An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in the Council Chamber in the City Hall
of said City on the above date, having been called to order at 1:00
o'clock P. M. by William R. Selby, Mayor.
ROLL CALL.
Councilmen Present: Baker, Peterson, Swanson, Thompson and
Mayor Selby.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 12th day of April,
1950, having been read, and no errors or omissions having been noted,
it was moved by Councilman Peterson, seconded by Councilman Swanson, the
minutes of said meeting be approved as recorded. Carried.
Moved by Councilman Peterson, seconded by Councilman Thompson, the
regular order of business be dispensed with. Carried.
The City Clerk reported that the returns of the General Municipal
Election held on Tuesday, the 11th day of April, 1950, in the City of E1
Segundo, California, were then, and had been, in his possession in the
envelopes containing them, in the same condition as when received. Said
Clerk then presented said returns to the City Council at this time at
this meeting.
It was thereupon moved by Councilman Baker, seconded by Councilman
Thompson, that the City Council proceed forthwith to canvass said returns
of the regular General Municipal Election held in the City of El Segundo,
California, on Tuesday, the 11th day of April, 1950. The said motion
was carried and adopted by the following vote:
Ayes: Councilmen Baker, Peterson, Swanson, Thompson and Mayor
Selby.
Noes: Councilmen None.
Absent: Councilmen None.
Said motion having carried, the City Council then proceeded forth-
with to publicly examine and canvass said returns, all as provided by law.
Upon the completion of said canvass by said Council, it was moved
by Councilman Baker, seconded by Councilman Thompson, that the following
resolution be adopted:
"WHEREAS, there was held and conducted in the City
of E1 Segundo, County of Los Angeles, State of California,
on Tuesday, the 11th day of April, 1950, a regular general
municipal election of the qualified voters of said city
under, pursuant to, and as required by the provisions of
the laws of the State of California relating to cities of
the sixth class, for the purpose of electing the following
officers of said city, to wit:
Two members of the City Council of said city for the full
term of four (4) years;

AND, WHEREAS, it-appears that notice of said election
was duly and legally given; that there were thirteen (13)
voting precincts established within the said city for
holding said election, consisting of the regular voting
precincts established by the Board of Supervisors of Los.
Angeles County, California, for the holding of general State
and County elections; that election officers were appointed
and election supplies furnished; and that in all respects
said election, was held and conducted and the votes cast
thereat received and canvassed and the returns made and de-
clared in time, form and manner as required by the provisions
of the laws of the State of California relating to cities of
the sixth class and pursuant to all laws of said State and
of said City in such case made and provided;
AND, WHEREAS, the City Council of the said City of El
Segundo met in the Council Chamber of said City Council in
the City Hall of said city in said city on Tuesday, the 16th
day of April, 1950, as provided by law, beginning at the
hour of 1:00 otclock P. M. of the said day, to canvass the
returns of said regular general municipal election and declare
the results thereof, whereupon said Council found that the
number of votes cast; the names of the persons voted for; the
office to fill which each person was voted for; the results of
said election; and the other matters required to be determined
by law; to be as hereinafter stated:-
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, FIND AND DETERMINE
AS FOLLOWS:
First: That said regular general mtnicipal election
was held and conducted in said City of El Segundo, California,
on Tuesday, the 11th day of April, 1950, in time, form and
manner as required by law;
Second: That there were thirteen (13) voting precincts
established within the said city for the purpose of holding
said election, consisting of the regular voting precincts
established by the Board of Supervisors of Los Angeles County,
California, for the holding of general State and County
elections, as follows:
Voting Precinct No. 1 consisting of El Segundo
City Precinct No. 1, the polling place of which
was in the residence, 721 Virginia Street, in
said city;
Voting Precinct No. 2
City Precinct No. 2,
was in the residence,
said city;
Voting Precinct No. 3
City Precinct No. 3,
was in the residence,
city;
consisting of E1 Segundo
the polling place of which
515 W. Walnut Avenue, in
consisting of El Segundo

701 Center Street, in said
Voting Precinct No. 4 consisting of El Segundo City
Precinct No. 4, the polling place of which was in the
residence, 444 Maryland Street, in said city;

Voting Precinct No. 5 consisting of El Segundo
City Precinct No. 5, the polling place of which
was in the residence, 544 Virginia Street, in
said city;
Voting Precinct No. 6 consisting of E1 Segundo
City Precinct No. 6, the polling place of which
was in the residence, 510 W. Grand Avenue, in
said city;
Voting Precinct No. 7 consisting of E1 Segundo
City Precinct No. 7, the polling place of which
was in the Auditorium of High School, 640 Main
Street, in said city;
Voting Precinct No. 8 consisting of El Segundo
City Precinct No. 8, the polling place of which
was in the residence, 506 Arena Street, in said
City;
Voting Precinct No. 9 consisting of El Segundo
City Precinct No. 9, the polling place of which
was in the residence, 409 E. Maple Avenue, in
said city;
Voting Precinct No. 10 consisting of El Segundo
City Precinct No. 10, the polling place of which
was in the City Hall, 203 Richmond Street, in said
city;
Voting Precinct No. 11 consisting of El Segundo
City Precinct No. 11, the polling place of which
was in the residence, 1227 E. Mariposa Avenue,
in said city;
Voting Precinct No. 12 consisting of E1 Segundo
City Precinct No. 12, the polling place of which
was in the residence, 624 W. Mariposa Avenue, in
said city;
Voting Precinct No. 13 consisting of E1 Segundo
City Precinct No. 13, the polling place of which
was in the Elementary School Auditorium, Palm
Avenue Entrance, in said city.
Third: That (a) the whole number of votes cast in said
City of E1 Segundo at said election; (b) the names of the
persons voted for; (c) the office to fill which each person
was voted for; (d) the number of votes given at each precinct
to each person; and (e) the number of votes given in said city
to each person; are as hereinafter set forth in this resolution;
Fourth: That the whole number of votes (ballots) cast
in said city at said regular general municipal election was
1803 votes (ballots);
Fifth: (A) for member of the City Council of the
City of El Segundo, for the full term of four (4) years, the
following persons respectively received the number of votes
hereinafter indicated and tabulated, and the respective total
votes hereinafter set forth and tabulated in the respective
columns appearing opposite their respective names, to wit:

(1) That the said Wilburn E. Baker above named received
for member of the City Council of said City for the full term
of four years, a total of 800 votes;
(2) That the said Dave W. Peterson above named received
for member of the City Council of said City for the full term
of four years, a total of 830 votes;
(3) That the said Dexter K. Benson above named received for
member of the City Council of said City for the full term of four
years, a total of 567 votes;
(4) That the said George E. Gordon "" Jr. above named received
for member of the City Council of said City for the full term
of four years, a total of 921 votes;
(5) That the said Hugh B. Henschel above named received
for member of the City Council of said City for the hill term
of four years, a total of 90 votes;
(6) That the said Memphis E. Sullivan above named received
for member of the City Council of said City for the full term of
four years, a total of 223 votes;
(7) That the said James S. White above named received for
member of the City Council of said City for the full term of
four years, a total of 1 vote;
(8) That the said Jack Neill above named received for
member of the City Council of said City for the full term of
four years, a total of 4 votes;
(9) That the said Hoyt Fleming above named received for
member of the City Council of said City for the full term of
four years, a total of 1 vote.
SAID COUNCIL DOES THEREFORE HEREBY FURTHER RESOLVE, DECLARE,
FIAD AND DETERMINE THAT AT SAID REGULAR GENERAL MUNICIPAL ELEC-
TION:

(1) That George E. Gordon, Jr. is the candidate for the
office of member of the City Council of the City of El Segundo,
California, for the full term of four (4) years, who received
the highest number of votes for said office, and that therefore
said George E. Gordon, Jr. was elected and is hereby declared
elected to the office of member of the City Council of the City
of El Segundo, California, for the full term of four (4) years.
(2) That Dave W. Peterson is the candidate for the office
of member of the City Council of the City of E1 Segundo, Cali-
fornia, for the full term of four (4) years, who received the
second highest number of votes for said office and that there-
fore said Dave W. Peterson was elected and is hereby declared
elected to the office of member of the City Council of the City
of E1 Segundo, California, for the full term of four (4) years.
AND SAID CITY COUNCIL DOES HEREBY FURTHER RESOLVE, DECLARE,
FIND AND DETERMINE that the City Clerk of said City shall enter
on the records of said City Council a statement of the results
of said election, showing:
(1) The whole number of votes cast in said City of El
Segundo;
(2) The total number of votes cast, inclusive of both
the votes cast at the various precincts and the
votes cast in absentee voters' ballots;
(3) The names of the persons voted for;
(4) The office to fill which each person was voted for;

(5) The number of votes given at each precinct to each
of such persons for each of such offices;
(6) The total number of votes given in said City to
each of such persons for each of such offices;
(7) The total number of votes given in said City and
in absent voterst ballots to each of such persons
for each of such offices.
AND SAID CITY COUNCIL DOES HEREBY FURTHER RESOLVE, DECLARE,
DETERMINE AND DIRECT:
(A) That the City Clerk shall immediately make and
deliver to each of such persons so elected a cer-
tificate of election signed by him and duly
authenticated, said certificates to certify re-
spectively as follows:
(a) That George E. Gordon, Jr. was elected as a
member of the City Council of the City of
E1 Segundo, California, for the full term
of four (4) years;
(b) That Dave W..Peterson was elected as a member
of the City Council of the City of E1 Segundo,
California, for the full term of four (4)
years.

(B) That the City Clerk shall also impose the con-
stitutional oath of office upon the said George E. Gordon,
Jr. and Dave W. Peterson, as members of the City Council
of said City for the full term of four (4) years; and have
them subscribe thereto and file the same in the office of
said City Clerk, as required by law.
(C) That thereupon each and all of-said persons so
elected to said respective offices shall be inducted into
the said respective offices to which they have respectively
been elected.„
The motion to adopt the foregoing resolution was carried unanimously
(and by the Mayor declared carried) by the vote shown in the following
certificate of the City Clerk, to wit:

I, the undersigned, Victor D. McCarthy, City Clerk of the
City of El Segundo, California, do hereby certify that the
foregoing resolution was duly and regularly introduced and adopted
by the City Council of said City of El Segundo, California, at
an adjourned regular meeting of the said Council held on Tuesday,
the 18th day of April, A. D., 1950, and that the same was so
adopted by the following vote, to wit:
Ayes: Councilmen Baker, Peterson, Swanson, Thompson and
Mayor Selby;
Noes: Councilmen None;
Absent:.Councilmen None;
Not Voting: Councilmen None.
IN WITNESS WHEREOF, I have hereunto set my hand and affixed
the official seal of said Cit of E1 Segundo, California, this
18th day of April, A. D. 195 .

The City Clerk then reported that he had caused to be entered on
the records of the City Council of the City of E1 Segundo, California, a
statement of the result of said election, by filing the resolution last
hereinabove set forth in his office, and by entering said resolution in
full in the minutes of this meeting of the said records.
The City Clerk thereupon issued certificates of election to Council-
men George E. Gordon Jr. and Dave W. Peterson, who immediately thereupon
took and subscribed to their respective constitutional oaths of office
and filed the same with the City Clerk; who thereupon announced that said
oaths of office were duly filed in his office.
Councilmen Elect George E. Gordon, Jr. and Dave W. Peterson
thereupon took their respective seats at the Council table and the Council
thus constituted, thereupon consisted of the following members, all
of whom were present, to -wit:

The City Attorney thereupon advised the Council that it would
be in order for the City Council at this time to hold its organiza-

thereupon presented to the members of the Council elect the following
"CONSENT AND WAIVER OF NOTICE OF ORGANIZATION MEETING OF THE CITY
COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA,", which was subscribed
by each of the members of the City Council, as so constituted, and
which was thereupon filed with the City Clerk, to -wit:

CONSENT AND WAIVER OF NOTICE OF ORGANIZATION
MEETING OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA.

CITY OF EL SEGUNDO. )
KNOW ALL MEAT BY THESE PRESENTS:
That we, the undersigned, constituting and being all of the
members of the City Council of the City of El Segundo, California,
as presently constituted, do hereby give our written consent to
holding of the organization meeting of the said Council following
the regular general municipal election of April 11, 1950, to be
held in the Council Chamber in the City Hall of said City in
said City, beginning at this time , to wit: the hour of 1:20 o'clock P. M.
on Tuesday, the 18th day of April, 1950, for the purpose of
organizing said Council by chosing one of its members as, and
to act as, ?Mayor of said City, for the purpose of transacting
any other business that may properly come before said Council,
and we hereby waive any and all notice of the time and place of
the holding of said meeting, and do hereby consent and agree
that the same may be held said place, inning at said time,
upon said date and for s id p rposes.

The City Council thereupon proceeded with the organization meeting
referred to in the foregoing Consent and Waiver of Notice, and upon
proceedings duly and regularly taken, William R. Selby was chosen by
said Council as Mayor of said City, to continue as such Mayor during
the pleasure of said Council and until its further order.
WRITTEN COMMUNICATIONS.
Written communications, received from the persons, firms or cor-
porations hereinafter named, were read to the Council and were disposed
of in the manner indicated, following reference to each hereinafter:
LIPPINCOTT AND ROWE, dated April 17, 1950, advising that the Ludlow
gate valves heretofore ordered under Schedule 1 of Specifications No.
W.B. -48 -3, have been delivered, that the contract therefor has been
completed by Builders Pacific, Inc., the contractor, and recommending
that the sum of $16,571.67 due said contractor, be paid.
The City Clerk reported that a demand in said amount would be
presented to the City Council at its regular meeting to be held on
April 19, 1950, and thereafter the communication was ordered filed.
PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA, Application
No. 31114, advising that said Commission has set for hearing the
application of Inglewood City Lines, under above numbered application,
for authority to abandon certain passenger service within the City of
El Segundo, before Examiner Rogers on Tuesday, April 25, 1950, at 10:00
a.m. in the Council Chambers, City Hall, El Segundo, California.
PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA, advising
that the hearing under Application No. 31114, hereinbefore mentioned,
has been removed from itv calendar, and that the City of E1 Segundo
will be promptly notified when this matter is'again set for hearing.
Both communications were thereupon ordered filed.
PLANNING CCMNIISSION OF THE CITY OF EL SEGUNDO, dated April 13, 1950"
to which was attached copy of its Resolution No. 80 adopted by said
Commission on April 10, 1950, which resolution has for its purpose the
clarification of said Commission's Resolution No. 18, adopted November
27, 1947, with respect to granting a zone variance to Pacific Area
Lumber Company, at 331 No. Sepulveda Blvd., El Segundo. Ordered filed.
PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, dated April 13, 1950"
to which was attached copy of its Resolution No. 81, adopted by said
Body on April 10, 1950, recommending that, for reasons cited in said
resolution, printing establishments and newspaper establishments be
considered as items in the permitted list of uses under nC -211
classification -as defined in Ordinance No. 306 (the zoning ordinance)
of the City of E1 Segundo, and requesting that the City Council give
consideration to said Commissionts findings.
After such consideration, it was moved by Councilman Thompson,
seconded by Councilman Peterson, that the following resolution be
adopted:
RESOLVED, that a copy of Resolution No. 81 of the
Planning Commission of the City of E1 Segundo, read to this
Council this.date by the City Clerk, be and the same is
hereby received and ordered placed on file in the office
of the City Clerk for the purposes of identification and
reference;

AND, BE IT FURTHER RESOLVED, that the action of said
Planning Commission, as set forth in said Resolution, de-
termining that printing establishments and newspaper es-
tablishments should be included in the list of permitted
uses under ^C -2^ classification, as defined in Ordinance No.
306 (the zoning ordinance) of the City of E1 Segundo, be
and the same is hereby concurred in, ratified and approved
by this Council;
AND, BE IT FURTHER RESOLVED, that all administrative
officials of the City of E1 Segundo be governed accordingly
in their official acts.
On roll call, the foregoing resolution was adopted by the following
vote:
Ayes: Councilmen Gordon, Peterson, Swanson, Thompson and
Mayor Selby.
Noes: ' Councilmen None..
Absent: Councilmen None.
No further business appearing to be transacted at this meeting,
it was moved by Councilman Swanson, seconded by Councilman Peterson,
the meeting adjourn. Carried.
