was held in the Council Chamber of the City Hall of said City, on the'ab6ve date,

REPOTS OF STANDING COMMITTEES.
Commissioner'of Public Service Skel-ley reported that'the Park Department
has completed its street tree planting schedule. He reported-also the
Park De'partment's .need "for certain supplies, whereupon it' was' mdved by
Councilman Skelley, seconded by Councilman Baker, that the Parke Department
of the City of El Segundo be authorized to purchase four 28-gallori barrels
of Vol - ck, two gallons of Ortho Citrus Aphid spray ,and one .sack of'Bugetto,
all at a coat "of not.to exceed $125.00, plus California State Sales Tax.
Carried by the 'following vote:

Commissioner of Public Service Skelley reported arrangements have been
made for a further conference with lighting engineers on Friday of this week,
for the purpose of further discussing the lighting of Library Park.
REPORTS. OF OFFICERS AND SPECIAL'COMMITTEES.
The City er
Clk reported receipt, from the Department of Public Works of
the City of Los'Angeles of -an invoice showing expenditures; so far as El Segundo
funds are concerned, inade.in connection with the construction of the Sewage
Treatment Plant "at Hyperion and that he had delivered copies thereof to the
City Engineer and the City Attorney.
City Engineer Hutchins reported that on Tuesday, March 18th, pursuant to
a letter he had previously addressed to Mr. C.-E. Beatty, respecting damage to
public property - caused by an oil well now in the ownership of Mr. Beatty, Mr.
Beatty had visited his office and agreed that when the waste matter now in the
public street adjacent said well dries sufficiently, he will cause the same
to be scraped off and removed and otherwise clean up the property. -
City Attorney Woodworth reported having telephoned the office of Mr.
Pines, attorney for Sam A. Block, with reference to straightening out certain
of the details surrounding the acquisition of certain oil wells in the City
of El Segundo by Mr. Block: =
The City Attorney reported.having prepared and delivered to the Inglewood
Humane Society a form of agreement, - renewing the existing contract between
the City of E1-Segundo and said Society for the performance of pound services
for the City of E1 Segundo and that executed copies thereof should be received
shortly.
The City Attorney delivered to the City Clerk a form of ordinance for'use
In the vacation of a certain public alley in Block 34 within the City of E1
Segundo, which it was recommended *e referred to the Planning Commission for
its recommendation.
The City Attorney -also delivered to the'City -Clerk a form of Notice to
Bidders for construction of concrete foundations for the elevated steel water
tank for the City of E1 Segundo.
The City Attorney reported having communicated with the office.of Mr.
Pines, Attorney at Law, with reference to an oil-well drilling -bond respecting
a certain oil well heretofore owned by Jack Frombaeh et al ,.assigned to
Sam A. Block and Sono %htch Royal Indemnity Compaq; the`eurety, has re=
quested it be exonerated from-further liability.
The City Attorney reported further conference with,an adjuster -of
Colonial Insurance Company. respecting damage to a-certain ornamental tree in
the parkway of East Palm Avenue, damaged by a"truck'owned and operated_by
Grosch Bros; and that.in the lengthy consultation said-Company,offered to
pay 50% only of the amount claimed as damage by the City of E1, Segundo.
Following discussion, it was moved by Councilman Skelley,- seconded:by
Councilman Thompson,-that the City Attorney of the City of E1 Segundo be and
he is hereby authorized and directed to accept, on behalf of. the-City of E1
Segundo, the 50%-compromise offer -of"Colonial Insurance Company'to settle
the claim of the City of E1'Segundo against Grosch Bros. for damage to an
ornamental street tree, and to prepare, on behalf of said City, the necessary
release of the City's claim Carried-by the following' vote:

In the'matter of the application of Mrs Louila Wallace for a permit to
operate a boarding home at 205 Loma Vista Street, the City Clerk reported
that the Planning Commission approved the application-as to its operation
within the zone wherein the property.is ;ocated,..but.that the Los Angeles
County. Health Department disapproved said •application for :the reason that
the buildings proposed to be used do not oonform,with the provisions of
the State Hospital Act for hospitals, convalescent homes -or rest homes,.
Thereafter it was moved by Councilman Baker, seconded by Councilman
Skelley, that the application of Mrs. Louila Wallace for a permit to
operate a boarding home at,205 Loma Vista Street, E1 Segundo be denied,
without prejudice -to the filing,of a modified application.at some future
date. Carried by the following vote.: .

In the matter of the .application of Mrs. R.I. McCollom •for a - permit .
to operate a child care center at 808 Maryland Street_, El Seguado,.the
City Clerk reported receipt of a communication from E1 Segundo City Planning
Commission, approving s&id application. .—The premises having heretofore
been - approved by the Building Inspector „the.Fire.Chief.and.the Health
Officer of the City of E1.Segundo, it was moved by.- Councilman.Thompson,
seconded by Councilman.Peterson, the following resolution.,be, adopted:.
RESOLVED, that the application of Mrs. R. E. McCollom,
dated Feb ,.„ 14, 1947, for a permit to conduct_and.maintain
a child care service at 808 Maryland Street, zl Segundo, be
and the.same is hereby ordered.placed,on file,in,the office.
of the City Clerk, together with the reports from the
several officers of the City of El Segundo required to in-
vestigate and.apprgve applications received for child care -

In the matter of the application of James M: Wasson, held over from the
last regular meeting of this Council for further consideration, for a permit
to maintain a trailer at 635 Bungalow Street; it was reported by Councilman
Skelley that said trailer is parked and will be used in the rear of -the
premises described, whereupon it was moved by Councilman Peterson, seconded
by Councilman Skelley, the following resolution be adopted:
RESOLVED, that the application of James M. Wasson,
dated March 10, 1947, for permit to maintain and use
a house trailer on property situated 635 Bungalow Street,
E1 Segundo, be received and placed on file in the office
of the City Clerk for the purposes of identification and
reference;
AND, BE IT FURTHER RESOLVED, that the City Council
hereby grants a temporary permit; revocable at any time
by the said Council, upon fifteen days written notice to
the permittee, James M. Wasson, to keep and maintain a
house trailer on the property hereinbefore described;• said
permit being subject to the provisions'of Ordinance No.
223 of the City of E1 Segundo and ordinances supplementary
thereto or amendatory thereof; provided sanitary facilities
shall be made-available to permittee at the above location;
and, provided further, that this permit shall automatically
lapse and become void, unless sooner revoked, upon the 30th
day of June, 1947, at midnight, by limitation.
The foregoing resolution was adopted by the following vote:

At this point'the Council discussed the desirability of'having trailer
permits heretofore granted by the Council, all expire on a•specific date,
so as to minimize the work of processing and recording the same. Thereafter
it was moved by Councilman Baker, seconded by Councilman Peterson, the
following resolution be adopted
WHEREAS, in the opinion of the City Council of the
City of El Segundo, critical housing conditions will con-
tinue for the period hereinafter mentioned;
AND, WHEREAS., during such critical time; the Council
has seen fit to issue various temporary re*ocable permits
for the occupancy of trailers within the City;
AND; WHEREAS; the processing of such applications and
the checking of such permits involves a considerable amount
of clerical and inspectional surveys;
AND, WHEREAS, it is desirable from an administrative
standpoint that, so far as reasonably possible, all such
permits should be processed-at convenient times;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of El Segundo, California, -as follows:
First: That the permit period of each of the out-
standing, currently valid permits, authorizing trailer -
occupancy within the City of El Segundo, shall be and the
same is hereby extended up to the 30th day of -June, 1947,
at midnight.
Second: That nothing herein contained shall be con-
strued as a waiver of the reserved power of the City Council
to revoke and annul any such permit prior to such 30th day
of June, 1947, at midnight, for any reason which, to said
Council, may be deemed adequate or proper.

Third: That all of the conditions under and pursuant
to which said respective permits were issued, shall con-
tinue to apply during such extended period and must be
complied with by the respective permittees.
Fourth: That the City Council hereby announces to
all concerned that its policy.wi11 be to rigidly control
the occupancy of trailers within the City of El .Segundo and
to require the abandonment of such occupancy when conditions,
in the opinion of said Council, reasonably permit such
action, and that in line with said policy the Council de-
sires to have adequate and,complete records.-before it re-
specting all such occupancies and to review the same at
such times. . All.holders of such permits, who may.contem-
plate requesting the Council to extend the same beyond
said date of June 30, 1947, are cautioned to make their
respective applications for such extensions in due time,
(at least by May 15, 1947, if possible) so as to enable
the Council to properly investigate and process.such.re-
spective applications. Cooperation -of all concerned in
this regard will assist the Council in reaching its de-
cision with reference to the respective permits requested.
Fifth: That the City Clerk be and he is hereby
authorized and directed to. forward a copy.of this resolution
to each permittee holding a current valid permit for trailer
occupancy, issued pursuant to authority -of this C.ouncil,
for the information of said respective permittees in the .
premises. -

Chief of Police Hutchins filed with the Council a report, dated
March 19, 1947, concerning an engineering and. traffic investigation of.
."March
of Grand Avenue and Main - Street within the City of E1 Segundo-
wherein the numbers of vehicles traversing said thoroughfares and the
speeds attained are delineated and containing his recommendation, coupled
with that of J. Douglass. Locke, Assistant City Engineer, that in.view of
the facts determined by said survey, the Police Department of the City
be authorized .to -erect.appropriate signs upon the portions of the highway
referred to in said communication,-giving notice that the speed limit in
said areas shall be 25 miles per hour.

the engineering and traffic investigation report of. J. D. Locke, Assistant
City Engineer, and R. T. Hutchins, Chief of Police, dated March•19, 1947,
and accompanying charts,. presented this Council this date, be received
and placed on file in the office of the City Clerk for the purposes of
identification and reference and open to public inspection, and,that a
copy thereof be referred to the City Attorney of the City of El,Segundo-
to enable said City Attorney to prepare an ordinance in-accordance with
the recommendations set forth in said report. Carried by the following

RESOLVED, that the City Attorney be and he is hereby
authorized and instructed to prepare and present to..this
Council an ordinance amending Section 3•0f Ordinance No.
110, so as to provide that the penalty for a .violation of.
said ordinance shall be a fine of not to exceed $300.00
or imprisonment not to exceed three months, or by both
simh fine and imprisonment, in the discretion of the Court.

effective April- 1st, 1947,. and. until the further order of this Council,
William M. Marcus be classified and compensated for services rendered the
City of E1 Segundo,.as Laborer, First Class, in accordance with the pro-
visions of Resolution No. 821, the salary resolution of -the City of E1
Segundo. Carried by the following vote
Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby.
Noes: Councilmen None.
