A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of the City Hall of said City on the above date,
having been called to order at 7:00 o'clock P. M. by Wi -Iliam R. Selby, Mayor.
ROLL CALL.

READING OF KENTUTES OF PREVIOUS MEETING.
The minutes of the regular meetino'held on the 11th day of February,
1948, having been read, and no errors or emissions having been noted, it was
moved by Councilman Peterson, seconded by Councilman Skelley, the minutes of said
meeting be approved as recorded, Carried.
WRITTEN COMMUNICATIONS.
GAIL BORDEY BRACKE.EuNT, dated January 8, 1948, being an application for
an automcbile for hire driver's permit.
Application havinb been approved by the Chief of Police who recommended
granting of the permit applied for, it was moved by Councilman Baker, seconded
by Councilman Peterson that the following resolution be adopted:

of the City of El Segundo, California, and pursuant to application
for Automobile for Hire Driver's Permit, l

be suspended by the Chief of Police of the City of El Segundo at
any time in his discretion, or may be revoked by this Council at
any time in its discretion, and that such suspension or revocation

notice and without liability on the part of the City of El Segundo
or any of its officers, employees, agents or representatives.

VLRGIL LEROY ALL21, dated January 12, 1948, being an application for
an automobile for hire driver's permit.
Application having been approved by the Chief of Police who recommended
the permit applied for be granted, it was moved by Councilman Thompson, seconded
by Councilman Peterson that the following resolution be adopted:

RESOLVED, that subject to the provisions of Ordinance No. 283
of the City of E1 Segundo, California, and pursuant to application
for Automobile for Hire Driver's Permit, presented this Council
this date, the said application is hereby ordered filed in the office
of the City Clerk for the purpose of identification and reference,
and which application by this reference is incorporated herein and
made a part hereof, Virgil LeRoy Allen is hereby granted a permit to
drive, operate or be in charge of any passenger carrying or motor
propelled vehicle defined in said ordinance; provided, however,
that the permit hereby granted may be suspended by the Chief of Police
of the City of E1 Segundo at any time in his discretion, or may be
revoked by this Council at any time in its discretion, and that such
suspension or revocation may be so ordered and made at any time,

KENT ANIIIS, Cubmaster, Cub Scout Pack 268C, dated February 17, 1948,
extending an invitation to the members of the City Council to be the Scout's
guests et their first annual Fathers and Sons banquet to b e held in E1 Segundo
Rose Bowl Banquet Hall, February 25, 1918, at 6:15 P.M. The communication
was ordered filed, after each of the Councilmen expressed his intent to be
present on the date mentioned.
FRANK A BOOTH, dated February 18, 1948, being a request for a permit
to erect a tent on his property at the northwest corner of Franklin Avenue and
Standard Street, - Segundo, for the purpose of storing construction materials
while a building is in process of erection at said location.
Moved by Councilman Skelley, seconded by Councilman Peterson that
Frank A. Booth be and he is hereby granted permission to erect a tent on his
property at the northwest corner of Franklin Avenue and Standard Street,within
the City of E1 Segundo, upon the following conditions, to wit:
1. That this permit is temporary only, may be revoked by the
City Council at any time in its discretion, without cause, without
notice and without liability.
2. That the tent at no time during the term of this permit shall
be occupied for human habitation, and shall be used for storage
purposes only, of construction materials for use on the premises.
3. This permit shall become void by lapse of time, April 21, 1948.
The _foregoing motion was unanimously carried.-
PATRICK ED,IO *1D TIOLYNEUX, dated February 17, 1 -948, being an application
for employment by the City of E1.Segundo. Ordered filed.
:EST BASIN IAT!2 ASSOCIATION, dated February 16, 1948, advising of the
assessment levied against members of the Association by the Board of Directors
thereof, at its regular meeting held February 12, 1943, and transmitting there-
with, bill for the assessment against the City of El Segundo, amounting to
$147.46. Ordered filed.

SOUTHERN CALIFORNIA GAS COMPANY, dated February 17, 1948, being an
application for a permit to install bas main, as per sketch numbered IWO
52802,(not attached to application but retained in office of City Engineer)
and to remove existing 811 gas main.
Said application was filed on form "Application For Fermit to (Mccavate)
(Place Material) in Public Street ", Cit;* f El Segundo Form 36, and not upon
form of application prescribed for use in suc!7-carez under the provisions of
resolution No. 427 of the City Council of the City of L'1 Segundo.
Assistant City Engineer Lortz explained to the Council the Gas Company's
intentions with respect to the removal of certain portions of an existing gas
transmission line in El SeTando Boulevard, the installation of additional new
lines contemplated as indicated upon the sketch referred to, which is a re —'
vision of a sketch formerly submitted by said Southern California Gas Com-)any,
and which revised sketch had the approval of City Engineer Hutchins.
Following discussion, it was moved by Councilman Peterson, seconded by
Councilman Baker that Southern California Ge.s.Company be and it is hereby
granted permission to install a gas main and to remove an existing 8" gas main
in E1 Segundc Boulevard, between the westerly property line of Sepulveda
Boulevard and a point approximately 106 feet westerly of the- westerly property
line of Eucalyptus Drive, all in accordance with this application therefor,
No. 1145, dated February 17, 1948, now on file in the office of the City Clerk
and-in accordance with said Gas Company's drawing No. GWO 52802, on file in
the office of the City Engineer, provided:
1. That in due course,application in form prescribed by Resolution
No. 427 of the City of a Segundo,be completed by said Company
and filed with the City Clerk, to be attached to the application
hereinbefore referred to.
2. Provided further, that all other work to be done pursuant to
the permit hereby granted shall be prosecuted and completed in
accordance With the representations made in said application and
as shown in said plan No. GWO 52802, and to the satisfaction of
the Street Superintendent and the City Engineer of the City of
E1 Segundo; and,
3. That any public streets or other public property which may be
removed or damaged'by reason of such proposed installation
shall be restored to the condition in which it existed prior to
such installation or the undertaking thereof, at the sole cost
and expense of said Southern California Gas Company.
The foregoing motion carried by the following vote:

ORAL COPSIMNICATICNS.

REPORTS OF STANDING COVVITTEES,
Public Works Commissioner Feterson reported to the City Council that
on February 12, 1948, he and the City Clerk attended a meeting of the West
Basin 'water Association at Inglewood, California, and he further reported in
detail orally as to what occurred at,said meeting.

REPORTS OF CFF ICERS AT; D SPECIAL COT01ITTEEE.S .
City Clerk McCarthy informed the Council that a communicat?on from
Harry E. Welch, District Manager of Southern California Edison Company,
advises that in the near future a representative of Southern California
Edison Company will call upon the City to survey its electrical equipment
for the purpose of determining which appliances or devices are frequency -
sensitive, so that proper adjustments may be made at the time that elec-
trical current is changed from 50 to 60- cycle.
The City Clerk expressed the opinicn that the Council should delegate
one of its officers to make a survey in advance of the visitation of the
Edison Companyts representative, to insure against overlooking any electrical
apparatus or devices which may need cycle - changing, and also to save time
when the Ldison Company's surve :r begins.
Thereafter, it was moved by Councilman Peterson, seconded by Councilman
Thompson that the matter of making a surve;- of the hlectrical Equipment or
Devices of the City of E1 Segundo be referred to the Cit- Engineer, who shall
contact all department heads of the City of El Segundo for the purpose of
tabulating all electrical machines or devices in use by the City of El Segundo
throughout its plant, for the purpose of cycle - changing, when the appropriate
time arrives. Carried.
City Clerk 14'cCarthy reported receipt from the Department of Public
;,orks of the City of Los Angeles, of its financial progress report No: 18,
concerning Hyperion Activated Sludge Plant, showing the City_of El Segundo
funds balances unexpended as of February 16, 1948. He further stated that
he had delivered one copy of the report to the City Engineer and to the
City Attorne-- for their respective files.
Public Safety Commissioner Baker reported, nursuant to assignment made
at.the last regular meeting of this Ccancil,that.he had made a survey of
parking conditions on Loma Vista Street, between Crand Avenue and Franklin
Avenue, tirithir. the City of E1 Segundo, and that he is not satisfied that
prohibiting parking on one side of the street is the prover treatment of
the condition,complained of. He requested more time for investigation,
w.".ich the Council granted and he was requested to include in his further
survey and report some recommendations with respect to parking on West
Franklin Avenue, between Richmond and Main Streets
None.

Mayor Selby, pursuant to the provisions'of Ordinance No. 300 of the City
of El Segundo, announced the appointments of Roy E. Dulin, Sr., and (firs.)
Catherine Hanscn� as members of the Planning Commission of the City of El Segundo
for the full term of four years, to succeed themselves as such commissioners when
their present terms expire February 22, 1948.
Thereafter, it was moved by Councilman Skelley, seconded by Councilman
Peterson, that the appointments by the Mayor of the City of El Segu_•do of
Roy E. Dulin, Sr. and(Mrs.) Catherine Hanson, as members of the Planning
Commission of the City of El Segundo for the full term of four years, beginning
February 22, 1.948, be and the same is hereby ratified, approved and confirmed.

Councilman Skelley expressed the desire than an effort be made to
have a Deputy* Registrar of Voters stationed at n Segundo Post Office or
vicinity, for the purpose of registering persons residing in the community
not now registered to vote.
The City Clerk supplied the names of four deputies residing in the
com= unity. and it was recommended that '.`sir. Skelley communicate with one or
more of these, in an attempt to have his wishes fulfilled.
Councilman Skelley informed the Council that he intends to leave the
State of California, February 20, 1948, and to remain out of the State
until the evening of February 23d, and requested the Council's permission
so to do.
Moved by Councilman. Peterson, seconded'by Councilman Thompson that
Councilman Willard J. Skelley be and he is hereby granted permission to
absent himself from the Cit -. of El Segundo and from meetings of the City
Council of said City, and from the State of California, February 20th to
February 23, 1948, both dates inclusive. Carried.
Councilman Skelley expressed the belief that side yard requirements
in residential districts, as specified in Ordinance No. 306 of the City of
E1 Segundo (Zoning Ordinance) are more rigid'than necessary and he feels
that the ordinance should be amended so as tb eliminate the 10% requirement,
as expressed in Section 4, Paragraph D, and Section 6, Paragraph D, and the
substitution therefor of a rrinimum'side yard requirement of three feet.
After discussion, it rras moved by Councilman Thompson, seconded by
CounciL-nan Skelley that the matter of amending Ordinance No. 306 of the City
of E1 Segundo, so as to reduce the residential side yard requirement from
10% of the :ridth of the lot., to a width of not less than three feet, be
referred to the Planning Commission of the City of El. Segundo, with the
request that it study the matter and make its recommendations with reference
thereto to this Council. Carried.
City Clerk McCarthy informed the Council of his need for a calculating
machine, stating that he had investigated various makes and had demonstrations
thereof, and recommended the purchase of a Remington Rand Calculator.
Following discussion, it was moved by Councilman Skelley, seconded by
Councilman Thompson that the Cite Clerk be authorited to purchase a Remington
Rand Calculating Machine, at a cost of not to exceed 1447.75, plus California
State Sales Tax. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby.
Noes: Councilmen None.
Absent: Councilmen None.
