CITY PLANNING COMMISSION, dated iiarch 1, 1949, stating that at the last meeting of said Commission, a complaint was reviewed concerning the operation of a sand pit on the west end of Mariposa Avenue, in the City of El Segundo, and that said Commission had submitted the matter to the Cityts zoning consultant for full investigation and report; that as soon as said report has been received, said Commission will inform the City Council of the findings thereof. ANDERSON, ASSEMBLYMAN, dated February 25, 1949, acknowledging receipt of copy of resolution adopted by the City Council, February 16th, 1949, respecting the proposed reduction of the underpass on Sepulveda Boulevard, through Los Angeles Municipal Airport, from a six to four lane highway, and stating he is it thorough accord with the views of the City Council on the subject, and suggesting that local organizations be encouraged to send communications of similar nature to the State Highway Commission. CITY PLANNING COMMISSION, dated March 1, 1949, advising that said Commission has prepared an emergency ordinance providing for the location of trailer courts within the city limits of the City of El Segundo, and transmitting therewith copy of said Commission's Resolution No. 95, together with copy of said proposed ordinance. S 618 a group of city officials and interested citizens of the South Bay convened at Melton's Cafe in Manhattan Beach for the purpose of discussing with representatives of the City of Los Angeles and the State Highway Commission the matter of reducing Sepulveda Boulevard from a six -lane highway to a four - lane highway when the underpass is constructed beneath the surface of Los Angeles Municipal Airport; that he was unable to attend said meeting and had asked the City Clerk to make appearance for him and he thought this might be a good time for the City Clerk to report respecting said conference. City Clerk McCarthy then stated that he had prepared a written report for each member of the Council to peruse and he discussed various of the features thereof. He stated that when the conference adjourned it was with the understanding that the Committee representing the south bay interests would again convene at a date to be fixed later, but in any event in time to permit the presentation of findings to the California Highway Commission when that Body meets in Sacramento, March 17, 1949. At the conclusion of the City ';lerk's report, the Mayor stated that he had received a request from Mayor wortham of Redondo Beach that City Clerk McCarthy be made a member of the Committee studying the before mentioned matter and he thereupon requested the Deputy City Clerk to inform Mr. Melton that he had made such appointment. COPY OF APPLICATION OF PACIFIC ELECTRIC RAILWAY COMPANY before the Public Utilities Commission of the State of California for authority to make certain changes in its rail and motor coach system was presented to the Council by the City Clerk, who stated he had studied said application and that the City of E1 Begundo would not be effected by the provisions of said application, whereupon same was ordered filed. V. HALLIN AND OTHERS, petition requesting that proceedings be taken under the provisions of the "Improvement Act of 191111 for the construction of cement concrete curbs on the south side of Palm Avenue, between California Street and Washington Street. Water Superintendent Lortz read to the Council a letter he had addressed to the Board of Directors of El Segundo Land and Improver -ent; Company under date of March 2, 1949, in which he requested that said Company gra;:i, to the City of El Segundo an easement to construct and maintain a wa-�er t:Tansmission main and appurtenances over a portion of Section 18 in the Ci }y E1 Segundo, as shown upon map attached to said letter, and urging that Z -=yid Company give -4- V. the Cityss request its prompt attention. Following the reading of.said communication, it was moved by Councilman Peterson, seconded by Councilman Swanson, that the form of said letter, as prepared by the Water Superintendent, addressed to E1 Segundo Land and Improvement Company, be and the same is hereby approved and said Water Superintendent is hereby authorized to transmit the original of said letter to said Company. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Swanson, Thompson and Mayor Selby. Noes. Councilmen None. Absent: Councilmen None. Engineering Aid Lortz reported to the Council that Mr. C. D. Hopper, an employee of the Sewer Department had completed his first year of service with said Department, that his services were entirely satisfactory and that as of March 1, 1949, he had reclassified Mr. Hopper as a Laborer -1st Class, and requested approval of such reclassification. It was thereupon moved by Councilman Peterson, seconded by Councilman Thompson, that the action of Engineering Aid Lortz in reclassifying Mr. C. D. Hopper, an employee in the Sewer Department of the City of E1 Segundo, as a Laborer -1st Class, effective as of March 1st, 1949, be and the same is hereby ratified, approved and confirmed. Carried by the following vote: Ayes: Councilmen Baker, Peterson, Swanson, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilmen None. Councilman Swanson, to whom, together- with Councilman Baker, had been heretofore referred the matter of studying a proposed business license ordinance for the City of E1 Segundo, which would have the effect of licensing vending machines, amusement games, etc., reported that he and Councilman Baker had made an investigation of similar business license ordinances in effect in other cities of comparable size, and he read to the Council the various fees for the operation cf such businesses in the City of E1 Segundo which they recommended be established. Lengthy discussion was had and a revision of sone of the fees recommended by the Council, following which the City Attorney was authorized to prepare and present to this Council at its next meeting an ordinance which would have the effect of establishing certain license fees for such vending machines, amusement games, etc., such fees to be in accordance with those submitted by said Committee at this meeting as revised. Street Superintendent Gunn reported that the surface of Imperial Highway, between Main Street and the Westerly City Limits, is rapidly deteriorating, due to heavy trucking thereon occasioned by the hauling of construction materials to the City of Los Angeles at Hyperion. The Council discussed the matter and being of the opinion that the City of E1 Segundo should riot be compelled to bear the cost of maintaining said highway while being used for such purpose, and it appearing from such discussion that said highway is not a truck highway, and should therefore not be used for the purpose of heavy trucking, by general consent the Street Superintendent was directed to contact the contractor or contractors, in charge of such trucking, and request their c;:��Peration in the matter of maintaining said highway in a satisfactory passable condition. -5- 620 City Clerk McCarthy reported receipt from the Department of Public Works of the City of Eos Angeles of invoice shouring balance of assigned funds to the credit of the City of El Segundo in connection with the construction of the sewage treatment plant at Hyperion, one copy of whi!!i he delivered to each the City Attorney and City Engineer. City Clerk McCarthy reported receipt of request from the City Attorney that a survey be made respecting the terms of appointments of Library Poard Trustees to ascertain if same were in order; that such survey had been made and it was determined that errors had been made in the term of appointments last made, in that same were made for a period of four years instead cf three years. Thereafter it was moved by Councilman Baker, seconded by Courirtilman Swanson, the following resolution be adopted: RESOL'rJ1, that the communication from the City Clerk dated March 20 1949, respecting the term of appointments of various members of the Board of Trustees of E1 Segundo Public Library, be received and ordered filed; AND, BE IT FURTHEI.
