day of July, 1G51, having been read, and no errors or
omissions having been noted, it was moved by Councilman
Peterson, seconded by Courcilman Gordon, the minutes of
said meeting be approved as recorded. Carried.

time and place fixed for the opening of bids, pursuant to
Notice Inviting Bids for the construction of certain street
improvements in portions of Holly avenue and other streets,
as contemplated by Resolution of Intention 1o. 1147, and also -
reported that she had received three (3) bids.

tion to the matter of establishing a new zone as an amend-
ment to the Zoning Ordinance of the City of El Segundo, to
be known as TIC -:.ill Zone; also the reclassification of cer-
tain properties in the City of Z1 Segundo to said "C -I'll
Zone, hearing upon which was held by the City Council July
11, 1951, and at said meeting taken under consideration
until this date.
Following such consideration it was moved by Council-
man Thompson, seconded by Councilman, Peterson, that said
matters be taken under further advisement by this Council
until the hour of 7:00 otclock P. M. at its regular meeting
to be held August 1, 1='51. Carried by the following vote:

transmitting therewith three /I9RIS%Sa�Peement between said
Company and the City of 71 Segundo, covering the lease of
radio transmitting and receiving apparatus and requesting
that two copies be returned to said Company following execu-
tion thereof by officials of the City.

Said communication also requested certain informa-
tion as to the advisability of deputizing the employees
of Standard Gil Company of California who may operate
such radio equipment, also as to whether or not such oper-
ators will be required to obtain radio operators' licenses
from the Federal Communications Commission.
The City Clerk thereupon: read to the ,ounci 1 ,copy cf
letter she had forwarded to Standard Oil Company of Cali-
fornia in which she had advised that the City Attorney had
rendered his opinion to the effect that in the matter of
deputizing the operators of such radio equipment, this
should be loft entirely to the discretion of the Chief of
Police; that said Chief of Police, upon inquiry, had
stated that in his opinion he did not feel such deputiza-
tion necessary, but that it would be necessary for such
operators to obtain licenses from the Federal Communica-
tions Commission.
Following the reading of the foregoing CD
communications,
it was moved by Councilman Peterson, seconded by Councilman
Gordon, that the following resolution be adopted:
RESOLVED, that a copy of that certain Lease
Agreement between Standard Oil Company of Cali -
fornia, as Lessor, and the City of El Segundo,
as Lessee, for the leasing to said City of three
certain RCA mobile radio telephone transmitter -
receiver units, presented to this Council at this
meeting, be placed on file in the office of the
City Clerk and as so on file be, and the same is
hereby referred to and made a part hereof; and
EE IT FURTHER RESCLVED, that the City Council
of the City of E1 Segundo, California, does hereby
approve said Lease Agreement and each and all of
the terms and conditions thereof, and does hereby
authorize and instruct the 'layor of said City to
execute the same in the name of said City and on
its behalf, and the City Clerk to attest the same
and make delivery thereof in due course.

The City Clerk'made reports as follow:
1.. That the present adding machine in use in her
office is an old machine and not giving satisfactory ser-
vice and in view of the increased work in her office, she
felt the purchase of a new adding machine desirable; that
3emington -Nand, Inc., had left with her on approval a
certain electric adding machine which has proven to be
entirely satisfactory, and she requested authorization_ to
purchase said machine, the total price thereof, including
California State Sales Tax, being "346.44,
Finance Commissioner Gordon stated that he had in-
spected said machine and that he would recommend its pur-
chase.
It was thereupon moved by Councilman Gordon, seconded
by Councilman Thompson, that the purchase of a 'iemington-
^ard Electric Adding "achine for use in the City Clerk's
office at the total cost of not to exceed X346.44 includ-
ing California State Sales Tax, be and the same is hereby
authorized. Carried by the following vote:

Director of Public "forks Short reported as follows:
1. That I-Lr. Jack Lipman had submitted to him this
date, plans and specifications for proposed alterations
to the City Hall building; that he together with Jayor
Selby and Councilman Peterson, had gore over said plans
and had recommended certain rr.inor changes be made therein;
that the corrected plans and specifications will be pre -
aented to the City Council at its next regular meeting for
its approval.
City Attorney 7,Ioodworth reported as follows:
1. That during the past week he together with
Director of Public 'forks Short had 'held a conference with
.essrs. Gordon, VanDeusen, and ,•filkinson, of the Pacific
Electric Railway Company, with reference to possible acquisi-
tion by the City of El Segundo of a portion. of said Company's
right -of -way along Grand Avenue bete'en 'Tain Street and
Eucalyptus Drive;
That discussion was had as to the status of the title
and the possible effect of the reversionary interest on
said title, that he had called the attention of said repre-
sentatives to the fact that on a prior occasion the City of
El Segundo had purchased certain rights -of -way directly from
said Company without the necessity of condemnation action as
presently proposed, and he was of the opinion that an investi-
gation would reveal that the agreement between the Pacific
Electric Railway Company and its trustees would disclose the
fact that some provision has been made in said agreement
whereby said Company could grant to public agencies rights -
of -way for public street purposes;
That said representatives had stated that they would
review the trust indenture, would review the old transaction
in which said Company had deeded certain rights -of -way to the
City, and would thereafter advise the City Attorney respect-
ing their findings, but that up to this time he has heard
nothing from them.
The City Attorney further stated that following the above
mentioned discussion the matter of a fair price for the property
was discussed and that he would at this time turn this oortion
of the report over to the Director of Public "forks. 1
Director of Public ��orks Short then_ reported that the
representatives of the City suggested that consideration be
given to a plan whereby the Railway Company would relinquish
its holdings westerly of the last line of Eucalyptus Drive to
the City complete in place. The price of such property would
be determined as the sum of the value of the real estate, plus
the market value as salvage of the existing improvements, plus
the cost of installation of a bumper on the East side of Euca-
lyptus Drive.
The fair value of real estate was given as approximately
X37 50. which figure was based upon the unit prices for which
property in the immediate vicinity has recently been sold.
The value of the existing improvements as salvage was esti-
mated to be approximately '750. This figure will depend to a
large extent upon the exact classification of the steel and may
vary upwards or downwards from the figure Just giver..
The cost of the bumper in place is estimated as
X375. making a probable total original cost to the City
of "4875.; however, the City should realize some return
from the salvable materials over and above the cost of
labor for removing such materials in an amount of apprcx-
imately 17.1 250., which then leaves a total net cost to the
City of approximately '"4625. The Director of Public :works
further reported that he had been informed by 1�ir. , ;,Tilkinson
that this procedure would be recommended to the Railway
Company and it seems to have a reasonable chance of meeting
with the approval of the officials of said Company.

Finance Commissioner Cordon reported that he had
gone over the proposed budget for the fiscal year lcrl-
iG52 with Mayor Celby and t.1e City Clerk; that said
budget has included therein only t, o items which are c,at
of the ordinary, one being the employment of a new fire-
man, the second being the possible employment of an
accountant at some future date. Commissioner GOrJon
stated that he was completely satisfied with the proposed
budget and would recommend its adoption:
It was thereupon moved by Councilman Gordon seconded
