An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City, on the above date, having been called to order at 7:00 o'clock P. M. by William R. Selby, Mayor. KO) &off9_1 a6 Councilmen Present.- Baker, Swanson, Thompson and Mayor Selby. Councilmen Absent: Peterson. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 28th day of July, 1948, having been read, and no errors or.omissions having been noted, it was moved by Councilman Baker, seconded by Councilman Thompson, the minutes of said meeting be approved as recorded. Carried. By general consent the regular order of business was dispensed with. City Engineer Hutchins filed with the Council proposals received from the engineering firms of Perliter & Soring; goebig and goebig; Associated Engineers; Holmes & Narver and Lippincott and Rowe, for performing engineering services to determine the size of pipe, kind of material and the most advantageous route for trunk line water main or mains to deliver water to all parts of the City of E1 Segundo from its turnout on the main feeder line of the Metropolitan Water District at the intersection of Manhattan Beach Avenue and Redondo Avenue, Manhattan Beach, California, and to make other essential engineering determinations in connection therewith. For the guidance of the Council he prepared a recapitulation of all of said proposals, which the Council proceeded to study and consider. Following such consideration, it was moved by Councilman Baker, seconded by Councilman Swanson, the following resolution be adopted: WHEREAS, this Council has received a communication and offer from Lippincott and Rowe, in words and figures as follows: "July 26, 1948. To the Honourable City Council E1 Segundo, California Gentlemen: Your City Engineer, Mr. R. T. Hutchins, has handed this office a memorandum of engineering service required for the preparation of a report with preliminary plans and cost estimates cf the facilities required to join your -1- S 2.51 municipal water system with the proposed extension of the distribution system of the Metropolitan Water District of Southern California and your Honourable Body has re- quested us to submit a proposal for such services. The items to be covered by the initial report are as follows: 'Item 1 (a) To determine the proper size, kind of material, and most advantageous route of a trunk -line water main or mains to deliver water to all parts of the City of El Segundo from its turnout on the main feeder line of the Metropolitan Water District at the intersection of Manhattan Beach Avenue and Redondo Avenue, Manhattan Beach, California. (b) To determine whether or not a pumping station will be necessary on said water main to provide the consumers in E1 Se- gundo with adequate water pressure for domestic, industrial, and fire uses, and to determine the capacity and location of said pumping station. The Metropolitan Water District expects the head on its main feeder terminus at Manhattan Beach Avenue and Redondo Avenue to be 280 feet. (c) To determine the cost of said trunk -line water main or mains and appurtenances, and assist the City Council in presenting to the electors of this City a bond issue to pay the costs of the construction of said works. (d) To develop an adequate system for the dis- tribution of water to all parts of Sections 18 and 7 in said city, showing size and location of mains, valves, fire hydrants, etc. It is not the intention of the City Council to cause to be constructed at the present time any portions of this system but to have on file approved plans of a system, all or any portion of which may be constructed in said Sections 18 and 7 when the industrial development in these sections demands. (e) To furnish to the City Council two copies of a report and recommendations of the above - mentioned items and any other facts which will enable said Council to plan and finance the trunkline water mains and appurtenances herein contemplated.' We will be pleased to undertake this assignment, however as I explained to Mr. Hutchins over the phone, due to the pressure of other work and scheduled vacations of our employees, we will be unable to start intensive work on this investigation before -2- S 2-52 August 10, 1948. We would, however, expect to complete the investigations and file our written report by September 15, 1948. At our recent meeting with your Honourable Body it was understood that all negotiations for the acquisition for the necessary rights of way would be done by the City at its own expense. Within a few days after our employment, we could submit to the City a tentative location of the proposed rights of way in order that no delay would result in these negotiations. There are also certain data which we would require from your water department records which we could outline and the water department employees could be compiling prior to the time we start active work. For these services, our fee would be $2500.00, payable within 30 days after the filing of our report. We do not anticipate any detailed field surveys would be required in connection with the preparation of this report, however, if such surveys are necessary, they could be made either by the City forces under our direction at the expense of the City or we could make such surveys charging the City the actual cost thereof plus 25% to cover our overhead expenses. These costs would be in addition to the fee above named. With regard to our charges for additional engineering services in connection with the preparation of plans and specifications for the required improvements and the supervision and inspection of the construction of said works, we are not prepared at this time to submit a pro- posal, however, we can state that our charges for such services will not be in excess of the recommended fees of the American Society of Civil Engineers 'for professional services on Federal and Federal Aid projects undertaken as an aid to industrial recovery or to relieve unemployment' as approved by the Board of Direction April 3, 1935• Thanking you for your kind consideration of this office In connection with this important work, we are Respectfully yours, Engineering Offices of LIPPINCOTT AND ROWE By Alan Rowe AR:pl Alan Rowe AND, WBEREAS, this Council has further compared the above quoted communication and offer with other offers from various engineering firms for performance of the services referred to in said above quoted communication and after reviewing all of the same, feels that the offer of said Lippincott and Rowe, above set forth, is the offer which the said Council, after such consideration, desires to accept; NOW, THEREFORE, BE IT RESOLVED, that the offer of S 253 said Lippincott and Rowe to furnish the City of E1 Segmido with the engineering services referred to in said above quoted cammmunication, at the compensation and upon the terms as set forth in said fifer be and the same is hereby accepted by and on behalf of the City of E1 Segundo and that said City does hereby according- ly employ said Lippincott and Rowe to perform the services for said City referred to in and contemplated under the said offer of said Lippincott and Rowe for the compensation therein set forth, payable as therein indicated; AND, BE IT FURTHER RESOLVED, that the City Clerk be and he is hereby authorized and instructed to forward to said Lippincott and Rowe a certified copy of this resolution as evidence of such acceptance and that the said offer and this acceptance thereof shall be and constitute the contract or agreement between said City and said Lippincott and Rowe for the rendering of the services contemplated in said offer. Moved by Councilman Thompson, seconded by Councilman Baker, that Resolution Noe 946, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL S'EGUNDO, CALIFORNIA, AMENDING RESOLUTION No. 916 OF SAID COUNCIL AND THE "SCHEDULE OF COMPENSATION FOR THE VARIOUS OFFICERS, DEPARTMENT HEADS AND EMPLOYEES OF THE CITY OF EL SEGUNDO, CALIFORNIA ", SET FORTH IN SAID RESOLUTION, BY . AKKNDING PARAGRAPH (A) OF SUBDIVISION 3, ENGINEERING DEPARTMENT OF SAID SCHEDULE; PARAGRAPH (A) OF SUBDIVISION 6, POLICE DEPART- MENT OF SAID SCHEDULE; PARAGRAPHS (A), (B) AND (C) OF SUBDIVISION 8, STREET DEPARTMENT OF SAID SCHEDULE AND BY ADDING A NEW SUBDIVISION DESIGNATED AS "SUBDIVISION 8.1, MOBILE EQUIP- MENT DEPARTMENT" TO SAID SCHEDULE, which was read, be adopted. Said motion carried and said Resolution was adopted by the following vote: Ayes: Councilmen Baker, Swanson, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilman Peterson. Moved by Councilman Thompson, seconded by Councilman Baker, the following resolution be adopted: -4- 254 RESOLVED, that effective on the respective dates herein- after set forth opposite their respective names, the following persons shall be and they are hereby respectively appointed to the following respective offices or positions in the service of the City of El Segundo, to wit.- (a) Charles E. Lortz - City Engineer - Midnight July 31, 1948, to receive the compensation or pay provided for said office or position in the .salary resolution (No. 916 of said City, as amended); (b) Charles E. Lortz - Water Superintendent - Midnight, July 31, 1948; (c) Arthur R„ Gunn - Street Superintendent - Midnight, July 31, 1948, to receive the compensation or pay provided for said office or position in the salary resolution (No. 916 of said City, as amended); (d) Charles Eo Lortz .- Asst, Street Superintendent - Midnight, July 31, 1948; (e) E. J. Grow - Superintendent, Mobile Equipment Department - Midnight, July 31, 1948, to receive the compensation or pay.provided for said office or position in the salary reso- lution (No. 916 of said City, as amended); (f) Thomas Bo DeBerry - Chief of Police - Midnight, September 15, 1948, to receive the compensation or pay provided for said office or position in the salary resolution (No. 916 of said City, as amended; AND, BE IT FURTHER RESOLVED, that each of said appointees shall hold his respective office or position hereinabove mentioned at or during the pleasure of the City Council of the City of E1 Segundo. Consideration then was given to the adoption of an ordinance creating a Disaster Council and after consideration of the report of City Clerk McCarthy on the subject, filed with the Council July 28, 1948; Councilman Baker introduced Ordinance No. 336, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, RELATING TO DISASTERS; MAKING PROVISION FOR THE ORGANIZATION AND FUNCTIONING OF A DISASTER ORGAN- IZATION AND COUNCIL; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH, -5- :AAW S 255 Which was read.
