -750 Main Street, E1 Segundo, upon which premises an apartment house building has been -3- erected, requested permission to extend the sidewalk in front of said premises to the curb line and eliminate the parkway. He stated the request was being made because numerous cars would be parked in front of said premises and women especially objected to walking through wet grass to get from their cars to said apartment building. Mr. Eaton further stated that if such permission is granted, a circle would be left around the tree presently in said parkway area; that he had discussed the matter with Mr. Short, the City Engineer, who stated he was not in favor of the construction of such cement parkway and had suggested Mr. Eaton present his problem to the City Council. Discussion was had by the Council and by general consent the matter was taken under consideration until the next regular meeting of the City Council to be held July 2nd, 1952, and in the meantime members of the Council stated they would inspect the site. None. REPORTS OF STANDING COMMITTEES REPORTS OF OFFICERS AND SPECIAL COMMITTEES The City Clerk made reports as follows: 1. That there had been received from the Controller of the State of California a warrant in the sum of $29,615.99, being balance due said City as its share of the June, 1952 apportionment of Motor Vehicle License fees, said apportionment covering the period December 1, 1951 through May 31, 1952• 2. That she had received from Security First National Bank of Los Angeles, E1 Segundo Branch, policy of title insurance covering Lot 214, Block 123, which property had recently been acquired by the City of El Segundo for public purposes. The City Attorney stated he would approve such policy as to form, and the Ci_t_y_Clerk read to the Council the conditions set forth in said policy. Thereafter, it was moved by Councilman Gordon, seconded by Council- man Baker, the following resolution be adopted: RESOLVED, that Title Insurance and Trust Company Title Policy No. 3655972, dated June 20, 1952, in amount of $2,500.00, covering Lot 214, Block 123, in the City of E1 Segundo, be and the same is hereby :approved; •and said -policy drdered 151aced -6n file in the office of-the City Clerk. Carried by the following vote: Ayes: Councilmen Baker, Gordon, Swanson and Mayor Selby; Noes: Councilmen None; Absent: Councilman Peterson. 3. Reported for the Chief of Police the appointments of Lowell Haley, Henry R. Hanna, Charles.W. Easley, Robert E. Hubbard, LaMonde L. Johnson, Emmer E. Kellogg, Herman M. Burrows and William S. Howard as Special Police Officers of said City, and requested the Council's ap- proval thereof. Moved by Councilman Swanson, seconded by Councilman Baker, that the appointments by the Chief of Police of the City of E1 Segundo of Lowell Haley, Henry R. Hanna, Charles W. Easley, Robert E. Hubbard, LaMonde L. Johnson, Emmer E. Kellogg, Herman M. Burrows and William S. Howard as Special Police Officers of said City, be and the same are hereby ratified, approved and confirmed. City Attorney Woodworth reported as follows: 1. That pursuant to the Council's previous instruction, he had pre- pared a form of ordinance to provide for the charging of a fee by the City for excavation permits, which form he delivered to the City Clerk for pre- sentation at the proper time. 2. That he had prepared a form of resolution of intention to grant a certain franchise to Southern California Gas Company, which resolution he delivered to the City Clerk for reading at the proper time. 3. In connection with the matter of removal of certain advertising billboards from the westerly side of Sepulveda Boulevard between El Segundo Boulevard and Imperial Highway, his office and the office of the City Clerk ` had prepared certain data with reference to said matter; that he had con- tacted representatives of two of said advertising agencies respecting the removal of said signs, and would contact other companies involved with the view of securing the cooperation of such companies in the removal of said signs without further action on the part of the City, and that he would make an additional report at the next regular meeting of the City _ Council. -11- UNFINISHED BUSINESS The matter of proposed condemnation suit for the acquisition of a portion of Pacific Electric Railway Company's right-of-way in the City of E1 Segundo was discussed and, by general consent, was taken under further consideration until a future date. Baker, be and he is hereby granted permission to absent himself from meetings of the City Council and to leave the State of California and the United States of America between the dates June 30th to July 26th, 1952, both dates inclusive; and BE IT FURTHER RESOLVED, that said Councilman be requested to sign and file with the City Clerk a waiver of any notice of any kind whatsoever of any special meetings of the City Council, which may be called by the Mayor or any three members of said Council, during the period of said leave hereinbefore granted.
