A regular meeting of the City Council of the City of E1 Segundo
aiifeaia, was, held in the Council Chamber of the City Hall of said City
3 *e above date, having been called to order at 7:00 o'clock P.M. by

READING OF MINUTES OF PREVIOUS = NG .
The minutes of the regular meeting held on the 15th day of
September, 1948, having been read, and no errors or omissions having been
noted, it was moved by Councilman Baker, seconded by Councilman Peterson,
the minutes of said meeting be approved as recorded. Carried.
c3PECIAL ORDER OF BUSINESS.
The hour of 7 :00 o'clock P.M. at this meeting having heretofore
been fixed as the time end place for receiving bids for furnishing and in-
stalling a two -way radio communication system for the Police and Fire Depart-
ments of the City of E1 Segundo, the Mayor announced that said hour had
arrived and Mated that if any person or persons present desired to file
bide therefor, they should do so immediately.
KU bids being in, the Mayor announced the time for reception of
bids for furnishing and installing a two -way radio communication system for
'!fie Paliee and Fire Departments of the City of E1 Segundo, as advertised for,
etosed.
The City Clerk announced he had in his possession, in the same con -

Councilman Swanson, seconded by Councilman Peterson, that said bids be

P.M. at the regular meeting of said Council to be held September 29,

the Fire Chief and Public Safety Commissioner Baker for checking and

At this point the City Clerk announced he had in his possession,
in the same condition as when received, one bid for the purchase of tax
deeded property heretofore advertised for sale by the City of E1 Segundo
under Notice 9 -M.
Moved by Councilman Baker, seconded by Councilman Peterson, the
Council proceed to open, examine and publicly declare said Bid. Carried.
The Council thereupon proceeded to open, examine and publicly
declare said bid, which said bid was found by said Council to be as
follows, to -wit:
Bid of E. V. Mattson, on regular form provided therefor, bidding
the sum of $600.00 for Lots 30 and 31, Block 10, El Segundo. Said bid
was accompanied by personal check in amount of $150.00, drawn upon
E1 Segundo Branch of Security First National Bank, and payable to the
order of the City of E1 Segundo.
Following consideration of said bid, it was moved by Councilman
Baker, seconded by Councilman Peterson that said bid be rejected. Carried
by the following vote.

JESSIE BROWN, dated September 12, 1948, being an application to
occupy, use and maintain a house trailer at 529- Indiana Street, within the
city of El Segundo.
The Building Inspector having noted on the application that there
are no other trailers on the premises, the trailer is not visible from any
street and that sanitary facilities are satisfactory, it was moved by
Councilman Baker, seconded by Councilman Peterson that Jessie Brown be granted
a temporary, revocable permit to occupy, use and maintain a house trailer at
529 - Indiana Street, E1 Segundo, said permit to be in regular form and to ex-
pire by limitation December 31, 1948. Carried by the following vote:

GEORGE F. LAUN, dated September 15, 1948, being application for a
permit to occupy, use and maintain a house trailer at 2;7 East Sycamore Avenue,
El Segundo.
The Building inspector having noted on said application that there
are no other trailers on the premises and that this applicant is building a home
at this address, it was moved by Councilman Swanson, seconded by Councilman
Peterson, that a temporary, revocable permit be granted George F. Laun, to
occupy, use and maintain a house trailer at 217 East Sycamore Avenue, E1 Segundo;
said permit to be in regular form and to expire by limitation December 31, 1948.
Carried by the following vote:

PUBLIC UTILITIES COMMSSION, by William H. Gorman, Director Southern
California, dated September 6, 1948, in regard to application of Inglewood City
Lines to reroute and extend portions of its transportation lines, and asking
that the Council advise its position with reference to this matter.
After some discussion, it was moved by Councilman Swanson, seconded by
Councilman Baker, the following resolution be adopted:
WHEREAS, Inglewood City Lines has filed with the
Public Utilities Commission of the State of California, an
application for authority to alter the operations of that
portion of its passenger transportation system serving the
City of El Segundo; and
WHEREAS, a copy of said Company's application to
said California Public Utilities Commission was filed with
this Council on September 1, 1948; and
WHEREAS, in view of the representations made to the
City of E1 Segundo by representatives of said Inglewood City
Lines, and as set forth in said application, this Council
believes that the changes in service sought to be made by said
Inglewood City Lines, if made, will be satisfactory to the
patrons of said utility residing within the City of E1 Segundo
and will be for the best interests of both the utility and its
patrons;

NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of E1 Segundo does hereby approve and consent to
the granting by the Public Utilities Commission of the State of
California, of the change in its E1 Segundo Line, requested of
said Commission by said Inglewood City Lines; and
BE IT FURTHER RESOLVED, that the City Clerk of the City
of E1 Segundo, be and he is hereby directed to transmit to said
Public Utilities Commission of the State of California, a certi-
fied copy of this resolution.

ROY 0. GILBERT, M. D., HEALTH OFFICER, COUNTY OF LOS ANGELES
HALTS IMPARTMENT, dated September 17, 1948, stating that this office
had contacted the State and Los Angeles City Health Departments regard -
tug the infestation of flies complained of by the citizens of E1 Segundo,
and further stating that the logs in the Hyperion area had been sprayed
with D. D. T. and if this did not correct the matter, they would keep
after it until it is abated by some other means. Ordered filed.
CALIFORNIA LIBRARY ASSOCIATION, announcing the Fiftieth Annual
Meeting of the California Library Association in Santa Barbara, California,
October 6th to 9th, 1948. Ordered filed.
GEORGE H. CEMMM � dated 21 September, 1948, and
J. H. MINER, JR., dated September 21, 1948,
each being an application for employment with the City of E1 Segundo.
Ordered filed.
IMPERIAL DEVELOPMENT CORPORATION, dated September 21, 1948,
requesting the acceptance of street improvements consisting of paving,
curbs and sidewalks installed in portions of Walnut Avenue and California
Street in Tract 15115 in the City of E1 Segundo, in accordance with the
plans therefor, numbered 480520 -1, -2.
At the bottom of said communication, the Street Superintendent had
indorsed his certificate, stating that he had inspected the work referred
to in the hereinbefore mentioned letter, that the said work had been con-
structed in accordance with plans and specifications therefor, and to his
satisfaction and he recommiended the acceptance of said work.
Then inquiry was made as to whether or not sewer lines and water
mains had been satisfactorily installed in the streets and within the limits
described in the before mentioned communication. Charles Lortz, Assistant
to the City Engineer, reported that these installations had been made and
that they had been so made and installed to his satisfaction.

Thereupon, it was moved by Councilman Peterson, seconded by Council-
man Baker that the following resolution be adopted:
RESOLVED, that the installation of paving, curbs,
sidewalks, water mains and sewer lines in Walnut Avenue,
between Center Street and the easterly boundary of Tract No.
15115, and in California Street, between Walnut !:venue and
the northerly boundary of said tract No. 15115, in the City
of E1 Segundo, be and the same are hereby approved and accept-
ed on behalf of the City of E1 Segundo and the City Clerk is
hereby authorized to notify sureties interested of the adoption
of this resolution.
Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Swanson and Mayor Selby.
Hoes: Councilmen None.
Absent: Councilman Thompson.
ORAL COMMUNICATIONS.
Mr. G. L. Giola of the Yellow Cab Company, 113 East Broadway,
itawthorne, California, addressed the Council, saying that he would like
to make application for a permit to give Taxi Cab Service to this commu-
nity, he further stated that he has many calls from people here wanting
taxi service but since he is not licensed in E1 .Segundo, could not
accomodate them. He stated that his purpose in coming to E1 Segundo
tonight was to investigate the taxi situation in E1 Segundo.
After same discussion, the matter was referred to Councilman
Swanson for investigation and report back to the Council.
W. L. N. Curtis, representing the Maxim Motor Company, thanked
the Council for the contract for the fire truck, which was awarded said
Company, stating that he was sure they would „furnish the City with a piece
of equipment of which it would be proud.
REPORTS OF STANDING COMMITTEES.
Public Safety Commissioner Baker reported that Park Superintendent,
C. L. NoIlwain had contacted him about a condition which exists in Grand
Avenue Park- hp ^ta +PA that it is impossible to keep grass growing under
the swinge an,, suggested that the condition be taken care of by spreading
sa=id on the spots where the grass has been killed. After some discussion,
It was suggested by Mayor Selby that the situation be corrected as an
administrative matter.
Public Work:, Commissioner Peterson reported that he had been
contacted by residents living in the vicinit- -p T•► ^lnut Avenue and Virginia
Street, stating that the lighting in that section is inadequate. The matter
was referred to Public Works Committee and Street Superintendent Gunn for
Investigation and report.
Public Works Commissioner Peterson reported that residents on Whiting
Street, near E1 Segundo Boulevard had called his attention to the poor lighting
In that section, that being a dead end street, they felt they should have
better lighting. This matter also was referred to the Public Works Committee
end to Street Superintendent Gunn for investigation and report.

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police, through the City Clerk, reported the change of
classification of Police Officer Boyd Coulter from Patrolman Grade 2 to
Patrolman Grade 1, effective September 16, 1948, and requested the Council's
approval thereof.
It was thereupon moved by Councilman Baker, seconded by Councilman
Svaneon, the following resolution be adopted:
RESOLVED, that effective September 16, 1948, and
until the further order of this Council, Boyd Coulter's
classification be changed from Patrolmen Grade 2 to Patrol-
man Grade 1, said employee to be compensated for his ser-
vices rendered in said capacity in accordance with the
provisions of the salary resolution of the City of El Segundo.
Said motion carried by the following vote:
Ayes: Councilmen Baker, Peterson, 6wanson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilman Thompson.
The Chief of'rollce, through the City Clerk, reported the appointment
of certain persons, whom he then named as police officers of the City of E1
Segundo and requested the Council's approval of such appointments.
Thereupon it was moved by Councilman Peterson, seconded by
Councilman Baker, the following resolution be adopted:
RESOLVED, that the appointments by R. T. Hutchins,
Chief of Police of the City of El Segundo of the following
named persons, to -wit:

as police officers of the City of El Segundo, be and the same are hereby

City Clerk McCarthy reported receipt from the Department of Public
Works of the City of Los Angeles of its rrogress Report No. 25, showing
monies expended to date and fund b,,-lances remaining, in connection with the
construction of the Los Angeles sewage treatment plant at Hyperion, one cops
of which is on file in his office and one copy of said report having been
delivered to the City Attorney and the City Engineer.

City Clerk McCarthy read a letter from Sarah Coulter, in which
she requested change in her vacation dates, asking that she be permitted
to take the one week vacation due her from 1947, in October 1948, and to
acorn late her vacation due in 1948 with the vacation time which will be
due her in 1949.
Moved by Councilman Peterson, seconded by Councilman Baker that
the vacation schedule for Sarah Coulter, as previously approved by this
Council be amended, so that said employee may take the week of 1947 vaca-
tion still due her, and which she did not take in 1947, in October, 1943,
and that she be permitted to accumulate her earned 1948 vacation to be
taken during the year 1949. Carried by the following vote:

Building Inspector Frank cmotony informed the Council of a
Conference of Building Officials to be held in Sacramento, October 12,
to 15th, 1948, and asked permission to attend same.
Moved by Councilman Baker, seconded by Councilman Swanson that
Mr. Funk Smotony, Building Inspector of the City of E1 Segundo, be
granted permission to attend the Building Officials Conference to be
held in Sacramento, October 12th to 15th, 1948, and that he be reimbursed
for his actual and necessary expenses in connection therewith, upon the
r41tag of a proper demand therefor, which shall be audited and approved
in the usual manner. Carried by the following vote:

Public Safety Commissioner Baker reported with reference to the
XattW of t'he construction of a pedestrian lane in Sepulveda Boulevard,
at W81=t Avenue, saying that he had been unable to make a personal invbs=
tigatim up to this time but that he had discussed the matter with Captain
DeBerry of Pal Segundo Police Department, who cuestioned the City's author-
ity to establ ", a cross walk in Sepulveda Boulevard, by reason of the
fact that said thoroughfare is a State High>lay. He requested action in the
matter be deferred until a later date, to enable him to make accurato dUter-
mination In the matter and to file his report with the Council. His said
request was granted by unanimous consent.
With reference to the dispo.ition of the suggestions and recommen-
dations of the City Planning Commission set forth in its resolution NO. 42
filed with •'iis Counci_ on September 8,1948, with reference to the adoption
of a policy which will serve to meet the practica -emerg Icy which exis t
with reference to the construction of garage buildings in connection with
single family residences, as presently required by Ordinance "io. 306 of the
City of E1 :Segundo, which matter had been referred to Commissioner Thompson
for investigation and recommendation, Mayor Selby reported at this time-
that Councilman Thompson who is unable to be present at this meeting had

infcrmtd him that he concurs in said recommendation of the Planning
Comieaion. The Council was polled by the Mayor and all approving the
report of Comissioner Thompson, as stated by the Mayor, it was, by
general consent, conceded that the City Clerk should call this matter
to the attention of the City Attorney so that he may prepare appropriate
legislation.
UNFINISHED BUSINESS.
P=T10ff FOR ACACIA AVENUE IMPROVEMENT.
The City Engineer reported that the petition for the improve-
ment of Acacia Avenue, between the West curb line of Eucalyptus Drive
and the Fast curb line of Pepper Street, represented 65.02 per cent of
the total area of the assessment district, as shown on the Plat attached .
to the petition.
Whereupon, Councilman Peterson offered and moved
the adoption of Resolution No. 954, entitled:

The City Engineer presented %plans, profiles, specifications and es-
timate for the grading, paving and construction of cement concrete curbs in
Acacia Avenue, between the West Curb L'.ne'of Eucalyptus Drive and the East
curb line of Pepper Street.
Whereupon, Councilman Peterson moved that said plans, profiles,
specifications and estimate be approved, which motion was seconded by
Councilmen Baker and carried by unanimous vote.
Councilman Peterson offered and moved the adoption of Resolution of
Intention No. 955 for the grading and paving with plant mix material., con-
struction of curbs and appurtenant work in connection therewith in Acacia
Avenue, between Eucalyptus Drive and Pepper Street, which motion was seconded
by Councilman Baker and carried by the following roll call vote:
Ayes: Councilmen Baker, Peterson, Swanson and Mayor Selby.
Noes: Councilmen None.

NEW BUSINESS.
Maym Selby had a copy of a special page on the Centennial which
the-$1 Seg%Ae Herald proposes to publish. He stated that inasmuch as the
City is epcagering the Centennial Fiesta, it seems that the City should
receive some publicity through the medium cf this special souvenir edition
of the $l'Segundo Herald.
Thereupon, it was moved by Councilman Swanson, seconded by
Councilman Peterson, that the City.subscribe for one page of advertising in
the Souvnr4- Vdi.tion of the El Segundo Herald, to be published during the
month of October, 1948, the cost of such advertisement not to exceed the
sum of $100.00.

Assistant City Engineer Charles yortz reported to the Council that
Earl Morgan has reauested that he be allowed to use his accumulated overtime
and asks that he mUht be absent from his duties from October 3d to October 16,
1948, inclusive.
Moved by Councilman Peterson, seconded by Councilman Baker that
Earl Morgan be allowed to use his accumulated overtime, and be absent, with
pay, from his duties from October 3d to October 16, 1948, inclusive.
Carried by the following vote.
Ayes: Councilmen Baker, Peterson, Swanson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilman Thompson.
No further business appearing to be transacted at this meeting, it was
