A regular meeting of the City Council of the City of E1 Segundo,
California, was held in the Council Chamber of the City Hall of said City,
on the above date, having been called to order at 7:00 o'clock P. M. by
William R. Selby, Mayor.

READING OF MINUTES OF PREVIOUS M7ETING.
The minutes of the regular meeting held on the 4th day of February, 1948,
having been read and no errors or omissions having been noted, it was moved
by Councilman Peterson, seconded by Councilman Baker, the minutes of said
meeting be approved as recorded. Carried.

CITY PLANNING COYXISSICN, dated February 11, 1948, transmitting therewith
copy of its resolution No. 24, disapproving the application of Vahram and
Yevnige Ouzounian fora variance, respecting the west 44 feet of the east 90.03
feet of the north 125 feet of Lot 2, Block 98, El Segundo. Ordered filed.
H. V. OUZOUNIAN, dated February 10, 1948, being an appeal from the decision
of the City Planning Commission, denying his application for a variance respect-
ing the west 44 feet of the east 90.03 feet of the north 125 feet of Lot 2,
Block 98, E1 Segundo.
Moved by Councilman Skelley, seconded by Councilman Baker, the following
resolution be adopted:
v?HEREAS, there has been presented to this Council the appeal
of H. V. Ouzounian from the decision of the City Planning Commission
of the City of El Segundo, as recited in its Resolution No. 24,
adopted on the 9th day of February, 1948, in the matter of the appli-
cation of Vahram and Yevnige Ouzounian for a variance respecting the
west 44 feet of the east 90.03 feet of the north 125 feet of Lot 2,
Block 98, E1 Segundo;
AND, WHEREAS, it now becomes the duty of the City Council of
the City of E1 Segundo to set the matter of said appeal for hearing
before said Council;
NO?i, THEREFORE, BE IT RESOLVED, that the matter of said appeal
be set for public hearing before the City Council of the City of
E1 Segundo, in the Council Chamber in the City Hall of said City, in
said Cit -7, on Wednesday the 3d day of March, 1948, beginning at the
hour of 7:00 o'clock P. M. of said day.
AND BE IT FURTHER RESOLVED, that the City Clerk be and he
is hereby authorized and instructed to give notice of said hearing
in time, form and manner as required by law.

COUNTY SANITATION DISTRICTS OF LOS ANGMES COUNTY, by A. M. Rawn
Chief Engineer and General Manager, dated February 10, 1948, acknowledging
receipt of copy of the Councilts resolution requesting said County Sani-
tation District to design and construct a certain sewer within the City
of El Segundo, and stating that following concurrence by the appropriate
Board of Directors, the project will get under way. Ordered filed.
COUNTY OF LOS ANGELES, HEALTH DEPAR=TT, dated February 10, 1948
advising of the termination of the rabies quarantine, effective as of
February 10, 1948. Ordered filed.
JOHN LARS AADNESEN, dated February 4, 1948, being application for
auto -obile for hire driverts permit. The granting of the permit having been
recommended by the Chief of Police, it was moved'by Councilman Baker,
seconded by Councilman Thompson, the following resolution be adopted:
RESOLVED, that subject to the provisions of Ordinance No.
283, of the City of EL Segundo, California, and pursuant to
application for Automobile for Hire Drivers Permit, presented'
this Council this date, the said application is hereby ordered
filed in the office of the City Clerk for the purpose of iden-
tification and reference, and which application by this refer-
ence is incorporated herein and made a part hereof, John Lars
Aadnesen is hereby granted a permit to drive, operate or be in
charge of any passenger carrying or motor propelled vehicle
defined in said ordinance; provided, however, that the permit
hereb -,, granted may be suspended by the Chief of Police of the
City of. Segundo at any time in his discretion, or may be
revoked by this Council at any time in its discretion, and that
such suspension or revocation may be so ordered and made at any
time, without cause, without notice and without liability on the
part of the City of E1 Segundo or any of its officers, employees,
agents or representatives.
Carried by the following vote:

LOS ANGELES COUNTY DIVISION, LEAGUE OF CALIFORNIA CITIES, dated
February 5, 1948, announcing the holding of its regular monthly meeting at
Whittier, California, February 19, 1948. Ordered filed.
PACIFIC ELZCTRIC RAIL`S Y COMPANY, dated February 9, 1948,
captioned 'IF-ile: 323.2 (1820)" transmitting in duplicate, Highway Easement
across a portion of its right of way adjacent Eucalyptus Drive and Grand
Avenue, within the City of El Segundo, heretofore requested by the City.
Moved by Councilman. Skelley, seconded by Councilman Baker that
the following resolution be adopted:
RESOLVED, that a copy of that certain Highway Easement submitted
by Pacific Electric Railway Company, Los Angeles, California, to the
City of E1 Segundo, be placed on file in the office of the City Clerk
and that said Grant of Highway Easement so on file, be and the same
is hereby referred to and by this reference incorporated herein and
made a part hereof; •,
AND, BE IT FURTHER RESOLVED, that the City Council of the Cite of
E1 Segundo, Califcrnia, does hereby approve the said Grant of Highway
Easement and does hereby authorize and direct the Mayor of the City of
E1 Segundo to execute the same on behalf of the said City and in its
name and the City Clerk to attest the same and make delivery of an
executed copy thereof in due course to said Pacific Electric Railway
Company;
AND, BE IT FURTHER RESOLVED, that the said Grant of Highway
Easement as so executed by both the Pacific Electric Railway Company
and the said City of El. Segundo, be and the same is hereby accepted
by the City of El Segundo, and that the City Clerk be and he is
hereby authorized and directed to cause the original Grant of Highway
Easement to be recorded in the office of the recorder of Los Angeles
County.
The foregoing resolution was adopted by the following vote:

ORAL COIWNICATIONS.
M: -o Edward Cote, residing in the 200 Block of Loma Vista Street,
within the City of El Segundo; informed the Council that the said Loma Vista
street is very narrow; that frequently- automobiles are parked sol,dly on
both sides of the street; that on such occasions it is practically impossible
for residents to drive their automobiles from the street into their garages
and that in event of emergency, it would be extremely difficult for emergency
vehicles to proceed on said street, between Franklin Avenue and Grand Avenue.
?r. Cote asked that some measures be taken to correct the situation.
By general consent the matter was referred to the Commissioner of
Public Safety nd the Chief of Police for investigation and report.

REPORTS OF STANDING COPS "ITTEES.
REPORTS OF OFFICERS r'.ND SPECIAL COM11ITTEES,
City Clerk McCarthy informed the Council that on Monday of this week
Captain G. L. P. Stone of 730 Vista Del Mar, Playa Del Rey, whose telephone
number is Santa Monica 66801, and who is President of the Civic Union of Playa
Del Rey, had requested that the City of El Segundo• have representation at a
hearing before the Count -r Regional Planning Commission and the Board of Super-
visors of Los Angeles County, to be held in Patriotic Hall, Los Angeles Feb-
ruary 18, 10,48, at 2:00 o'clock P. M. on said day, respecting application
pending before the Planning Commission-for a change in Zoning Ordinance affect-
ing the property lying between Washington Boulevard and Manchester Avenue and
westerly of Lincoln Boulevard, partly within the City of Los Angeles and partly
within Los Angeles County. He expressed the belief that if the existing Zone
classification is changed from agricultural to manufacturing, the plans for
development of the area as a yacht harbor and public play ground will have to
be abandoned.
By general consent the City Clerk was requested to call the matter
to the attention of Mr. L. A. Allen, Chairman of El Segundo City Planning
Commission, in the hope that he might find it convenient to attend said hearing
and represent the City of El Segundo thereat.
City Clerk McCarthy informed the Council that numbers of city employees
are affiliated with the Ross -Loos Medical Group and with the Blue Cross Hospital
and Surgery Plan, and that they are desirous the Council take action authorizing
monthly pay roll deductions for their dues in said organizations.
Following discussion -and counsel vith the City Attorney, it was moved
by Councilman Thompson, seconded by Councilman Baker, the following resolution
be adopted:

V1HEREAS, this Council is presently informed that a large
percentage of the officers and employees of the City of E1 Segundo
desire to take membership in the following Hospital and Medical
Plans, which currently are offering services to municipal employers
and employees, to wit: Ross -Loos Medical Group and Blue Cross
Hospital and Surgery Plan;
AND, WHEREAS, this Council is further informed that it is the
desire of said officers and employees that the premiums to be paid by
them as membership of such plans, or either of them, should be de-
ducted from their respective monthly compensations and for•varded dir-
ectly to the collecting officers of said respective plans;
rJOiv, THEREFORE, be it resolved by the City Council of the
City of E1 Segundo, California, that pursuant to the authority so to
dc, as provided in the laws of the State of California relating to
such matters (Deering General Laws of California, 1944 Edition,
Act 3725) as amended, deductions may be made from the amounts pay-
able to such respective officers and employees who may desire to
enter said respective plans or either of them, for the purpose of
paying the premiums.or charges incident to such membership of
participants on their respective parts, and that the officers of
tho City of E1 Segundo charged with the preparation of pay roll deduc-
tions are hereby authorized to make such deductions on such
warrants when required so to do in writing by the respective payees
thoreof as contemplated in said laws of said State; provided, how-
ever, that as a further requirement,•in the event any of such officers
or employees is a married person, then and in that event, the con-
sent or request for such deduction shall be signed by both spouses.
The foregoing resolution was adopted by the following vote:

City Attorney Bloodworth reported having examined certain specifications
covering lighting fixtures for E1 Segundo Public Library and certain specifications
covering the furniture for said library, which he approved as to form, and delivered
to the City Clerk. He also delivered to the City Clerk a form of notice to bidders
on lighting fixtures and library furniture for El Segundo Public
Library for presentation to the City Council at the proper time for its further
action.
Mayor Selby informed the Coun ^.il that from information he has received
since the last meeting of the Council, it is quite certain that the Freedom Train
now touring the nation will not pay a visit to this South Bay Area.
UNFINISHED BUSINESS.
In the matter of the appeal of Nathaniel M. Taylor, et al from an order
of the City Planning Commission, denying his application for a variance affect-
ing lots 19, 20 and 21, block 60, El Segundo, including certain structural
changes to the existing building, situated on said lots, now pending before this
Council.
City .Attorney Woodworth reported having checked all available references
and having consult--d certain authorities for the purpose of'determining what,
in law,is interpreted as a structural change. From his investigations he
stated he felt that the work proposed to be done by Mr. Taylor,-as set forth
in his application for a variance, constitutes a structural change, and
therefore, would be in violation of the provisions of Ordinance No. 306, the
Zoning Ordinance of the City of E1 Segundo.

Councilman Skelley thereupon moved that the action of the City
Planning Commission in the matter of the Application of Nathaniel M.
Taylor, et al, as set forth in its Resolution No. 17, entitled:

file and referred to and incorporated herein and made a part hereof be
conditionally granted to the follc.;ing extent only:
Mr. Taylor be allowed to enclose the presently unenclosed por-
tion of the building, the subject of the application for variance now
under consideration, and to install doors - -(' w,_ndows therein and to
construct a stoop for purposes of access,any and /or all other reouests men-
tioned in said application being hereby d-enied. This motion was seconded by
,,cuncilman Baker.

- It was then moved by Councilman Thompson, seconded by Councilman
Feterson, the following resolution be adopted:
WHEREAS, as required by law and the provisions of the
Zoning Ordinance of the City of E1 Segundq, this Council has
duly and regularly conducted a public hearing, after due
notice given in the appeal of Nathaniel M. Taylor, et al,
from the decision of the City Planning Commission of the
City of El Segundo, as expressed in its Resolution No. 17,
entitled "Disapproval by the City Planning Commission of
the request of Nathaniel M. Taylor for a Zone Variance to
permit the enlargment of an existing plumbing shop in an
R -1 Zone, at 403 - Eucalyptus Drive, E1 Segundo, California ",
adopted on the 24th day of November, 1947;
AND, W`HMEAS, said Council has carefully reviewed all
evidence, both oral and documentary, submitted at said hear-
ing, and has reached its decision with reference to said
matter as hereinafter set forth;
11017, Ti�EFORE) BE IT RESOLVED by the City Council of the
City of El Segundo, California, as follows:
1. That said Council does hereby make the same findings
and determinations w=th reference to the application of said
applicant as were rude by the City Planning Commission of said
Citv and as set forth in its Resolution No. 17, which is hereby
referred to and by this reference made a part hereof;
2. That said Council does hereby sustain the findings,
determinations and action of said City Planning Commission
with reference to said application.
3. That said Council, in view of the foregoing recitals,
findings and determinations does hereby deny the said appli-
cation of said applicant and does hereby deny the said appeal
of said applicant.
The foregoing resolution was adopted by the following vote:

NEW BUSINESS.

Councilman,,4a4ei► called attention to the fact that the electrical
energy for lighting the Christmas Tree during the holiday season, at
Grand Avenue and Main Street, was furnished by Ira E. Escobar and that,
to date, Mr. Escobar has not submitted a bill therefor.
Thereupon it was moved by Councilman Peterson, seconded by Councilman.
Thompson that the City Clerk be directed to prepare and present to this
Council in appropriate form, a demand for compensating Ira E. Escobar for
electrical energy used by the City of E1 Segundo from Mr. Escobar's garage
electrical service lines during Christmas Holidays. Carried by the
following vote:
Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby.

There was read to the Council a form of notice to bidders on
lighting fixtures and library furniture for El Segundo Public Library,
after which reading, it was roved by Councilman Baker, seconded by
Councilman Skelley that that certain notice to bidders on lighting
fixtures and library furniture for E1 Segundo Public Library, presented
this Council this date, be approved, that a copy thereof be ordered
filed in the office of the City Clerk and that the City Clerk be author-
ized and directed to cause the said notice to be published in the
E1 Segundo Herald, in time, form and manner as required by law.
Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Skelley, Thompson and
Mayor Selby.
Noes:' Councilmen Mone.
Absent: Councilmen None.
At this point, Commissioner of Public Safety Baker, informed the
Council that Fire Chief Farrar had appointed Mr. George Primrose, a
member of the volunteers of El Segundo Fire Department, and he recommended
approval thereof.
Thereafter, it was moved by Councilman Skelley, seconded by Councilman
Tho7 pson that the appointment of George J. Primrose as a volunteer member
of E1 Segundo Fire Department by'Fire Chief Farrar, be and the same is hereby
ratified, approved 9.nd confirmed. Carried.
Commissioner of Public Safety Baker informed the Council that
Engineer Ben Jones of Manhattan Beech Fire Department has just concluded a
Red Cross First Aid Training Course for the members of the El Segundo Fire
Department, that twenty -one per7c)r_s passed the exam- nations and qualified
as Advanced First Aid Men, and that certificates will be presented these
members of E1 Seg.indo Fire Department within a short time. He recommended
that Engineer Ben Jones and Chief Ross Swain of Manhattan Beach Fire Depart -
ment be sent a letter of thanks for their services and eensideration given
the City of E1 Segundo in connection with the First Aid Training, without
cost to the City cf El Segundo.
Thereafter, it was moved by Councilman Peterson, seconded by
Councilman Thompson, and unanimously carried, that the City Clerk be dir-
ected to address an appropriate dommunication to the persons named and
on the subject referred to in the paragraph next above.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Skelley, seconded by Councilman Thompson, the
meeting adjourn. Carried.
