California, was held in the Council Chamber of the City Hall of said City,
on the above date, having been called to order at 7 :00 P. M: by William

NATIONAL HOUSING AGENCY, FEDMiAL PUBLIC HOUSING AUTHORITY; dated
Ida: 14, 1947, advising that its searching staff has been released and
that 't will no longer be able to search out available surplus of con -
struction materials, fixtures, etc., but that it will render all possible
aEs'stance relative to the acquisition of surplus materials after the
aE;e�cy'desiring to procure the same has located any such surplus. Ordered

REPORTS OF STANDING COMMITTEES.
Ccuncilman Skelley reported he has not heard from Southern California
Edison Company with respect to the installation of lights in Library Park,
but hopes to have the information in that regard by the next meeting of the
Council.
RKPORTS CF OFFICERS AND SPECIAL COMMITTEES.
The Chief of Police, by written communication dated May 21, 1947, reported
the appointment of :�amuel John Potts as a Traffic Officer, second class, of
the City- of E1 Segundo, and requested the Council's approval of such appoint-
ment.
Moved by Councilman Baker, seconded by Councilman Skelley, that the
employment, effective as of this date, of Samuel John Potts, as Traffic
,ricer, second class, of the City or E1 Segundo, be and the same is hereby
ratified, approved and confirmed; that said employee shall serve the City
durinE the pleasure of this Council and shall be compensated for all services
rendered said Ci ;, in the manner provided in Resolution No. 371 (the salary
resolution) of the City of El Segundo. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Zkelley, Thompson and Mayor Selby.
Noes: Councilmen None.

The City Clerk reported receipt of a request from Southern California
Edison Company for an easement across a certain portion of Lot 10, Block 112,
El Segundo, for the purpose of erecting a certain pole line and facilities.
It appearing from discussion that the proposed pole line is to furnish service to
City of E1 Segundo Water Department pumping units only; that similar service
has been afforded the City without the necessity of a grant of easement for
the poles and lines required to deliver such service, by general consent
this matter was taken under consideration for a week to permit of further
investigation.
The City Clerk reported receipt from the Department of Public Works of
the City of Los Angeles of its Report No. 9 respecting expenditures in con-
nection with the construction of the sewage treatment plant at Hyperion, which
report shows the balance of El Segundo funds remaining available for the
purpose indicated. The Clerk reported he had delivered a copy of said report
to the City Engineer and to the City Attorney and he was directed to file
his copy in his office.
The City Engineer reported receipt from Federal Public Housing Authority
of forms entitled: "Full Occupancy Memorandum - Statement of Completion by
Contractor" and "Inventory Reports" with reference to the completion of the
City's housing project at Eucalyptus Drive and Holly Avenue, which said
Housing Authority wishes executed on behalf of the City of E1 Segundo.
Following examination of the documents by the.City. Attorney and discussion
respecting the same, it was moved by Councilman Peterson, seconded by Councilman
Thompson and unanimously carried, that the following resolution be_ adopted:
RESOLVED, that a copy of "Full Occupancy Memorandum -
Statement of Completion by Contractor ", and its accompanying
Inventory Report, with reference to the veterans housing pro-
ject of the City of E1 Segundo, Project CAL -V -4498, be placed
or, file ; in the office of the City Clerk of the City of E1
Segundo; and

BE IT FURTHER RESOLVED, that the Mayor of the City -of El
Segundo be and he is hereby authorized to execute the accep-
tance by Local Body set forth in'said "Full Occupancy Memo-
randum - Statement of Completion by Contractor.." and to cause
the ssme, as.so, executed, to be delivered in due course.
City'Attorney Woodworth then presented a letter addressed to him
under date of May 20, 1947, by John F.'-Bender, S� ecial City Attorney,
with reference to Lots 6 and 7, Tract 2111, El Segundo, which letter was
accompanied by photostatic copy of "Decree Quieting Title as to Certain
Defendants Only ", case No. 513359, in the Superior Court'of the State of
California, in and for the County of Los Angeles, which the City Clerk
read to the Council.
Thereafter it was moved by Councilman Thompson, seconded by Councilman
Baker, that that certain communication from John F. Bender, Special City
Attorney of the City of E1 Segundo, dated May 20, 1947, captioned: "El
Segundo Housing Program ", and addressed to Mr. Clyde Woodworth, with re-
ference to Lots 6 and 7, Tract 2111, E1 Segundo, which was read to this
Council this date, be received and placed on file in the office of the
City Clerk among other papers to which the same relates. Carried.
-- The City Attorney at this time reported -- that pursuant.to the under-
standing had following the last meeting of the Council, he had talked to
Mr. Gordon Chantler of the veterans self -help housing.group-on Sepulveda
Boulevard in the City of El Segundo, with reference to the proposed
municipal cooperation with said group in the demolition of tide project
structures at the end of the occupation period.
He stated that as a result of that conference he had contacted the
ofices of the Federal Public Housing Administration in Los'Angeles and
had procured two forms of contract which were used for the purpose of
so- called "back -up"` agreements, whereby the local governmental agency
would grant assurance.to the Federal Government that the 'existing agree-
ments letween the Federal Government and the veterans groups on these
housing projects would be backed up in certain' particulars.." He stated
that the regular Federal "back -up" agreement was a mimeographed form and
he delivered a copy - thereof to the City Clerk. -- He then stated-that in
the City of Torrance a special . "back -up" agreement had been prepared for
use -in connection with the project in that city, but that that particular
form had not as yet been approved by the attorneys for the Government.
=He delivered to the City Clerk a copy of the so- called Torrance
form and ,stated that he would approve as to form and from the legal
aspects only either the said regular government "back -up" form or the
special City of Torrance form.
After discussion, by general consent, the two forms of agreement
presented by the City Attorney at this meeting, - were referred to Mr.
Peter E. Binder and City Clerk McCarthy, members of the Veterans Affairs
Committee of the City, with the request that they review the same.and
make their recommendation and suggestion to the Council at its next
regular meeting with reference thereto..
The City Clerk then stated that the documents would be reviewed
as requested and that opportunity would be afforded Mr. Chantler and
representatives of the local veterans housing group to inspect the
documents'so that if possible a complete report could be made to the
Council at the time stated.
The City Clerk reported receipt of a telephone communication from
the League of California Cities, requesting the Council to endorse Senate
Bill 1353, with reference to the payment to cities afld counties of the
State of California of an increased percentage of "in lieu" taxes.
It appearing from the discussion which followed that such legislation
is favorable to the cities and counties of the State of California, it
was moved by Councilman Peterson, seconded by Councilman Skelley, that
the City Clerk be and he is hereby authorized and directed to address a
communication to Assemblyman Glenn Anderson, requesting said.Assemblyman
to support Senate Bill No. 1353 when the same is presented to the State
Assembly for action. Carried by the following vote:
