Receipt from Glendale Federal Savings & Loan Association of a com- munication dated July 13, 1949, requesting permission from the City of E1 Segundo to grade and pave the alley at the rear of Lots 15, 16, 17, 18, 19, 20, 21, and 22 in Block 35, El Segundo. On roll call, said motion carried, and said resolution was adopted by the following vote: Cayes: Councilmen Biker, Swanson, Thompson, and Mayor Selby. Noes: Councilmen None. Absent: Councilman Peterson. It was moved by Councilman Thompson, seconded by Councilman baker, that the following resolution be adopted: RESOLVED, that a copy of Plans No. 490713, presented to this Council this date, be and the same is hereby ordered placed on file in the office of the City Clerk, and said plans are hereby approved by this Council. It was moved by Councilman Swanson, seconded by Councilman Thompson, that the following resolution be adopted: . RESOLVED, that pursuant to its application therefor, dated July 13, 1949, Glendale Federal Savings and Loan Association be and it is hereby granted a permit to grade and pave that certain alley in the rear of Lots 15, 16, 17, 18, 19, 20, 21, and 22 in Block 35, E1 Segundo, subject J. the following conditions: (1) That said work shall be prosecuted and completed to the satisfaction of the Street Superintendent and the City Engineer of the City of E1 Segundo, and in accordance with plans and specifications No. 490713 of said City. (2) That a deposit in amount of $750.00 cash shall be made with the City Clerk of the City of E1 Segundo to insure the faithful performance of said work in accordance with said plans and specifications. (3) That said work shall be completed within sixty days from this date, July 13, 1949. Lester Boyle, dated July 12, 1949, in which }4p submitted a proposal for the performance of certain engineering work in ponnection with two special assessment districts now in progress. He stated t#4t after discussing the matter with Mr. Lortz, and that in view of the -fact that the work will be done more expeditiously by the employment of such ai, engtpeer, inasmuch as the Engineering Department of the City of El Segundo has oonsiderabla work on hand at this time, he recommended the employment of Mr. $oylp at the price stated in his letter for such work, to wit, $1310.00. Improvement of Eucalyptus Drive betwegn El Segundo & Grand: We propose, for a total fee of $795.00, to complete the engineering design, construction pl�no and specifications, set all construction stakes, and to give general engineering supervision of the project until its completion. with the under- standing that the city engineering department will provide all required detailed inspection of the project during construction, post improvement notices and furnish this office with all field data they now have in their possession in regard to this project; $500.00 of the fee to be paid upon completion of the plans and specifications and the balance upon confirMation of the assessment. 2. Improvement of Whiting Street and "11ey petween E.1 Segundo F�-anklin: We propose, for a total foe of $690.00, to make the necessary field surveys, prepare arAd Qompletp the engineering design, construction plans and specifications, set all construction stakes, and to give general engineering supervision of the project until its completion with the underst,=iing that the city engineer- ing department will post all improvement notices and provide all required detailed inspection of the project 4uring construction; $450.00 of the fee to be paid upon completion of the plans and specifications and the balance upon Oonfirmation of the assessment. If we are retained for both projecto and they both proceed simul- taneously, the balance of the fee for the first project referred to above may be reduced by $100.00, and the second. by $75,00, making a total reduction of $175.00. It is our understanding that Mr. A. S. Monroe will handle the pro- ceedings for these two districts. As we have wor )ced on many other pro- jects together, we can assure you that these projects will proceed as rapidly as possible under the law. We wish to call your attention to the fact tit while the aecond project referred to above is considerably smaller than the first, the engineering work involved is nearly as great as t4at required for the first. Lester Boyle for the fu_rnishirg of engineering services to the City of El Segundo, all in the manner, to the extent, and for the prices as stated in said above quoted communication, be and the same is hereby accepted by the City Council as to both of the projects referred to in said communication.; AND BE IT FURTHER RESOLVED, that the City Clerk shall prepare three certified copies of this resolution, and shall forward one to the said J. R. Absent: Councilman Paterson. C. Coordinator McCarthy presented an application, submitted on regular form provided therefor, by E. Vega & Son, dated ialy 13, 1949, requesting a permit to excavate in that portion of Weat Oak Avenue lying and being between that certain sewer manhole located in the center of the intersection of West Oak Avenue and Hillcrest Street, and a point approximately 312 feet easterly of the east line -of said Hillcrest Street, for the purpose of installing herein a certain lateral sewer line. Accompanying said application was a letter signed by E. Vega & Son, dated July 13, 3.949, addressed to Allville Luilders and to the City Engineer of the City of El Segundo, being their proposal to install said sewer line for the sum of $820.00. Engineering :tide Lor ±c was questioned concerning thie proposed installation, and during the uestionirg and discussion which developed, it appeared that the actual and intended applicant is Allville Builders, which is improving property adjacent to said proposed sewer line. A1r. Henry Clam, who was present in the Council Chamber, joined in the discussion, stating that he represented Allville Builders, and that the before mentioned application and contractor's offer were filed in their present form in the mistaken belief they are as requested by the City's Engineering Depart- ment. Vega & Son is a contractor, who filed said application or, behalf of Allville Builders, who in fact is the actual applicant for the ex- cavation and sewer construction permit; AND, WHEREAS, it appears that after -- onstruction, said sewer lire will be available fcr connections to serve properties abutting said street; AM, WHEREAS, it appears that in the event properties abutting said street should require or desire connection to said lateral sewer line, the Allville Builders, who is presently bearing all of the costs incident to the installation of said sewer line, should be fairly re- imbursed on a pro rata basis as hereinafter set forth; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of El Segundo as follows: FIRST: That subject to the approval of the City Engineer as to materials, location, and method and ma.-Lmer of construction, the said Allville Builders is hereby granted authority to install in said portion of West Oak Avenue the said (8 ") lateral sewer line hereinabove referred to, all at the sole cost and expense of said Allville Builders, provided that before this permit shall become effective, said Allville Builders shall deposit with the City Clerk the sum of $1,000 to insure the construction and com- pletion of said sewer line in accordance'with City of E1 Segundo plans and specifications for such line, and to the satisfaction of the City Engineer of said City, and the back - filling and settling thereof, of such excavation, and the restoration of street sur- faces affected thereby, to the satisfaction of the Street Superin- tendent of said City. SECOND: That in the event any property or properties other than those for which the said sewer line presently is being constructed, abutting said West Oak Avenue, desire connection of such properties to the said lateral sewer, the Building Inspector, or other municipal authorities having charge and jurisdiction over such matters, shall not issue any permit or authority for connection of any such properties to said lateral sewer line unless and until there shall have been: (a) Deposited with the City Clerk an amount equal to $2.00 per front foot of property to be served by such connec- tion for remittance tc said Allville Builders, its successor in interest, or its assigns, upon proper demand therefor filed with the City Clerk; or (b) Written evidence satisfactory to the City Clerk that such required amount of $2.00 per front foot has been actually paid to said Allville Builders, its successor in interest, or its assigns.
