A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City, on
the above date, having been called to order at 7:00 otclock P. M. by William
R. Selby, Mayor.
ROLL CALL.
Councilmen Present: Baker, Swanson, Thompson and Mayor Selby.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 30th day of March, 1949,
having been read, and no errors or omissions having been noted, it was moved
by Councilman Baker, seconded by Councilman Thompson, the minutes of said
meeting be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
Written communications, received from the persons, firms or corporations
hereinafter noted, were read to the Council and were disposed of in the manner
indicated, following reference to each hereinafter:
GLENN M. ANDERSON, Assemblyman, dated April 5, 1949, acknowledging
receipt of the City Clerk's recent communication informing Mr. Anderson of
the Council's views respecting certain legislation now pending before the
State Legislature. Ordered filed.
TOM D. JONES and ADA L. JONES, dated March 29, 1949, requesting that
the City quitclaim its easement for water lines and appurtenances over Lot
11, Block 9, Tract 1685, El Segundo, and tendering check in amount of 0'*5.00
in payment of said quitclaim deed.

I bought the property from the City of E1 Segundo
on a Quit Claim Deed, but you failed to include
the easement on said deed. I would appreciate it
very much if you would give this your immediate
attention.

AND, W12REAS, this Council has investigated the subject re-
ferred to in the said communication and feels that with re-
ference to the particular property described in said communi-
cation, the action hereinafter taken is indicated;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL
SEGUNDO,.CALIFORNIA, does hereby resolve, declare, determine
and order as follows.
First_ That said Council hereby finds and determines
that the easement referred to in said communication and which
is hereinafter described, is no longer needed by the amity of
E1 Segundo and therefore that the City may properly quitclaim
said particular easement over said particular property.
Se= That the Mayor and City Clerk be and they are
hereby authorized and instructed to execute a quitclaim deed
from the City of E1 Segundo and in its name, quitclaiming to
Tom D. Jones and Ada L. Jones, so far as the same effects Lot
11, Block 9, Tract 1685, El Segundo, as per map recorded in
Book 21, Page 98 of Maps, Records of Los Angeles County,
California, that certain easement over said above described
property (only) for pipe lines, as granted to Sausal Redondo
Water Company No. 1, by deed from Los Angeles Trust & Savings
Bank, a corporation, recorded in Book 310, Page 116 of
Official Records of Los Angeles County, California, (of which
said easement said City of El Segundo, by mesne assignment
of record, is now the owner r. Said deed also to provide
that the only effect thereof shall be the quitclaiming of
said easement over said above described property only and to
be given no further, other or different effect.
Third° That the City Clerk be and he is hereby a:::..norized
to make delivery of said quitclaim deed to said gran -,ees upon

the payment to the City of El Segundo of the sum of
$5.00, which the Council hereby finds and determines
to be the reasonable amount to be paid to said City as
the consideration of said deed.
Fourth: That nothing herein contained shall be
construed as constituting any precedent in the premises
with reference to the release of the easement above
referred to as effecting any other property or properties
within said City, as the City Council reserves the right
to consider each application for a release of such
general easement as it applies to any particular property
at the time that such respective applications for such
releases may be presented to said Council.

held March 28th, 1949, being resolution respecting the death of Roy E. Dulin, Sr.,

CITY PLANNING COMMISSION, dated April 6, 1949, transmitting therewith
copy of its Resolution No. 57, adopted at its meeting held March 28, 1949,
recommending that California Pacific Chemical Company be granted a license
to conduct its business at 266 California Street, E1 Se do, and that its

The Building inspector 'having noted on said application, that the
applicant owns a home in the 'City of El Segundo, which he has rented, and
having recommended the permit be not granted, it was moved by Councilman Baket°,
seconded by Councilman Thompson, that the application of W. D, Conway for
a permit to occupy, use and maintain a house trailer at 134 Sierra Street,

LEAGUE OF CALIFORNIA CITIES, dated 1 April 1949, requesting that the
City Council cf the City of El Segundo address a communication to its
Assemblyman, requesting said Assemblyman to support AB 1664, exempting
sales taxes on cities, counties and school districts. It appearing that
the City Council heretofore has taken such action, the communi -ation was
ordered filed.

EL SEGUNDO CHAMBER OF CCITI-ERCE, dated April 1, 1949, inviting the
members of the City Council and their- wives to be guests of said Chamber
of Commerce at its annual elect-ion dinner, Thursday evening, April 7th,
19490 It appearing that reservations by members of the City Council
for said dinner have already been made, the commuricaticn was ordered filed.
EL SEGUNDO CHAMBER OF COITIERCE, dated April is 1949, being its
quarterly report for the quarter ended March 31, 1949 Ordered received
and filed.
LEAGUE OF CALIFORNIA CITES, dated March 25, 1949, advising it has
mailed to the City twe copies of its 1949 salary survey. One copy of
said survey was received by Mayor Selby and the second copy given to
Finance Commissioner Swanson for his study.
At this time the City Clerk announced receipt of a petition from property
owners in Blocks 14 and 15 in *.he City of El Segundo, praying the improvement
of a certain street and aley as set forth in said petition; he stated it
appears the City of E1 Segand� ..{��0 be owner of Lots 5 and 5, in Block 15, and
he inquired whether or not the Td lred to authorize the signing of said
petition on behalf of said City as to said Lots 5 and 6, Block 15..
Members of the Council believing the City should accept its portion of
the costs involved in the contemplated improvement, inasmuch as said improvement
is a desirable one, it was moved by Councilman Baker, seconded by Councilman
Thompson, the following resolution be adopted:
WHEREAS, there has been presented to this Council for
consideration as to joinder therein by the City of El
Segundo, a petition for the improvement of the a1 "_ey
running northerly and southerly through Block 15, of El
Segundo Sheet No. 1,
AND, WtEREAS, this Council feels that the said
improvement is a desirable i mprovement and the City
should pay its proportionate costs involved by reason
of the ownership of Lots 5 and 6 in said Block by th
City of E1 Segundo;

W. C. CARROLL and others, Petition (And Waiver) for Improvement of
Whiting Street between Franklin Avenue and E1 Segundo Boulevard in the City
of E1 Segundo, Californiap and a portion of the alley in Block 15, E1 Segundo.
Moved by Councilman Baker, seconded by Councilman Thompson, the
following resolution be adopted.
WHEREAS, there has been presented to this Council
the petition of W. C. Carroll and others, requesting the
improvement of Whiting Street between Franklin Avenue
and E1 Segundo Boulevard, in the City of El Segundo,
California, and a portion of the alley in Block 15, El Segundo;
AND, WHEREAS, said petition purports to waive the
requirements and investigation under the provisions of the
"Special Assessment Investigation, Limitation and Majority
Protest Act of 1931,,, being Division k of the Streets and
Highways Code of the State of California;
AND, WHEREAS, this Council feels that the ownerships
of the respective properties referred to in said petition
opposite the signatures of the respective petitioners, should
be checked with reference to ownership;
NOW, THEREFORE, BE IT RESOLVED, that the said petition
be and the same is hereby referred to the City Engineer and
to A. S. Monroe, Special Assessment Engineer, of the City of
E1 Segundo, for the purpose of checking.said petition as to
ownership and that said officers be and they are hereby
authorized to procure such title report or reports as may be
necessary in the premises.

ORAL COMMUNICATIONS.
Mr. Ray Wyatt addressed the Council, stating he was building a home at
626 Eucalyptus Drive, El Segundo; that before F. H. A. would s,ccept the
building, it required that the cement walks be brought 4o tY�� property line,
and driveway into the garage constructed; that it is his desire to install
walks and curbs also and that he had heretofore requester. the Engineering

Department to furnish him profile of the street, so that su:h wakes and
curbing might be constructed to proper grade; that this had not as yet
been done, and he inquired when he might expect such profile to be furnished
him.
Discussion ensued, entered into by Ni, and V16. Wyatt, Mr. Trcbcugh,
Street Superintendent Gunn, M, Lortz, the City Attorney and members of the
Council. From such discusUon it developed that the furnishing of such
profile had been delayed, pending decision as to the C o,Lncil`s policy
with respect to who shall pay the cost of paving the roadways of the streets
between the edges of existing pavements, in the center of cer n n streets,
and the curb lines thereof, after curbs have been installed, which policy
the Council indicated, would be settled at its next regular meeting. In
the meantime, Mr. Wyatt was informed, the Engineering Department would
furnish him with the necessary grade revel to enable him to construct walks
from his dwelling to the front property line of his property,
Mr. Arthur Viren, referring to a proposal made to this Council
March 23rd, 1949, by Mr. D. Leahy, inquired whether or riot,, if and when
that parcel of real property, presently used as a private roadway, lying
northerly of the present northerly terminus of Bungalow Street a distance
of approximately 62.5 feet, is dedicated to the City of E1 Segundo as a
public street and accepted as such by the City Council of said City, the
owners of adjoining property KLI he required to bear the cost of repaving
the same, in event it is determined that the present grade cf said private
roadway does not conform to a grade acceptable to the City's Engineering
Department at the time of su,h acceptance.
He was informed in the affL rmat ve, but was assured by Street Superin-
tendent Gunn and Mt. Lortz that in their opinion, the grade as presently
tentatively established for the said private roadway, will not be changed,
although a new grade might have to be established for any extension of
said proposed street beyond the b2.5 feet portion before ref9rred to.

Water Superintendent Lortz recommended that Mr.. john Odom, an employee
of the Water Department, be classified as a Laborer -13t Class, effective
April 16, 1949

and after the 16th day of April, 1949, and until the further order of
this Council, John Odom be and he is hereby classified as a Laborer-1st
Class, in the Water Department of the City of El Segundo; said employee to
be compensated for his service; rendered in said capacity in azcordance
with the provisions of the Salary Resolution of the Cn y of K Segundo.

Water Superintendent Lortz informed the Council that the screening
over the water reservoir is in need of replacement, whereupon it was moved
by Councilman Swanson, seconded by Councilman Thompson, that the installation

City Attorney Woodworth made a progress report respecting his investigation
of the alleged sand nuisance at the westerly terminus of 14ariposa Avenue, and

NEW BUSINES&
Public Safety Commissioner informed the Council that on last evening the
Fire Department had received a fire call at Hyperion and that said Department
had responded and stood by until the City of Los Angeles Fire Department arrived
at the scene.
Mr. Trobough addressed the Council respecting a sewer line easement which
the City of Los Angeles has across certain property in Tract 1685, and he was
informed by the Mayor that said City has been requested to take steps to abandon
said easement, and it is hoped an answer to said request will be received in
the near future.
Public Service Commissioner Thompson stated that Frank Smotony, Building
Inspector, desired to take one week of his 1948 earned vacation between the
dates April 18th and April 22nd, both dates inclusive; also that Lyle Penn,
an employee in the Parks Department, had requested permission to take his
1948 earned vacation beginning April filth and ending April 22nd, 1949.
It was thereupon moved by Councilman Swanson, seconded by Councilman
Thompson, that Frank Smotony, Building Inspector, be and he is hereby granted
permission to take one week of his 1948 earned vacation between the dates
April 18th and April 22nd,.1949, both dates inclusive; and that Lyle Penn,-.
Parks Department employee, be and he is hereby granted permission to take
his 1948 earned vacation beginning April 11th, 1949 and ending April 22nd,
