1952 APR 10 CC MINU 845 E1 Segundo, California April 10, 1952 An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber in the City Hall of said City on the above date, having been called to order at 2:00 o'clock P. M. by William R. Selby, Mayor. ROLL CALL Councilmen Present: Gordon, Peterson, Swanson, Thompson and Mayor Selby; Councilmen Absent: None. The Mayor announced that the Council would now proceed to canvass the ballots received by the City Clerk from absent voters. The City Attorney inquired of the City Clerk how many Absentee Ballots had been sent out by her. The City Clerk replied that she had furnished to absent voters a total of 48 ballots. The City Attorney then inquired of the Clerk if all of said ballots so furnished by her had been returned and accounted for. The City Clerk replied that all of said ballots have been returned and accounted for. The City Attorney thereupon inquired of the Clerk if she had all of the Absentee Ballots before her and if they were in the same condition as when received by her. The City Clerk replied that all of said ballots were.before her and were in the same condition as when received by her, but that one of such Absentee Ballots had been returned unmarked and not placed in any identification envelope. The City Attorney thereupon asked the Clerk if she had carefully examined the Register of Voters and had checked as to whether all of the absent voters from whom she had received absent voters' ballots were qualified electors of the City. The Clerk replied that she had made such check and examination and that all of said absent voters were qualified electors. The City Attorney thereupon instructed the Council as to the pro- cedure to be followed in canvassing said absent voters' ballots. Moved by Councilman Gordon, seconded by Councilman Peterson, that the Council now proceed to canvass said absent voters' ballots. Carried by the following vote: Ayes: Councilmen Gordon, Peterson, Swanson, Thompson and Mayor Selby; Noes: Councilmen None; Absent: Councilmen None. ,The Mayor thereupon appointed Councilmen Thompson and Peterson as tally clerks for such canvass. After the completion of the canvass of the absent voters' ballots, it was moved by Councilman Gordon, seconded by Councilman Peterson, the following resolution be adopted: WHEREAS, there was held in the City of E1 Segundo, County of Los Angeles, State of California, on Tuesday the 8th day of -1- U 846 April, 1952, a regular general municipal election for the purpose of electing the following officers of said City, to wit: Three members of the City Council of said City for the full term of four years; A City Clerk of said City for the full term of four years; and A City Treasurer of said City for the full term of four years; and WHEREAS, in connection with said election and in accord- ance with the law in such cases made and provided, the City Clerk of said City did furnish to absent voters 48 absent voters ballots; and WHEREAS, all such absent voters ballots, so issued, have been received or returned and accounted for; and WHEREAS, pursuant to the requirements of Section 7801 of the Elections Code of the State of California, the City Council of the City of E1 Segundo has on this date, the 10th day of April, 1952, duly and regularly counted and canvassed all of. such absent voters ballots, all in the manner as provided by law and finds that the results thereof are as hereinafter set forth; NOW, THEREFORE, THE "CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, DOES HEREBY RESOLVE, FIND, DECLARE AND DETERMINE AS FOLLOWS: First: That the facts recited in the preamble to this resolution are true. Second: That as a result of the counting and canvassing of the-said absent voters ballots so cast in connection with and relating to said regular general municipal election, said City Council does hereby find, determine and declare that the following persons received for the respective offices, herein- after set forth, the respective number of absentee votes set opposite their respective names, to wit: For member of the City Council of the City of E1 Segundo, California, for the full term of four years: William R. Selby received 31 absentee votes; , Walter W. Swanson received 18 absentee votes; Wilburn E. Baker received 25 absentee votes; D. T. Crooks received 5 absentee votes; Robert H. Dietrich received 17 absentee votes; William F. Goodman received 6 absentee votes; Glenn A. Lanphear received 7 absentee votes; and Arthur S. Thomas received 14 absentee votes. That for City Clerk of said City for the full term of four ` years: Neva M. Elsey received 39 absentee votes. That for City Treasurer of said City for the full term of four years: Ruth Hopp received 39 absentee votes. -2- Third: That the City Clerk is hereby authorized and instructed to enter this resolution in full in the records of the proceedings of the City Council of said City in the minutes of the meeting at which the same is passed and adopted under the heading, "Absentee Votes - -- Election, April 8, 195211, and shall further direct the attention of this Council to the absentee votes hereinabove determined at the official canvassing of the precinct returns of said election to be conducted and had by this Council on Tuesday, the 15th day of April, 1952. On roll call, the foregoing resolution was adopted by the following vote: Ayes: Councilmen Gordon, Peterson, Swanson, Thompson and Mayor Selby; Noes: Councilmen None; Absent: Councilmen None. No further business appearing to be transacted at this session, it was moved by Councilman Thompson, seconded by Councilman Gordon, that the meeting adjourn until Tuesday, the 15th day of April, 1952, at the hour of 2:00 o'clock P.
