June 23, 1948.
A regular meeting of the City Council of the City of E1 Seg=do, California,
was held in the Council Chamber of the City Ull of said City on the above date,
having been called to order at 7:00 o'clock P. M. by William R. Selby, Mayor.
ROLL CALL,
Councilmen Present:. Peterson, Swameoa, Thompson and Mayor Selby.
Councilmen Absent: Baker.
READING OF MINUTES OF PREVIOUS !K8' IRG.
The minutes of the regular meeting hold on the 16th day of June, 1948, were
read. No errors or omissions being noted, it was moved by Councilman Peterson,
seconded by Councilman Thompson, the minutes of said meeting be approved as recorded.

WRITTEN COMMUNICATIONS.
Written communications, received from the persons, firms or corporations
hereinafter named, were read to the Council and were disposed of as indicated,
following reference to each hereinafter:
CALIFORNIA STATE DISASTER COUNCIL, dated June 10, 1948, advising that under
separate cover it was forwarding material which will be of assistance to the City
Council in establishing its local "Accredited Disaster Council" and urging that
favorable action be taken on the plan at the earliest possible date.
Mayor Selby stated that he and the City Clerk will get together at an
early date and try to work out some definite plan to present to the Council for
its consideration and this was agreeable to the Council members.

WALTER C. PETERSON, City Clerk, City of Los Angeles, dated June 18, 1948,
advising that in response to complaint presented by the City of E1 Segundo, con -
ceraing the encroachment of sand onto private property in said City of E1 Segundo
from the sand hills lying westerly of said City, the City Council of the City of
Los Angeles had adopted a report submitted by the Public Works Committee of said
City, in which the Waste Disposal Engineer had been instructed to consider the
matter of erecting a satisfactory sand barrier fence to correct the condition.

JOHN P. CARPENTER, dated June 21, 1948, being application for permit to occupy,
use and maintain a house trailer at 750 Virginia Street, E1 Segundo. Inasmuch as
this was a new application and the house trailer,-for which permit was applied for,
is not to be used in connection with the construction of a new dwelling at said
address, the Building Inspector recommended that the permit applied for be not granted.

It was thereupon moved by Councilman Peterson, seconded by Councilman
Thompson, that the application of John P. Carpenter, dated June 21, 1948, for
a permit to occWy, use and maintain a house trailer at 750 Virginia Street, E1
Segundo, be and'the same is hereby denied. Carried by the following vote:
Ayes: Councilmen Peterson, Swanson, Thompson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilman Baker.
SPECIAL ORDER OF BUSINESS.
The hour of 7:15 o'clock P. M. at this meeting, having heretofore been fixed
as the time and place for reception of bids for furnishing the City of E1 Segundo its
gasoline, oil, lubricants and liquid asphalts requirements for the period July 1,
,1948 to and inclusive of June 30, 1949, the Mayor announced the hour of 7 :14 o'clock
Po M. and stated that if any person in the Council Chamber desired to file bids for
furnishing said materials, they should do so inmbediately.
The hour of 7:15 o'clock P. M. having arrived, the Mayor declared the time
for receiving bids for furnishing the City of El Segundo, its gasoline, - -_oil,
lubricants and liquid asphalts requirements for the fiscal year ending June 30th,
1949, closed.
The City Clerk announced he had in his possession, in the same condition as
when received, three bids.
It was thereupon moved by Councilman Peterson, seconded by Councilman Thompson,
~the Council proceed to open, examine and publicly declare said bids. Carried.

The Council thereupon considered said bids, and it appearing from such con-
sideration, that the bid submitted by Union Oil Company of California is the lowest
bid submitted, it was moved by Councilman Thompson, seconded by Councilman Peterson,
that Resolution No. 942, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, AWARDING TO UNION OIL
COMPANY OF CALIFORNIA THE CONTRACT FOR FURNISHING
'SAID CITY WITH CERTAIN OF ITS PETROLEUM PRODUCTS
REQUIREMENTS FOR THE PERIOD BEGINNING JULY 1, 1948
AND ENDING JUNE 30, 1949, AT MIDNIGHT,
which was read, be adopted. Said motion carried and said Resolution was adopted by
the following vote:

WRITTEN COMMUNICATIONS - CONTINUED.
MRS. MARION A. SCHLIEFF, dated June 21, 1948, being application for renewal of
trailer permit at 1022 East MariposaAvenue. The Building Inspector having recommended
said permit be not granted but having made no further comment thereon, the application
was taken under consideration by the Council and referred back to the Building Inspector
for clarification as to his reasons for rejecting the permit.
ST. ANTHONY CEWCH, dated June 23, 1948, being application for permit to move a
frame building from its present location at 430 Concord Street, El Segundo, to a new
location at 538 Concord Street.
The Building Inspector having stated said building conforms to Building Ordinances
of the City of E1 Segundo, and having recommended the permit applied for be granted, it
was moved by Councilman Peterson, seconded by Councilman Thompson, the following
resolution be adopted:
RESOLVED, that St. Anthony Church be and it is hereby
granted a permit to move a frame dwelling from its present
location at 430 Concord Street, E1 Segundo, to a new location
at 538 Concord Street, in said City, subject to the following
conditions, to -wit:
1. That before such removal shall take place
permittee shall pay to the City of E1 Segundo
the requisite fees and shall make all necessary
deposits in connection therewith.
2. That said building shall be moved on rollers, or
other equipment satisfactory to the Street Super -
intendent of the City of E1 Segundo.
3. That the Police Department of the City of E1
Segundo shall be notified at least thirty minutes
in advance of the start of such removal operations,
so that police escort may be provided therefor,
if necessary.
4. That such removal and all operations related thereto
shall be prosecuted and completed to the satisfaction
of the Street Department and of the Police Department
of the City of E1 Segundo; and of the Building
Inspector of said City.
The foregoing resolution was adopted by the following vote:
Ayes: Councilmen Peterson, Swanson, Thompson and Mayor Selby.
Noes: Councilmen None.

REPORTS OF OFFICERS AND SPECIAL COMMITTLES.
The City Clerk reported receipt from the Department of Public Works of the
City of Los Angeles, of copies of its Invoice No. 9498, showing balance in Assigned
Funds and Deposited Funds to the credit of the City of E1 Segundo, in connection
with construction of Sewage Treatment Plant at Hyperion Outfall Sewer, one copy of
which invoice he delivered to each the City Engineer and the City Attorney.
The City Attorney reported that the City Clerk, the Building Inspector and
said City Attorney had met this date and together had worked out a form of "Application
For Annual Comprehensive Permit" for use in connection with Annual Comprehensive
Permits which might be issued under the provisions of the Building, Plumbing and
Electrical Codes of the City of E1 Segundo.
The City Attorney at this time delivered to the City Clerk farm of letter
he had prepared for use in connection with encroachment upon private property at
the Southwest corner of Grand Avenue and Whiting Street, for placement of a public
bench seat.
City Attorney Woodworth also delivered to the City Clerk for execution by
all parties concerned, forms of contract between the City of El Segundo and Oswald
Bros. for performance by said Company of certain street improvement work.
