on the above date, having been called to order at 7:00 o'clock P. M. by

RADIO CORPORATION OF A1,'1ERIc,, dated February 18,.1949, being quotation
in amount of $447.00 for furnishing One FCA type CAS- 3c/CV -2e FM Mobile
equipment transmitter and receiver; one Coaxial mobile antenna for the sum
of $28,50, less trade -in for roof -top mounting antenna originally supplied

Public Safety Commissioner Baker explained that the additional
equipment is needed for installation on the new fire truck, which it is
anticipated will be received by the City Vrithin the next thirty to forty -
five days; that delivery of the radio equipment cannot be made within
less than that time, and he recommended said unit be purchased immediately,
so that same may be installed on said fire truck before same is put in
operation.

be installed on the new fire truck recently purchased by
the City;
AND, WHEREAS, the Public Safety Commissioner has
recommended to this Council at this meeting that said
radio equipment be purchased immediately, so that same
may be received and installed upon said new fire truck
upon delivery thereof;
NOW, THEREFORE, BE IT RESOLVED, that the proposal
of Radio Corporation of America, dated February 18, 1949,
hereinabove set forth, be and the same is hereby accepted
and the City Clerk is hereby directed to issue a purchase
order to said Corporation in accordance with its said
proposal.

INGLEWOOD CITY LINES, copy of its Second Supplemental Application No.
27774, before the Public UtilitiesCommission of the State c' California, for
an order granting permission to increase its local faresp which said Order,

if granted, would authorize said Inglewood City Lines to abandon the sale
of tokens at the rate of three for twenty -five cents and establish a
basic fare of ten cents, and to abandon the use of school tickets and
substitute therefor tokens.
By general consent, said copy of said application for increase in
fares by Inglewood City Lines was noted by the Council and ordered filed,
and the City Attorney instructed that this Council does not deem it necessary
that he make appearance on behalf of the City of E1 Segundo at the hearing
to be held before said Public Utilities Commission on said application.

REPORTS OF STANDING COMMITTEES.
REPORTS OF OFFICERS AND SPECIAL COIMTTEES.
At this point, the City Clerk read to the Council report of the Committee
heretofore appointed by Mayor Selby to make a study of the disposition, or
other-,rise, of the City owned residential property at the corner of Grand
Avenue and Lomita Street, said Committee being composed of Councilmen
Swanson, Thompson and Peterson.
Following the reading of said report, it was moved by Councilman
Baker, seconded by Councilman Swanson, that the report be accepted and ordered
received and filed for future reference. Carried.
The City Clerk delivered to each member of the Council copy of a survey
he had made concerning dog pound services furnished by different Humane Societies
in adjacent cities.
Following study of the survey by members of the Council, by general consent
the City Attorney was instructed to prepare and present to this Council at its
next meeting, a notice inviting bids on public pound service.

he City Clerk read to the Council proposed amendments to the Health
and Safety Code of the State of California, as embodied in Assembly Bills
Nos. 641 and 1377, heretofore introduced at the 1949 Regular Session of the
State Legislature.
Discussion was entered into concerning said bills by members cf the
City Council, the Building Inspector and the Fire Chief, at the conclusion of
which it was moved by Councilman Baker, seconded by Councilman Peterson, the
following resolution be adopted:
RESOLVED, that this City Council does go on record
as being opposed to the proposed amendments to the Health
and Safety Code as set forth in Assembly Bills Nos. 641
and 1377, heretofore introduced at the State Legislature;
AND, BE IT FURTHER RLSOL=, that the City Clerk
be and, he is hereby directed to advise the Assemblyma�i
and Senator representing the City of El Segundo in he
State Legislature, of this Council's attitude vr_th respect
to the adoption of said legislation.

Engineering Aid Lortz read to the Council his report, dated February
23, 1949, respecting the estimated cost of improving East Pine Avenue,
between Penn Street and its intersection orlGn, Sierra Place, said estimate
being in amount of 31758.0C, and his report, dated February 23, 1949,
respecting the estimated cost of improving Sierra Street and Sierra Place,
between Pine Avenue and the northerly terminus of Sierra Street, said
estimate being in amount of $1986.00.
Following the reading of said reports, it was moved by Councilman
Thompson, seconded by Councilman Peterson, the following resolution be
adopted.
RESOLVED, that the reports of Engineering Aid
Lortz, dated February 23, 1949, respecting the estimated
cost of improving a portion of East Pine Avenue and portions
of Sierra Street and Sierra Place, as presented this
Council this date, be received and ordered placed on file
in the office of the City Clerk;
AND, BE 'LT. FURTHER R2SOLI=, that the City Clerk
be and he is hereby directed to furnish a copy of said
estimates to the property owners who heretofore requested
same, with the request, that if said property owners
desire said improvements to be constructed, they shall
immediately deposit with the City Clerk, for payment into
the City Treasury of the City of E1 Segundo, the amounts
indicated in said reports as being the - estimated costs
of such proposed improvements, it being understood that
in event the actual cost of the installation of the said
proposed improvements exceeds the amounts of the estimates,
the said property owners will promptly pay into the City
Treasury, in cash, the difference between the hereinbefore
mentioned estimates and the actual cost of doing said work;
and provided further, that in event the actual cost of
said work is less than the hereinbefore mentioned estimate,
then and in that event the excess deposited with the City
will be returned to the property owners depositing the
same.

The City Attorney inquired whether or not the Cr_lmcil was prepared to
take action on the proposed amendment to the business license ordinance,
which would have the effect of licensing vending machines, amusement games,
etc.

Mayor Selby stated he desired to appoint a committee to study ordinances
of other cities with respect to such licensing, and he thereupon referred said
matter to Councilmen Swanson and Baker, for such study and report at the next
regular meeting of the Council.

attend a meeting of the Pacific Coast Building Officials Conference, to
be held at Compton, California, Friday, February 25th, 1949, and that
he be authorized to file his demand for his actual and necessary expenses
in connection with his attendance at said meeting, said demand to be
approved and audited in the usual manner before payment. Carried by the
following vote:

Public Safety Commissioner Baker stated that recently a number of
fires had occurred in the City of El Segundo and a number of citizens injured
thereby, due to the usage of gasoline in homes as a cleaning agency, and
that the Fire Chief had suggested a letter might be sent to all water patrons
of the City, warning them of the danger involved in using gasoline to clean
woodwork in homes, clothes, etc.
Discussion developed the fact that other matters along the same line,
respecting fire prevention, might be called to the attention of householders,
and by general.consent, Commissioner Baker was directed to request the Fire
Chief to prepare such a letter and present same to the Council at its next
meeting for its consideration.
No further business appearing to be transacted at this meeting, it was
moved by Councilman Peterson, seconded by Councilman Baker, the meeting
adjourn. Carried.
