RESOLVED, that subject to the provisions of Ordinance
No. 283 of the City of El Segundo, California, and pursuant

MRS. RICHARD S. BOYLE, dated April 11, 1949, being application for permit
to conduct a Child Care Center at 1450 East Palm Avenue, El Segundo.
The City Clerk reported that the application had been approved by the
Building Inspector and the Fire Chief of the City of El Segundo, but that
report from the Health Officer respecting said application has not as yet been
received.
It was thereupon moved by Councilman Thompson, seconded by Councilman
Peterson, the following resolution be adopted;
RESOLVED, that the application of Mrs. Richard S. Boyle,
dated April 11, 1949, for a permit to conduct and maintain a
child care center at 1450 East Palm Avenue, E1 Segundo, be and
the same is hereby ordered placed on file in the office of the
City Clerk, and is hereby referred to and made a part hereof;
together with the reports from the several officers of the
City of E1 Segundo required to investigate and approve applica-
tions received for such child care centers;
AND, BE IT FURTHER RESOLVED, that permission be and
the same is hereby granted Mrs. Richard S. Boyle to conduct
and maintain a child care center at 1450 East Palm Avenue,
El Segundo, subject to the terms and conditions hereinafter
set forth, as follows, to wits.
1. That this permit shall issue only if and when
approval thereof has been received by the Citv
Clerk from the Health Officer of the City of El
Segundo.
2. That this permit shall become effective only
if and when said permittee shall have paid to
the City Clerk the business license fee appli-
cable to said business.
3. That the said permit and the license granted
pursuant thereto are revocable by the City Council
at any time upon thirty days written notice to
said permittee.
4. That the said permit and the license authorized
pursuant thereto, shall be subject in all respects
to all of the provisions of Ordinance No. 270
of the City of E1 Segundo and any other crdinances
of said City applicable thereto, and su`Dject also.
to State laws relating thereto.
5. That the licensee must conform with all rea onable
requirements of the Health Department, -uhe �,_-u '.ding
Department and the Fire Department of the Ci•�y of
E1 Segundo, as same may be ordered from t -e to

child care center under this permit is hereby

LPPINCOTT AND ROniE, dated April 1G, 1949, transmitting therewith report
of their investigations, with recommendations for a proposed new water rate
schedule for the Water Department of the City of E1 Segundoo
Moved by Councilman Swanson, seconded by Councilman Baker, that said report
be referred to Public Works Commissioner Peterson and Water Superintendent
Lortz for their study and report to this Council. Carried.
A. PLATKY, dated April 13, 1949, advising that on Saturday, April 23,
1949, Radio Pasadena K.A. G. H. is turning over its facilities to the Cause of
Fire Prevention, in cooperation with the National Fire Protection Association,
and inviting the participation of the City of E1 Segundo to the extent of
submitting questions to be used on said program. By general consent, the
Fire Chief was requested to cooperate, on the part of the City of El Segundo,
in said program.
CITY PLANNING C0MMISSION, by L. A. Allen, Chairman, dated April 12,
1949, requesting that the City Council give consideration to the matter of
purchasing a clock for installation in the Council Chambers of the City Hall.
By general consent, the City Clerk was instructed to procure quotations
on..an electric clock, suitable for the purpose indicated.
ORAL COMhMTICATIONS.
Mr. Crit Conway addressed the Council, requesting it reconsider its
decision made at its meeting held April 6th, 1949, at which time it denied
his application for a permit to use and maintain a house trailer at 134
Sierra Street, El Segundo. He stated the trailer would be used by his
son -in -law, for sleeping purposes only at this time, although at some future
date he might desire to use same for cooking purposes also.
Members of the Council questioned Mr. Conway and it appearing from
such questioning that the conditions under which the permit is desired are the
same as those set forth in the original application filed with this Council,
it was moved by Councilman Peterson, seconded by Councilman Baker, that the
action of this Council, taken at its regular meeting held April 6th, 1949,
denying the application of Mr. Crit Conway for a permit to occupy, use and
maintain a house trailer at 134 Sierra Street, be sustained. Carried by the
following votes
Ayes: Councilmen Baker, Peterson, Swanson, Thompson and mayor Selby.
Noes: Councilmen None.

Mr? George Taylor addressed the Council, stating he had been appointed
one of a committee, representing El Segundo Contractors As= niation, to
advise with the Council respecting the large number of b- -lding craftsmen

who have been performing work in El Segundo without proper business license;
that it was the Associationts recommendation that a full time License
Inspector be appointed by the Council for the purpose of enforcing the
business license ordinance, so that all such contractors would be licensed
and local contractors would be placed on a the same basis as those coming*
into El Segundo from other cities, who do not procure such license.
Mayor Selby advised Mr. Taylor the matter would be looked into by the
Council immediately and he thereupon referred said matter to Public Service
Commissioner Thompson for investigation.
Mr. John Catalano and Mr. Clint Rowe each addressed the Council, sub-
stantiating the remarks made by Mr. Taylor and enlarging thereon.
Mr. Walter Cioffi, residing at 517 Maryland Street, inquired whether or not
Maryland Street, between Mariposa Avenue and its northerly terminus south of
the Pacific Electric right of way, might not be opened for public use.
Discussion ensued, following which, by general consent, the matter was
referred to Public Works Commissioner Peterson and Street Superintendent Gunn,
for investigation and report thereon to this Council.
The Mayor noted at this time that there were several Boy Scouts in the
audience and he requested that they introduce themselves, which they did,
their names being Jerry Felder, Jimmy Felder and Patrick Murphy, and they
explained their attendance at the Council meeting was in connection with the
earning of their Civic Merits Badges. Mayor Selby thereupon thanked them
and assured them the Council would be pleased to have them make a return visit
at any time.
REPORTS OF STANDING COMMITTEES.
Public Works Commissioner Peterson read to the Council the report preparec
by himself, Street Superintendent Gunn and Assistant Street Superintendent
Lortz, respecting said Committeels study in the matter of constructing new
pavement between the existing edge of pavement and the face of existing, newly
constructed, and future curbs.
Following the reading of said report, and consideration thereof, it was
moved by Councilman Swanson, seconded by Councilman Baker, the following
resolution be adopted:
WHEREAS, there has been presented to this Council a
report in words and figures as follows.

Gentlemen.
Pursuant to your request the undersigned committee has made
an intensive study in the matter of constructing new pave-
ment between the existing edge of pavement, and the face of
existing, newly constructed, and future curbs.
The general past policy of this city has been to construct
at city expense, new pavement in the strip in quest-'on

without consideration as to whether the street was im-
proved at the expense of the property owners or at the
expense of the city.
Due to the rapid growth of this city in the past few years,
there has been an ever increasing demand for new improvements.
One such improvement is the extensive construction of new
curbs throughout the City, and as a result the Street
Department is faced with the serious problem of removing
excess dirt, and constructing new pavement in the unpaved
area between the existing street edge and the curb with
finances which should be used for maintenance purposeso
The result of said activity has put an unanticipated strain
on the finances allotted to said department, and inasmuch
as this department has not received financial relief at this
time from either the State or County for said activities, and
further, that said department is drawing upon the general
fund to carry out this construction, this committee submits
herewith, the following recommendations for your consideration
and approval if it meets your pleasure, to wit:
First: That in all cases when application is
made to construct concrete curbs in
partially improved streets, whose improve-
ment was not contributed to by the property
owners adjacent thereto, and as shown in
GREEIT on the map attached hereto; it is
recommended, that said application be dis-
approved until such time as the appl-i^•ant
deposits with the City Clerk of this City
sufficient funds to cover the estimated cost
of constructing new pavement between curb
face and edge of existing pavement. Said
estimate shall be that as set forth by the
Street Superintendent.
Second: That in all cases where the property owners
have paid for the paving of certain streets,
as shown in RED on said attached map, and in
the event that said street or streets, are
not fully paved between the proposed curb line;
it is recommended that then, and only at such
time as the property owners apply for permission
to construct curbs, will the city approve said
application and pay for paving, without cost
to the applicant, the remaining distance between
existing pavement and curb face.
Third: That in all cases where there is no pavement,
curb. or sidewalk in existence, it is Moo -
mEnded that all such improvement shall be paid
for by the property owners involved therein;
-by either making a cash deposit with the City
Clerk of this city in sufficient amount to cover
the estimate of cost as set forth by the City
Engineer, or by legal assessment proceed_ngs,
or such other procedures as are accept -b1e to
the Cty Council.

Fourth. That in all locations where curbs are now
completed, and which have been approved by
the Street Superintendent; and further,
including all applications now on files it
is recommended that the city pave the remain-
ing unpaved portion up to the curb face,
without cost to the property owner.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of El Segundo, California, as follows:
First. That said Council does hereby order the original
of said report, together with the map attached thereto and
which is referred to therein, to be placed on file in the office
of the City Clerk and that said report and map, as so on file,
be and the same are hereby referred to and by this reference
incorporated herein and made a part hereof.
Second: That the said Council does hereby approve
each and all of the recommendations of the officers subscribed
to said report as set forth therein and as clarified by its
said accompanying map.
Third: That said Council does hereby establish,
until its further order, the policies in and for the City of
El Segundo, as set forth and recommended in said report, as
clarified by the said map, effective immediately as of this
date, April 13, 1949.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES,
City Clerk McCarthy read to the Council the written report of the Fire
Chief, dated April 12, 1949, respecting his investigations made of certain
alleged hazards created by reason of abandoned cesspools, manholes, etc.
on private property within the City of E1 Segundo.
Following the reading of said report, City Attorney Woodworth rendered
his opinion that the City Council would have the power to go onto private
property and summarily abate nuisances of the kind investigated, if a
dangerous condition exists by reason thereof, and which cannot be temporarily
rendered safe.
Following lengthy discussion, it was moved by Councilman Baker,
seconded by Councilman Thompson, the following resolution be adopted:
WHEREAS, the Chief of the Fire Department, pursuant
to the request of Public Safety Commissioner Baker, has
presented to this r:ouncil his report, dated Auril 12, 19499
with reference to three certain holes or depressions,in the
City of E1 Segundo, which, in the opinion of said officers,
require immediate attention;
AND, WHEREAS, the City Council has duly considered the
said report and the recommendations contained therein.;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of E1 Segundo as follows:
First: That the said report be received and filed in
the office of the City Clerk and as so on file, that it be
referred to and by this reference incorporated herein and
made a part hereof.
Second: That with reference to the hole described under
Item No. 1, as set forth in said report, this Council does
hereby find and determine that the said hole constitutes and
is a public nuisance, affording hazard to life and property
and that the same should be summarily abated; that the Street
Superintendent be and he is hereby authorized and instructed
to cause said nuisance to be summarily abated by filling
said hole and covering same as soon as possible, to the end
that any injury to persons or property may be avoided; and
that said Street Superintendent be and he is hereby authorized
and instructed to enter upon private property for said
purpose and that the Police Department be and it is hereby
authorized and directed to afford said Street Superintendent
any assistance or protection which may be necessary in the
execution of the orders and instructions hereby given.
Third: That with reference to Item No. 2 set iovth
in said report, which relates to manholes in the unused

City of Los Angeles trunk line, the Council hereby gives
the following orders and instructions.-
(a) That the City Engineer be and he is hereby
authorized and instructed to-comply with the
recommendations set forth in said Item No. 2
of said report and cause the iron bar therein
referred to to be placed across the manhole
owned by the City of El Segundo and placed so
that it may be locked and to lock the same and
cause the same to remain locked; or to take any
other reasonable and proper means which will
accomplish the same result, to wit. the rendering
of the said manhole absolutely safe so far as
members of the public are concerned.
(b) With reference to the manhole owned by the City
of Los Angeles referred to in said Item No. 2,
the City Engineer is hereby instructed to take
immediate steps to temporarily render the said
location safe and to immediately notify the
officials of the City of Los Angeles, having
jurisdiction over said facility, to at once
render the same permanently safe.
Fourth-. With reference to Item No. 3 referred to in said
report, the Chief of the Fire Department is requested to make
further investigation with reference to said particular
subject and report to the Council thereon in due time.
On roll call, the foregoing resolution was adopted by the following vote:

Absent: Councilmen None.
Mr. Willard J. Skelley, who was in the audience, called the attention of
the Council to an alleged dangerous condition which exists approximately
145 feet south of Mariposa Avenue on the westerly side of Center Street,
and which appears to be an abandoned cesspool.
Chief of Police DeBerry and Captain Wood of the Police Department, each
verified the existence of the potential hazard at said location, advising
that several children had already fallen into such cesspool, but that it
was felt in this case the owners, if contacted, would cause the nuisance
to be abated.
It was thereupon moved by Councilman Peterson, seconded by Councilman

WHEREAS, the attention of this Council has been
directed to an alleged dangerous condition existing approx-
imately 145 feet south of Mariposa Avenue, on the westerly
side of Center Street;
AND, WHEREAS, this Council feels that steps shculd
be taken to render the same safe;

NOW, THEREFORE, BE IT RESOLVED, that the City Engineer
be and he is hereby authorized and instructed to immediately
render the said premises temporarily safe pending the con-
tacting of the owners or responsible persons in connection
with the permanent abatement of said nuisance.
On roll call, the foregoing resolution was adopted by the following vote:

Fire Chief Farrar stated that in his opinion a survey of the entire City
should be made with respect to existing hazards of a nature similar to those
heretofore at this meeting ordered placed in safe condition, and that the
cooperation of some organization, such as the Boy Scouts, might be solicited
in. assisting to make such survey.
Moved by Councilman Thompson, seconded by Councilman Peterson, the
following resolution be.adopted:
WHEREAS, this Council has heretofore at this meeting
ordered the abatement of all dangerous and defective con-
ditions directed to its attention up to this time;
AND, WHEREAS, this Council feels that a further
survey should be made to discover if any other or
further conditions exist of nature similar to those
hereinabove referred to in the minutes of this meeting;
NOW, THEREFORE, BE IT RESOLVED, that the Chief of
the Fire Department be and he is hereby designated as
the investigating officer to make such investigation and
survey and that the other departments of the City are
hereby authorized and instructed to cooperate with said
Chief to the end that there may be promptly placed before
this Council a report which shall indicate all places
which the said Chief, in his said report, indicates as
being subject to correction, unless abated prior to the
time of making such report.

City Clerk McCarthy reported that a Mr. J. 0. Cummings, residing at
836 Sheldon Street, El Segundo, had called his office this afternoon to complain
that over a period of three weeks he has been unable to obtain taxicab service,
which he frequently requires for transportation between E1 Segundo and Los
Angeles Municipal Airport; that subsequent to Mr. Cummings? call, the City
Clerk checked to see if he could contact locally the Bay Cities Taxicab
Service, but his efforts were unavailing. No action taken.
Chief•of Police DeBerry recommended that the existing ^raffic Ordinance
be amended, so as to prohibit parking at any time on the northerly side of
Mariposa Avenue, between Virginia Street and Richmond :"It -set, and on the

northerly side of Mariposa Avenue, between Main Street and the first alley
easterly of Standard Street, and for one hour only on Main Street, between
Grand Avenue and Pine Avenue.
Moved by Councilman Baker, seconded by Councilman Thompson, that the
City Attorney be and.he is hereby authorized and directed, to prepare and
present to this Council for its action thereon, an ordinance which would
have the effect of amending the existing traffic ordinance of the City of
El Segundo in accordance with the recommendations made by the Chief of
Police at this meeting. Carried by the following vote.

City Clerk McCarthy reported that Sarah Coulter, clerk in his department,
desired to take the final week of her earned 1948 vacation commencing May
9th, 1949, which week would complete all of her earned vacation to date.
Moved by Councilman Peterson, seconded by Councilman Baker, that Sarah
Coulter be and she is hereby granted permission to take the final week of
her earned 1948 vacation during the week commencing May 9th, 1949 and
ending May 13th, 1949, both dates inclusive. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Swanson, Thompson and Mayor Selby.
Noes - Councilmen None.

The City Engineer filed his written report, submitting estimate of the
cost of paving 150 feet of Arena Street southerly of Pine Avenue with 21,
rock and oil paving material, which estimate is in the sum of $798.00.
Moved by Councilman Peterson, seconded*by Councilman Baker, that said
report be received and filed, and the City Clerk directed to notify the
property owners requesting such estimate, the amount thereof, and that the
City of E1 Segundo is prepared to construct such improvement in said street,
if and when concrete curbs are constructed on the west side of said street
by the property owners and if and when such property owners have deposited
with said City Clerk the amount of such estimate. Carried by the following
vote:

The City Engineer reported he had checked the petition filed with this
Council at its last regular meeting, petitioning the improvement of a portion
of Whiting Street, southerly of Franklin Avenue, and the alley westerly
thereof, and finds said petition has been si
therefor and recommended that the diagram be approved by the City Council.
Whereupon Councilman Baker offered the following resolution-
RESOLVED, that the diagram of the Assessment District
for the improvement of a portion of Acacia Avenue, under
Resolution of Intention No. 955, prepared by the City
Engineer, be and the same is hereby approved,,
The said motion was seconded by Councilman Peterson, and carried by the
unanimous vote of all members of the City Council present.
The Street Superintendent notified the City Council that the time for
completion of the work, in the matter of the improvement of Acacia Avenue,
under Resolution of Intention No. 955, will expire on the 21st day of
April, 1949, and he recommended that the time of such completion be extended
for a period of thirty days to cover necessary time for filing the
assessment and the hearing on same,
Whereupon it was moved by Councilman Peterson, seconded by Councilman
Thompson, that the time for completion of the contract for the improvement
of Acacia Avenue, under Resolution of Intention No. 955, be extended to
May 21st, 1949. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Swanson, Thompson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilmen None.
The City Attorney at this time presented original and copy of Escrow
Instructions of Title Insurance and Trust Company, No. 3008270-J.H.-MC, dated April 5, 1949, which he had just received from Gizella M. Allen,
Attorney for the Estate of George Johnston, in connection with the sale
to the City of E1 Segundo of Lots 26 and 27, Block 42, E1 Segundo.
Said Escrow Instructions having been approved by the City Attorney as
to form, and appearing to be satisfactory in all respects, it was moved by
Councilman Swanson, seconded by Councilman Peterson, that the original
thereof be signed and returned by the City Clerk to Title Insurance and
Trust Company, as per instructions of Mrs. Allen, and that a copy thereof
be filed in the office of the City Clerk. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Swanson, Thompson and Mayor Selby.

NEW BUSINESS.
At this time, Jimmy Felder, representing Boy Scout Troop No. 2¢7, who was
in the audience, arose and addressed the Council, and stated, on behalf of
said Troop, that the members thereof would be glad to cooperate with the
Fire Chief in making a survey of the City with respect to hazardous conditions
which may exist, which matter was heretofore at this meeting referred to said
Fire Chief.
Mayor Selby thanked Mr. Felder on behalf of the Council and the Fire
Chief for the proffered assistance, and stated the Fire Chief would undoubtedly
call on said Troop for such assistance.
Street Superintendent Gunn stated he is badly in need of a cart for use
in street sweeping and he recommended that the purchase of one be authorized
at a cost of not to exceed $95.00, plus California State Sales Tax.
Thereupon it was moved by Councilman Peterson, seconded by Councilman
Thompson, that the purchase of one street sweeper cart, at a cost of not to
exceed $95.00, plus California State Sales Tax, be and the same is hereby
authorized. Carried by the following vote:
Ayes. Councilmen Baker, Peterson, Swanson, Thompson and Mayor Selby.
