with respect to certain plans submitted by the City of Los Angeles respecting
the proposed crossing at Imperial Highway and Sepulveda Boulevard and recommend-
ing that Plan No. 3 be approved. The City of Los Angeles having heretofore been

REPORTS OF STANDING COMMITTEES
Public Works Commissioner Peterson reported that Mr. Allen Rowe of
the firm of Lippincott- & Rowe, Consulting Engineers on the construction of the
water works system, had conferred with him regarding the preparation of speci-
fications and bid forms for the reservoir project on the water works site,
and had recommended that such forme require any bidders submitting bids thereon
to accompany such bids by certified or cashier's checks, and that the words
"Bidder's Bond" be eliminated from any future notices to bidders. Mr. R. G.
Paulston, representing said firm, then addressed the Council, giving the
reasons for making such request. The Council being in accord with such reasons,
it was moved by Councilman Swanson, seconded by Councilman Baker, that the
following resolution be ador5ed.
RESOLVED, tha-t in the preparation of bid forms, specifications
and appurtenant data on future requirements in connection with the
rropcsed construction of the reservoir construction project and the
transmission main project, of the water works system, the Consulting
Engineers be and thsd- a-ne hereby authorized to eliminate the pro-
vision permitting the filing of a bid bond in connection with such
proposals and to require that bids be accompanied by cash, cashier's
or certified checks. Carried by the following vote:

Councilman Baker reported that he and City Coordinator McCarthy
had this day attended the dedication of the Metropolitan Water Filtration and
Softener Plant at La Verne, California, that they had been conducted on a tour
of said plant, and had found same very interesting and educational.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES
The City Attorney advised that in connection with the report of
the City of E1 Segundo in action No. 489890 in the Superior Court of the State
of California, entitled "The People of the State of California, Plaintiff,
vs. City of Tos Angeles, a Municipal Corporation, et al, Defendants," said
report was filed on the 26th day of August, 1949, with the County Clerk
after a copy thereof had been served upon the office of the Attorney General,
as required by court order, and he thereupon gave a resumeeof such order
orally to the Council.
City Attorney Woodworth reported that he had contacted the office
of the Regional Planning Commission of the County of Los Angeles, making
inquiry as to what disposition had been made of the request of the City of
El Segundo that parcels Nos. 30 and 30A, as shown on the Master Plan of
Shoreline Development for the County of Los Angeles, be removed from first
priority and placed either without priority or in third priority, and that
he was advised that on the 10th day of August, after hearing had been closed,
the Commission had recommended that said parcels be placed in third priority.
He stated that he had requested said Regional Planning Commission to send
certified copy of such ruling to the City Council.
