California , was held in the Council Chamber of the City Hall of said City
on the above date, having been car ed to order at 7:CO o'clock P. M. by

1947, having been read, and no errors or omissions having been noted,- it was
moved by Councilman Baker, -- -conded by Councilman Peterson, the minutes of
said meeting be approved as recorded. Carried.

hereinafter named, werc read to the Council, and were disposed of in the
mianner indicated, following reference to each hereinafter:
M NICIP,.L ORDINA.NCE & RESEARCH S,,RVICE, by M. Tellefson, dated
November 13, 1947, addressed to the City Clerk, transmitting therewith a
proposal to render service with respect to the revision of City Ordinances
of the City of El Segundo, for the sum of $600.00, the nature of the service
com ^rising six distinct divisions, being set forth in full in said proposal.
There being some question concerning whether or not the service proposed
should be rendered, the City Clerk was directed to. make.arrangemer_ts with
Mr. Tellefson to have a personal interview with the Council at his convenience.
INFERIAL HIG'15-JAY ASSOCIATION, undated, being a postal card calling
attention to the holding of a meeting of said Association at E1 Centro,
December 6th and 7th, 1947, and requesting reservations therefor. Ordered filed.
FRANCIS H. BULOT, dated November 1J, 1947, acknowledging acceptance of
the Council's employment of the writer to make a study and report on the subject
of Rubbish Disposal in the City of El Segundo. Ordered filed.
LARK GRIZZLE, dated November 18, 1947, being an application for a permit
to occupy, use and maintain a house trailer on Lots 8, 9 and 10, Tract 2111,
within the City of E1 Segundo.
It annearing that the trailer is not presently situated within the
City of E1 Segundo to enable the Building Inspector to inspect the same, and
that sc far as is known, satisfactory sanitary facilities have not been provided,
the Building Inspector was unable to report with respect to said application.
"ter consideration, it was moved by Councilman Thompson, seconded by
Councilman Peterson, the following resolution be adopted:
RESOLVED, that Lark Grizzler ',e and he is hereby granted a
temporary, revokable permit in usual and regular form, with the
expiration date thereof December 31, 19L.7, to maintain, use and
occupy a house trailer on Lots 8, 7 and 1C, Tract 2111, within
the City of E1 Segundo. T,ae issuance of said permit being con-
ditioned upon inspection of said trailer when brought to -71
Segundo, b ?• the Building Inspector of said City, his approval
thereof and his approval also of the sanitary facilities available
to the occupants of said trailer, and his recommendation in writing
to the City Clerk that said permit issue.

notice of a hearing to be held November 24, 1947, at 7:30 P. M. in the Council
Chamber, City Hall, E1 Segundo, to consider a proposed variance respecting
Lots 19, 20 and 21, Block 60, E1 Segundo, to permit an addition to an existing
non - conforming use, namely a plumbing shop, in a R -1 use zone. Ordered filed.
CITY OF LOS ANGELMI , BOARD OF POLICE COMISSIONERS, dated November 14, 1947,
transmitting therewith a report of the Traffic Engineer of the City of,Los Angeles*
with respect to the installation of traffic signals at Dcuglas Street and Imper-
ial Highway.
On Motion of Mayor Selby, seconded by Councilman Skelley, the communication
was ordered received and filed, and the subject matter thereof taken under
consideration. Carried.
J0,-1N W. DICKETTS, dated November 6, 1947, being an application for a
permit to erect and occupy a tent on Lot 8, Block 37, El Segundo.- The appli-
cation having been approved by the Building Inspector, it was moved by Councilman
Baker, seconded by Councilman Skelley, the following resolution be adopted:
RESOLVED, that the application of John W. Dicketts, dated the
6th day of November, 1947, for a permit to erect and occupy a tent
on property situated at Lot 8, Block 37, E1 Segundo, be received and
placed on file in the office of the City Clerk for the purpose of
identification and reference;
AND, BE IT FURTHER RESOLVED, that the City Council hereby grants
a temporary permit, revocable at any time by the said upon
fifteen days written notice to the permittee, John W. Dicketts, to
erect and occupy e tent on the property hereinbefore described; said
permit being subject to the he
of Ordinance No. 223 of the
Cit,- of El Segundo and Ordinances supplementary thereto or amendatory
thereof; provided sanitary facilities shall be made available to the
perrnittee at the above location ; and, provided further that this
permit shall automatically lapse and become void, unless sooner revoked,
upon the 31st da-- of December, 1947, at midnight, by limitation.

Councilman Peterson- sported that on November 13, 1947, he had attended
a meeting of the Board of Directors of the West Basin I -later Association;
that sai;: Association no,,: has twenty —three members; that its treasurer's
report showed a balance in the treasury of "6500.00; that its operating ex-
pense is approximately $1000.00 per month; that in view of the fact that
eight months remain in the fiscal year there is likely to be a deficit,
making an assessment necessary in February; that the United States Geological
Survey report concerning the water supply in the South Bay Area has been
completed, will be submitted t;-Is week to Wa- shington for approval and will
not be available for public use for three or four months,.
Councilman Skelley reported that the Committee appointed to revalue
-tax deeded property owned by the City of E1 Segundo will convene on Tuesday,
next.
Councilman Baker reported that at a meeting of the Recreatson Commission
held November 1£3, 1947, he informed that Body of the result of the City's
investigation of costs for lighting Tennis Courts of E1 Segundo High School;
that as a result, the matter will be brought to the attention of the Trustees
or in SeE-dndo Unified School District and it is felt that Body will cooperate
with the City in defra-y-ing t':e cost of the desired lighting installation.
City* Attorney ;-oodworth stated he had received a report from Attorney -
Forman, representing a number of Cities in the Telephone Rate Case, now
pending before the California Utilities Commission, which report indicates
ehen and where further hearings will be had and contains a statement made
to the Utilities Commission by attorneys representing said Telephone Company.
In the matter of the selection of locations at which it may be
desirable to install fire hydrants, City Engineer Hutchins reported that he
and Councilman: Baker, as directed, had matte a survey of the City and had
decid,.d upon the installation of additional hydrants at eight locations, which
he enumerated. He stated that the cost cf the hydrants would-be approximately
$100.00 each.
Thereafter, it was moved by Councilman BL! -,er, seconded by Councilman
T}io.;.rson that the Superintendent of the Water Depa�^tment be and he is hereby
�uthorizec' and directed to procure and install, when available, fire hydrants

Board of Directors of County Sanitation District No. 5 of Los Angeles
County, in event of the inability of Mayor Selby to attend meetings
of said Directors, it was moved by Councilman Thompson, seconded by
Councilman Baker that the following resolution be adopted:
RESOLVED; That Dave w. Peterson, a member of the City
Council of the City of El Segundo, Californ'_a, be and he is
herleby selected and designated as an alternate member of the
Board of Directors of County Sanitation District No. 5 of
Los Angeles County, who shall be a member or said District
Board to act in place of the presiding officer of this City
Council during his absence or inability to act as such
member of said District Board.

The Council then discussed the matter of appointing a Fire Chief
and - Captain for said El Segundo Fire Denartment, and failing to
arrive at a decision as to the names of the persons to be appointed tc
the respective offices, or as to the salaries to be paid therefor, it
was moved by Councilman Baker, seconder: by Councilman Skelley that the
matter of the appointment of a Chief and Captain for E1 Segundo Fire
De-,.),,.rtment, and th,3 matter of'fixing the compensation of the persons
who may be appointed to said c'fices, be roferred to the Council as a
Con:�ittee of the tlhole, wi ±.h power to• e ct. Carried.
Public Safety Commissioner Paker then called the Council's atten-
tion to the rec-assity of purchasing an automobile for the use of the
Fire Chief of the El Segundo Fire Department, whereupon, it was moved
by Councilman Baker, seconded by Councilman Thompson,, the following
res ^lution be adopted:
