A regular meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City.Hall of said
City on the above date, having been called to order at-7, ;00 otclock P. M.
by the City Clerk, the Mayor being absent.
Moved by Councilman Thompson, seconded by Councilman Swanson, that
Councilman Peterson be appointed Mayor pro tem. Carried.
Councilman Peterson thereupon assumed the duties of the Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 22nd day of December,
1948, having been read, and no errors or omissions having been noted, it
was-moved by Councilmen Thompson, seconded by Councilman Swanson, the minutes
of said meeting be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
Written communications, received from the persons, firms or corporations
hereinafter named, were read to the Council and were disposed of in the
manner indicated, following reference to each hereinafter:.
MRS. GRACE SMiITH, undated, extending sincere thanks for the wonderful
cooperation received from the Police Department when it became necessary to
take Mr. Smith to the Centinela Hospital. Ordered filed.
RICHARD S. BOYLE and others, Petition (And Waiver) for the Opening of a
Public Street easterly and westerly through Block 114, EI..Segundo.
Moved by Councilman Thompson, seconded by Councilman Swanson, the following
resolution be adopted:
WHEREAS, there has been presented to thins Council the
petition of Richard S. Boyle and others, requesting . the
opening of a new public street easterly attd westerly through
Block 114, in the City of El Segundo; as more particularly
set forth in said petition, and that the eoste of, Uch
opening be assessed upon a district;
AND, WHEREAS, said petition purports to waive the re-
quirements and investigation under the provisions of the
"Special Assessment Investigation, Limitation and Y.Ajority
Protest Act of 1931 ". being Division 4 of the Streets and
Highways Code of the State of California;

AND, WIEREAS, this Council feels that the ownerships
of the respective properties referred to in said petition
opposite the signatures of the respective petitioners, should
be checked with reference to ownership;
NOW, THEREFORE, BE IT RESOLVED, that the said petition
be and the same is hereby referred to the First engineering
Aide and to A. S. 'r:onroe, Special Assessment Engineer, of
the City of El. Segundo, for the purpose of checking said
petition as to ownership and that said officers be and they
are hereby authorized to procure such title report or reports
as may be necessary in the premises.

23, 1948, expressing deepest appreciation and gratitude for the work of
the Fire Chief and Police Chief of the City of E1 Segundo in the recent
unpleasant experience had by the City of Redondo Beach with the Pacific
Ocean. Ordered filed.

1948, requesting that the City of El Segundo reconvey to said Corporation a
strip of land twenty feet in width and approximately 1550 feet in Length,
adjacent to Imperial Highway, previously conveyed by the Corporation to the
City of El Segundo.
It appearing from discussion that there is some question as to whether
or not the City has ever acquired said property from said Corporation, it
was moved by Councilman Swanson, seconded by Councilman Thompson, the matter
be referred to the City Attorney for investigation and report. Carried by-
the following vote:

Noes: Councilmen Atone.

CITY PLAMMING CO11:ISSION, dated December 28, 1948, advising that studies
heretofore made by its Consultant in connection with the preparation of a
i-iaster Plan of Streets and Highways for the City of E1 Segundo have now reached
that stage where it is necessary that the information gathered be prepared in
map form and that the assistance of the City Engineering office was needed
in connection with this work.
Discussion was had by the Council as to the amount of work that would
be involved in the preparation of such a map and the cost thereof, after
which it was moved by Councilman Thompson, seconded by Councilman Swanson,
said matter be taken under consideration by the Council and in the meantime
referred to the Engineering Department for investigation and report. Carried
by the following vote:

CALIFORNIA MIETAL ENAIMI.dG CO., dated December 27, 1948, expressing
appreciation for consideration given said Company in the purchase of t.affi"'
signs. Ordered filed.
W_- _HARD J. SKELLEY, dated Dec. 27, 1948, stating he cannot see his way
clear to accepting the City's counter offer as to an exchange of properties
owned by the City and himself.
After the reading of the before referred to communication, the City Clerk
stated that Street Superintendent A. R. Gunn had been approached by a :`r.
Joe Pipinsky, who claimed to be the owner of Lots 8, 9 and 10, Block 65,
which adjoin Lots 5, 6 and 7 in said Block, owned by Mr. W. J. Skelley; which
latter lots Mr. Skelley had offered to convey to the City of Ei Segundo for a
consideration mentioned in an earlier communication, and that Firs Pipinsky
had requested Mr. Gunn to grade and level the said Lots 8, 9 and 1C, by
reason of the fact that the City had deposited certain waste materials thereon
over a period of years, said lots having been leased by the City of 1 Segundo
from a former owner, sir. Harry Langlois.
Mr. Gunn desired to ascertain the City's responsibility in the matter and
inquired whether or not it is desirable to have 11r. Pipinsky reduce his request
to writing and to give the City a release from liability in event -rhe "waste
materials referred to are permitted to remain on City property and are spread
and leveled.
The opinion of the City.Attorney with reference to this matter was re-
quested by the Mayor pro tem and the Attorney recommended that the compete
file on the subject with reference to the leasing of this property be
submitted to him for examination,;after which he will make a recommendation.
Thereupon it was moved by Councilman Swanson, seconded by Counciman
Thompson, that the City Clerk be and he is hereby directed to furnish tc the
City Attorney, for his examination and later recommendation idth reference
thereto, the complete file in the matter of the former 'Leasing cf lzts 89 9
and l0, Block 65, by the City of El Segundo; and that the co=rznicatic-_ ^: herein -
above referred to from Willard J. Skelley, respecting exchange cf Lrcreriies
owned by Mr. Skelley for certain properties owned by the City of Segundo,
as set forth in a certain communication from Mr. Skelley, dated Decemoe: 21,

to continuing the oil well drilling bond heretofore filed by said Company
covering its Block Well No. 21, which well it states has been abandoned,
but said Company does not believe it should be obliged to pay 1 4-tense fee
for the Year 19 9, inasmuch as the derrick or., said well has been sold anrnd
will be removed within sixty days and it owns the lot upor. which sand G:el

C. E. KENNEY, dated December 29, 19489 advising that he does not fee-

more has been divided equally between the eligible agents in the City and
further stating he would greatly appreciate an explanation.

Mr. Kenney was ase-ared by members o` the City Council and by the City
Attorney that the City's insurance business had been awarded in a legal
and fair manner, and he was fu--t her assured by Mayor pro tem Peterson that
he would be given due consideration when the City is ready to place future
insurance coverage.

REPORTS OF STANDING COMMITTEES.
City Clerk McCarthy, reporting for Public Safety Commissioner Barer,
stated that Comaniseion Raker had telephoned him just prior to the Council
meeting, advising that the El Segundo School Board. or someone acting fcr
and on behalf of said Board had dug a hole in the center of Palm Avenue
at Center Street, had built a barricade around same, but had not placed
red warning lamps thereon and that Commissioner Baker had telephoned the
Police Department,regaesting It to cause the necessary lights to be placed
on the barricade.
After discussion, by general consent, Street Superintendent Gunn was
directed to contact said School Board, or the contractor performing the
work at the above location, on behalf of the School Board, and advise such
person or persons to see that proper barricades are erected at the
entrances to Palm Avenue from Center Street and California Street and that
required warning lamps be placed on such barricades at night to warn persons
that said thoroughfare is closed.
City Clerk McCarthy, reporting for Public Safety Commissioner Baker,,
advised that during a recent survey of fire department apparatus made by
an engineer from the Board of Fire Underwriters, said engineer had recommended
the purchase by the Fire Department of four- salvage covers, which could be
procured at a cost of not to exceed $220.00, including California State Sales
Tax, and that Commissioner Baker concurred in the recommendation made by said
Engineer.
It was thereupon moved by.Councilman Thompson, seconded by Councilman
Swanson, that the purchase of four salvage covers, for use of the Fire
Department'of the City of E Segandc9 at a edst of not to exceed $220.00,
including California State Sales Tax, be and the same is hereby authorized_

Councilman Swanson reported that he had received nmerous complaints
respecting the inability of citizens of the City to procure taxicab service
from Mr. Gioia, who heretofore was granted a permit by the City of Ei Segndc
to operate a taxicab service in said City, and by general consent the City
Clerk was directed tc: contact Mr, Gioia respecting said complaints and to
ascertain the reason for the lack of taxicab service in the City of El Segundo
=DIETS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk reported that by reaeeon of the adoption of a new fc:-m of
business license, he has on rand a supply of obsolete business license forms,
which he requested permission to destroy.
It was thereupon moved by Councilman Thompson, seconded by Councilman
Swanson, that the City Clerk be and he is hereby authorized to destroy obsole -te
business license farm} -.Timbered 9461 to 10,000, both numbers inclusive.

The City Clerk repo:ned that ina6mach as tax monies have not as yet been

out of the General F-LL-d into the mater Works Bond Interest and Redemption Fund
to take care of bonde and interest coupons falling due January 2, 1949°
It was thereupon moved by Counc.Liman Swanson, seconded by Councilman
Thompson,-that a warrant in the sum of $4755.57 be and the same is hereby
authorized drawn and paid out of the General Fund of the City of E1 Segundo
for deposit in the Water Works Bond Interest and Redemption Fund of said
City and that the City Clerk and the Mayor are hereby authorized to execute
said warrant in the mariner required by law. Carried by the following vote:

City Clerk McCarthy inquired whether or not it was the Council's desire
to advertise the sale of the $650,000 Water Works Bonds in the publication

that locality.
