A regular meeting of the City Council of the City of El Segundo, California;,
was held in the Council Chamber in the City Hall of said City, on the above
date, having been called to order by the City Clerk, the Mayor being absent.
Moved by Councilman Peterson, seconded by Councilman Swanson, that Councilman
Baker be appointed Mayor pro tem. Carried.
Councilman Baker thereupon assumed the duties of the Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 2nd day of November, 1949,
having been read, and no errors or omissions having been noted, it was moved
by Councilman Peterson, seconded by Councilman Swanson, the minutes of said
meeting be approved as recorded. Carried.

a meeting will be held shortly in the Los Angeles area to consider the
construction of incinerators for garbage disposal. The Council authorized the
Coordinator to advise said League the City of E1 Segundo will have a representt'.
at said meeting.
FRANK A. BOOTH, dated Nov. 9, 1949, requesting permission to erect a tent fc;.,
a period of sixty days, for storage of materials, at the Northwest corner of
Standard and Franklin Streets.
The Building Inspector having approved said application, it was moved by
Councilman Peterson, seconded by Councilman Swanson, that Frank A. Booth be and
he is hereby granted permission to erect and use a tent at the Northwest corner
of Standard Street and Franklin Avenue, for a period of sixty days from this
date, said tent to be used for the storage of building materials only. Carried
by the following vote:

the performance of certain engineering work in connection with a proposed
special assessment district to cover the construction of sewers, curbs,
sidewalks and paving of streets in certain portions of the City of El Segundo
lying northerly of El. Segiindo High School„

following resolution be adopted':

Pursuant, to the request. of Mrs McCarthy, I submit
herewrit.h a proposal for the furnishing of engineering
ser,wices in connection with the special assessment district
proposed to be formed for the c=onstruction of sewers, curbs
and sidewalks and paving of streets in certain portions of
the City lying Northerly of the El. Segundo High School,
1 propose, for a total fee of eight percent
(8 %) cf the constructicn contract cast, to make the
necessary .f eid surveys, complete the engineering design,
t,onstru�,Aion plans and specifications, set all constru-
ction -st.. 'kes, and to give general engineering super -
vi3ion of the project until its completion with the
understanding that the v..i.,y engineering department will
provide all req:iired detailed inspection of the project
during construction, and will post improvement notices;
sire per; ent (6%) of the estimated construction cost to be
paid upon completion of the plans and specifications,
and the balance of the fee to be paid upon confirmation
of the :assessment.
As a part, of said engineering services, I
will make field surreys and prepare engineering data
and districts map sufficient for the preparation of the
report. required by the Distric,t. investigatioh Act of
1931. in the event the proceedings are irotested out
by majority protest at the hearing upon the report
required by the Distriot Investigation Act; of 1931, or

said proposal;
NOW, THEREFORE, BE IT RESOLVED, that the proposal of
J. R. Lester Boyle for the furnishing of engineering services
to the City of El Segundo, all in the manner, to the extent,
and for the prices as stated in said hereinbefore quoted
communication, be and the same is hereby accepted by the City
Council as to the project referred to in said communication,
and said J. R. Lester Boyle is hereby appointed as Engineer
of Work for said project in place of the City Engineer of
said City, pursuant to the provisions of Section 5701 of the
Streets and Highways Code of the State of California, and
his compensation is hereby fixed for said project as herein -
above set forth,
AND, BE IT FURTHER RESOLVED, that the City Clerk shall
prepare t „o (�rt.lfied copies of this resolution, and shall
forward one copy to the said J. R. Lester Boyle, and shall
file one ropy in US office, and the said offer and this
acceptance thereof shall be the contract or arrangement

REPORTS OF STANDING COMMITTEES.
Public Works Commissioner Peterson read to the Council a proposal made by
Standard Oil Company of Califomia, with respect to the improvement of the
area along the south side of El. Segundo Boulevard, between Eucalyptus Drive
and Sepulveda Boulevard, within the City of El Segundo.
Following the reading of said proposal, it was moved by C-oancilman

WHEREAS, the City of El Segundo, California, has
heretofore acquired slope right easements, both for cuts
and fills along the southerly side of El Segundo Boulevard,
between Sepulveda Boulevard and Eucalyptus Drive, within
said City;
AND, WHEREAS, the duty of properly maintaining and
protecting the slopes created in said easement on said
southerly side of said portion of said El Segundo Boulevard
rests in the City of El Segundo;
AND, WHEREAS, the owner of the property adjoining
said portion of said E1 Segundo Boulevard on the south is
willing to cooperate with the City of E1 Segundo in the
cleaning and oiling, to guard against erosion of the said
portion of the easement covered by said slope rights, along
said southerly portion of said El. Segundo Boulevard;
AND, WHEREAS, said owner, Standard Oil Company of
California, has submitted to this Council the following
proposal for the joint accomplishment of said improvement
by said City and by said owner, upon the following basis,
to -wits
(a) The City to clean out and shape gutter
at the toe of rut slopes and gutter dikes
at trop of .fill slopes;
(b) City to backfill all major eroded cavities
in Cut .slopes;
C�) City to clean out diversion channels at top
of fill slopes;
(d) Standard Oil Company to clean entire area
in preparation for oiling,
(e) Standard Oil Company to do all oiling;
AND, W101F.AS, said owner proposes that the expenses
incident, to the making of said improvement be apportioned and
divided as follow:
(1) The City to complete the above Items (a), (b),
and (c) with city forces at City expense;
(2) Standard Oil Company to complete above Items
(d) and (e) with Standard Oil forces and materials
at Standard Gil Companyvs expense;
(3) City to pay Standard Oil Company for its share
of' the cost of spread oiling in an amount not
to exceed $320.00, upon completion of the work;
AND, WHEREAS, this Council has carefully considered the
said offer and suggestion and feels that it is in the ._nterests
of the City of El Segundo to r.au6e said improvement to be
completed, as hereinabove set, forth, and 1�a.id Council finds
and determiners that the costs involved to said City -!re
exceedingly ree a wn:Able and will result in a saving to said City;

NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of E1 Segundo, Callforniay as follows-
First, That said City does hereby accept the
proposal;, offer or suggwstion of said owner as hereinabove
set forth and does hereby authorize the Street Superin-
tendent, so far, as the Cityls portion is concerned,
to proceed with the work of said improvement, and does
hereby further- authorize, the said owner to proceed with
the said work, so far, as its portion of said improvement
is concerned..
Second.., That the City of El Segundo, in considera-
tion of the performance by said owner of the portion of
said work to be performed by said owner and the furnishing
of the materials required therein., does hereby agree to
pay to said owner, Standard Oil Company of California,
the Cityvs share (estimated at 40% of the ownerfs costs
involved in the furnishing of oil and the spraying there-
of only, being substantially in proportion as the property
covered by the Cit,yds easement bears to the total property
to be affected by such improvement), not to exceed the
sum of $320.00, upon receipt of a proper statement therefor,
upon completion of 5-Aid improvement,
Third. Mat the foregoing offer on the part of
said owner- and this acceptan:e thereof, as expressed
in this resolution, 3ha.l.l be the arrangement under which
the said improvement shall be made and the City Clerk is
hereby authorized and instructed to forward a certified
copy of this resolution to said owner, for its information,
files and authority in the premises.

City Council, was referred. the matter of Christmas Decorations for
the coming holiday season, reported that due to the extension of
business on Main Street northerly from Grand Avenue, he felt it would
be desirable to decorate the two blocks on Main Street immediately
north of Grand Avenue., and in order to accomplish this it would be
necessary to purchase additional decorations, which he estimated would
cost approximately $500;,00.
Following said report, it was moved by Councilman Peterson, seconded by
Councilman Swanson, that the purchase of additional Christmas :let; orations
for street decorating, be and the same is hereby authorized, ett a cost of

(5) The Coordinator stated the City Engineer has reported receipt
from Western Water Wonky Supply Company of the altitude valves which said
Company was to deliver to the City under contract: recently awarded to it;
that said valves are satisfactory and that demand in payment thereof was
being presented to the Council at this meeting for its approval.
(b) In the matter of the application of G. Iannini Company for permit
to construct a sewer line in an undedicated portion cfKansas Street, which
matter was taken under consideration at the last regular meeting of this
Council pending receipt of a map showing location of said sewer line, the
Coordinator reported the Engineering Department of the City of E1 Segundo
had completed said map and it would now be in order for the Council to
adopt its resolution granting said permit.
It was thereupon moved. by Councilman Peterson, seconded by Councilman

City Attorney Woodworth reported receipt from Mr. John F.
Bender, Special City Attorney, of t'wo resolutions in connection with
the condemnation suit of property for reservoir site., which resolutions
he delivered to the City Clerk for presentation at the proper time.
City Engineer Lortz reported receipt from Los Angeles County
Flood Control District of a communication dated November 3, 1949, titled:
"File No. 2811, subject "Dominguez Channel Inglewood Avenue to Los Angeles
International Airport, Transmittal of Plans '% which letter was accompanied
by certain drawings showing proposed flood control improvement in the
vicinity of Imperial Highway and Inglewood- Redondo Road, a portion of
which improvement w -ill lie within the City of El Segundo, and that said
Flood Control. Distract desires that the City Council of the City of E1
Segundo approve said plans,
He stated further that he has examined the same, that they are
satisfactory from an engineering viewpoint, and he recommended the Council's
approval.
It was thereupon moved by Councilman Peterson, seconded by Councilman
Swanson., the following resolution be adopt;,ed-
WER,EAS, Los Angeles County Flood Control District
proposes certain flood control improvements in the
vicinity of Imperial Highway and Inglewood- Redondo Road,

AND, Wf-M?tEAS, the members of this Council, together
with the I3.ty Engineer, have investigated the matter on
the ground, with a representative of said Flood Control
District and are farrd.liar with the work proposed;
AND, WHEREAS, said Los Angeles County Flood Control
District has submitted certain plans respecting said
proposed improvement, which plans have been examined by
the City Engineer of the City of E1 Segundo and are satis-
factory to him;
NOW, THEREFORE, BE IT RESOLVED that this Council does
hereby accept and approve those certain plans of Los Angeles
County Flood Control District, entitled: "Dominguez
Channel - Inglewood Avenue to Los Angeles Municipal Airport "
and are numbered respectively No. 28 -D 58.6, No. 28 -D 58.8,
and No. 28 -D 60 , and does hereby authorize the City
Engineer of the City of E1 Segundo to inform said Los
Angeles County Flood Control District of this action.
