November 26, 1947.
A regular meeting of the City Council of the City of E1 Segundo, California,
was held in the Council Chamber of. the City Hall of said City on the above date,
having been called to order at 7:00 P. M. by William R. Selby, Mayor.
ROLL CALL.
Councilmen Present: Baker, Peterson, Skelley, Thompson and Mayor Selby.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 19th day of November. 1947,
having been read, and no errors or omissions having been noted, it was moved
by Councilman Peterson, seconded by Councilman Skelley, the minutes of said
meeting be approved as recorded. Carried.
WRITTEN COMMUNICATIONS.
Written communications, received from the persons, firms or corporations
hereinafter named, were read to the Council and were disposed of in the manner
indicated, following reference to each hereinafter:
GEORGE B. TAYLOR and.12 others, a petition, undated, stamped received
November 26, 1947, requesting the improvement of West Sycamore Avenue,
between Loma Vista Street and Hillcrest Street, by the construction therein
of a black top pavement and Class B curbs, which petition was tendered for
filing if in satisfactory form.
On motion of Councilman Baker, seconded by Councilman Skelley, which
carried unanimously, the same was referred to the. City Attorney for inppection
before filing.
NED R. WILEY, dated November 25. 1947; and
HOWARD A. FREEMAN, dated November 24, 1947, each being application for
employment by the City of E1 Segundo. Ordered filed.
CITY PLANNING COMMISSION, dated November 17, 1947, with which was transmitted
a copy of said Commission's Resolution No. 14, concurring in the recommendations
of the City Council with reference to the approval and adoption of the addition
of Part II and Part III to the zoning map of the City of El Segundo.
Thereafter Councilman Skelley introduced Ordinance No. 322, entitled:

AMENDING ORDINANCE NO. 306 (THE LAND USE PLAN --
ZONING ORDINANCE) OF SAID CITY, BY AMENDING THE
FIRST PARAGRAPH OF SECTION 3 OF SAID ORDINANCE NO.
306, AND BY ADDING PART II AND PART III TO THE
ZONING MAP OF SAID CITY, REFERRED TO IN SAID
ORDINANCE NO. 306.
which was read.
ORAL COMMUNICATIONS.
Mr. Charles Cramp, residing at 732 West Imperial Highway, informed the
Council that as a result of the sluicing of the sand hills westerly of his
R 90g.
home and within the corporate limits of the City of Los Angeles,. his
dwelling, trees and other vegetation on his premises are being sprayed
with silt and salt water, which is damaging his said home and is killing
the trees and vegetation on his property.
Mr. Cramp reported also that street trees in the parkings adjacent
his property likewise are being damaged by the said spray.
Following discussion, it was recommended that Parks Department Foreman
Schoening investigate and report to this Council relative to the alleged
damage.
Mrs. George Nickel addressed the Council with reference to obtaining
a permit to construct a home of less than 700 sq. feet on the front of her
property. She was informed that the ordinance placing the limitation
of location of buildings of less than 700 sQ. feet is in process of repeal
and that she may make application to the Building Inspector for a permit
to construct the building she contemplates.
REPORTS OF STANDING COMMITTEES.
Public Safety Commissioner Baker informed the Council that the training
program of the Fire Department began last Monday and is under way, with
Battalion Fire Chief Walton of the Huntington Park Fire Department as the
`instructor.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk reported that by reason of a fire in the basement of the
City Hall, which occurred November 13, 19+7, the heating plant was damaged
to the point where it is not usable without repairs; that following consulta-
tion with the several members of the Council it was decided to substitute
was for oil as the fuel medium in connection with the operation of said
steam heating plant; that when the work of converting the fire box under
the heating plant boiler for the use of gas instead of oil was undertaken,
it was discovered that one section of the boiler. which is now nearly thirty
years old, has deteriorated to the point that it may need replacement
within a very short time and that a second section is likewise deteriorating;
that to obtain the two new sections would require from six to eight weeks,
during which time the City Hall would have to remain unheated; that investi-
gation discloses that to install a certain type of new boiler would cost
approximately $22+0.00 and to install another type of new boiler would cost
approximately •2611.00.
He thereupon made certain recommendations to the Council, in which
the Council concurred and it was thereafter moved by Councilman Peterson.

directed to cause a gas burner to be 'installed under the boiler of the
heating unit the City Hal' at a cost of not to exceed $6773.00. Carried

The C'_.y Clerk reported to the Council that at the time the damage by
' -r_ the basement cf the C'ty Hall was being investigated, it was found that
the motor and compressor used in connection with the fire alarm and emergency

repair or possible replacement. and it was recommended by the electrical

The Council agreeing with this recommendation. it was moved by Councilm,,m
Thompson. seconded by Counc'_Iran Baker. that the purchase and installation

of a 3 H. P. compressor for use in connection with the diaphone signalling
apparatus of the Fire Department of the City of El Segundo, be authorized
and directed at a cost of not to exceed $500.00. Carried by the following
vote:

City Engineer Hutchins reported receipt of a recuest from the lessees
of the rroperty upon which the Union Oil Company service station is located
at the southwest corner of Imperial Highway and Sepulveda Boulevard, for
permission to remove the pole upon which they have erected an advertising sign.
from its nresent location in the parking area on Imperial Highway to private
property. and that such permission had been granted.
City Engineer Hutchins reported that Ivan Metkovich, to whom was awarded
the contract for installing certain sewer lines in portions of E1 Segundo
Boulevard, will start the work next week.
Chief of Police Hutchins reported having conferred with Traffic Engineer
P. T. Dorsey of.the City of Los Angeles concerning the rea_uest for installation
of traffic control signals at Douglas Street and Imperial Highway, and that
they are in agreement that the best solution to the problem is for the
ndustries to control traffic at this location with their own traffic officers,
since neither the Police Department of the City of El Segundo nor the Traffic
Engineer of the City of Los Angeles look with favor upon the installation of
traffic signals.
It was thereupon moved by Councilman Baker, seconded by Councilman
Peterson. that the City Clerk be authorized and directed to respond to that
certain letter received from the Board of Police Commissioners of the City
of Los Angeles. November 19, 1947, by informing that Body that the City
Council of the City of El Segundo does not look with favor upon the installation
of traffic control signals at Imperial Highway and Douglas Street, within the
City of E1 Segundo. and recommends that the industries seeking the installation
of such signals be asked to control vehicular traffic during the peak hours
by the use of their, own uniformed officers. - Carried by the following vote:

Ordinance No.. 321. entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING THE UNIFORM BUILDING CODE OF SAID CITY
AS ADOPTED BY ORDINANCE NO. 222, BY REPEALING
SECTION 1403.1 OF SAID CODE, WHICH WAS ADDED BY
ORDINANCE NO. 293.
which was introduced and read at a regular meeting of the City Council held
on the 19th day of November. 1947, and reread at this meeting, be adopted.
On roll call said resolution carried and said ordinance was adopted by the
following vote, to -wit:

December 1. 1947. and until the further order of this Council, Floyd Ingram
be and he is hereby appointed Captain of the Fire Department of the City
of E1 Segundo and that accordingly he be transferred from the Police Department
of said City for a six month trial period. it being understood, however. that
said appointee's seniority in said Police Department shall be preserved to him.

Moved by Councilman Baker, seconded by Councilman Skelley. that effective
December 1. 19+7. and until the further order of this Council, the classifi-
cation of S. J. Potts, presently classifed Traffic Officer Second Class in
the Police Department of the City of El Segundo be changed to Traffic Officer
First Class. Carried by the following vote:

Chief of Police Hutchins reported having made investigation respecting
the complaint of John J. Cain, owner and operator of Yellow Cab Company and
Diamond Cab Company within the City of E1 Segundo, that yellow cabs from
the City of Los Angeles are permitted to enter the City of E1 Segundo and
pick up passengers, while his cabs are not permitted to operate in the same
manner in the City of Los Angeles; that he feels as a result of his investiga-
tion that the local cab operator is being done an injustice and the City of
E1 Segundo should have an ordinance containing restrictive features corres-
ponding to those incorporated in the Los Angeles taxicab control ordinance.
Thereafter it was moved by Councilman Peterson, seconded by Councilman
Thompson. that the City Attorney be and he is hereby instructed to prepare an
ordinance amendatory of the ordinance regulating the licensing and operating
of taxicabs within the City of E1 Segundo, such amendment to be modeled after
Sections 7101.1 and 7101 of Los Angeles Municipal Code No. 77000. Carried
by the following vote:

Moved by Councilman Thompson, seconded by Councilman Baker, that the purchase
Of additional wreaths for decorating the City during the holiday season be
authorized at a cost of not to exceed $130.00. Carried by the following vote:
