December, 1950, in the Council Chamber of the City Hall,

desiring to attend the hearing on the Appeal from the
Decision of the City Planning Commission as set forth in
its Resolution No. 87, scheduled to be held in the City
Council Chamber in the City Hall at this meeting, will
greatly exceed the capacity of the Council Chamber;and
"Whereas, in the said City Hall Building an
auditorium room above the Council Chamber is available for
the purposes of such meeting, where all persons who desire
to attend may be seated and heard;
"NOW, THEREFORE, Be it Resolved, that this
Council does at this time and for the purposes of conduct-
ing said hearing adjourn this meeting to the auditorium on
the second floor in the City Hall Building of the City of
E1 Segundo and that upon conclusion of said hearing, said
Council shall return to this Council Chamber and resume
its deliberations on City matters."
MAYOR SELBY: What is your pleasure, gentlemen?
... Whereupon it was regularly moved, seconded
and passed that the hearing adjourn for several minutes in
order that it might reconvene in the auditorium upstairs ...
MAYOR SELBY: Ladies and gentlemen, we have
adjourned here and are going upstairs where there is much
more room and where everybody can be seated for the hearing.
There will be some person here to notify those
who may come to the hearing that the hearing has been
adjourned to the upstairs auditorium in the City Hall.

MAYOR SELBY: Ladies and gentlemen, as you know,
we overflowed the Council Chamber so it has been necessary
for us to move up here to continue this hearing, and we-will
proceed now with the hearing.

MAYOR SELBY: Ladies and gentlemen, this is a
public hearing duly and regularly called and ordered by the
City Council of the City of E1 Segundo to be held at this
time and place under the provisions of the zoning ordinance
of the City of El Segundo. This public hearing was so
called and ordered for the purpose of publicly hearing
the appeal of Edwin H. Gibbs and others from the decisions
of the Planning Commission of the City of E1 Segundo, as
made and set forth by said Commission in its Resolution No.
87, which was adopted on the 13th day of November, 1950.
Mr. City Clerk, has notice of the time,
place and purpose of this hearing been duly given and
published, and do you have on file in your office the
affidavits showing such notice?

3 The Council desires to have a full, fair
4 hearing in this matter and will afford everyone a full and
5 fair opportunity to address the Council and present any
6 testimony or evidence which he or she may wish to present,
7 both oral and documentary, with reference to the said
8 appeal, or the variance, referred to in the said Resolution
e No. 87 of the Planning Commission, or with reference to
10 any matter or subject related thereto.
11 The Council naturally desires the hearing
12 to be conducted in an orderly manner, the procedure for
is which I will outline to you in a moment, but first I shall
14 ask you, Mr. City Clerk, if you have in your possession
15 and before this Council at this time the complete files of
16 the City Planning Commission with reference to the variance
17 referred to in said Resolution No. 87.
18 CITY CLERK McCARTHY: Yes, Mr. Mayor, I have
is here in my possession the complete proceedings and the
20 files of the City Planning Commission relating to the
21 variance referred to in Resolution No. 87 of the Planning
22 Commission.
23 MAYOR SELBY: Unless there is objection, the
24 said complete proceedings and the files of the Planning
25 Commission will be received in evidence and made a part of

CITY CLERK McCARTHY: Yes, Mr. Mayor, I have
now before me and in my possession the complete files and
records of the.proceedings of the City Council with refer -
ence,to the said variance and the appeal of Edwin H. Gibbs
and others.
MAYOR SELBY: Unless there is objection, the
said complete files and records of the proceedings of the
City Council, and the appeal of Edwin H. Gibbs and others
will be received in evidence and made a part of the record

and read to the Council at this time all communications
addressed to the Council and which have not heretofore
been read to the City Council:

The undersigned, being a party ininterest
and owner of a respective parcel of real proper
hereinafter set forth opposite my signature,
do hereby most respectfully appeal to the City
Council from the decision of the City Planning
Commission of the City of E1 Segundo, as set
forth in Resolution No. 87 of said Commission,
passed and adopted on the 13th day of November,
1950, and request your Honorable Body to hold
a public hearing with reference to the subject
referred to in said Resolution No. 87 and on
this appeal from the decisions and determina-
tions made in said resolution, all as con-
templated under the provisions of Sections 13
and 15 and of the applicable provisions of

'to permit drilling of a well for recovery of
oil or other hydrocarbon substances' as outlined
in your recent post card which reads as follows:
'NOTICE TO PROPERTY OWNERS WITHIN A
300 -FOOT RADIUS'
Notice is hereby given of a public hearing
to consider a proposed variance for portions
of Lot 9, Block 12, Tract 1685 and land lying
westerly of westerly boundaries of Lot 9,
Block 12 Tract 1685; Lots 6 and 7, Block 11,
Tract 1665, along with land in and adjacent
westerly of Blocks 4 and 7 of said Tract, as
per map recorded in Book 21, Page 98 of Maps,
in the office of the County Recorder of Los
Angeles County, California, to permit the drill-
ing of a well for recovery of oil or other
hydrocarbon substances.
TIME: 7:00 o'clock P. M., Wednesday,
