JAMES M. WASSON, dated March 10, 1947, being an application for
a permit to park and use a house trailer at 635 Bungalow Street, within
the City of E1 Segundo.
Assistant Building Inspector Smotony had endorsed upon said applica-
tion his certificate to the effect that the trailer had been inspected,
found satisfactory, that sanitary facilities were available for the occupants
thereof and his 'recommendation that the permit be granted.
In discussing the matter of the granting of the'request, doubt was
expressed as to whether or not the trailer is to be located in the front
or rear yard of the premises referred to, as a consequence of which it was
moved by Councilman Skelley, seconded by Councilman Baker, that the dis-
position of the application of James M. Wasson for a permit to park and
occupy a house trailer at 635 Bungalow Street, be taken under advisement
until the next regular meeting of this Council. Carried. -

to be its guests at a Chamber of Commerce dinner, planned to bring together

E1 Segundo, the business interests and the local governmental officers,
on St. Patrick's Day, March 17, 1947, in the banquet room of the Rose Bowl,

Immaediately following the-foregoing-action, the City Engineer reported
that oil and other material from the wells of El'Segundo Oil Company `had
been permitted to , over -run portions of Center- Street' southerly , of `Grand- -
Avenue, within the City of E1 Segundo.and that the encroachment upon and
damage to public property jbjt not been adjt sted' b_ the =foster -oirner of
said walls, El Segundo Oil Company, or'the 'present ovner,' C.' E. Beatty.
Members of the Council thereupon questioned the advisability of
exonerating at this time the bonds of Fidelity and Deposit Company of
Maryland, before referred to and after discussion, it was moved by
Councilman Skelley, seconded by Councilman Baker, that the action of

The City Attorney also reported he had prepared a form of Quitclaim
Deed from the City of.E1 Segundo to 0 K. Gibbons; at al, which-he had
previously delivered to Mr. Gibbons personally.,,
The City Attorney also reported having communicated with `Colonial
Insurance Company, respecting the 'claim of the City of El Segundo against
Groch Bros. for damage to certain municipal property, Which claim had here-
tofore been denied by said insurance carrier and that'ift view of certain
representations made to the claim adjuster of said'Company by the City'..
Attorney, said claim adjuster had.agreed to reopen the 'case and advise the
City Attorney of his Company's attitude after he ccaapletes further-investi-
gations.

from Royal Indemnity Company, which communication is dated March'10'
1947, and refers to said Coppany's Bond Nod. S. 227466 in' which communication

Street Superintendent Hutchins reported to the Council that the fees
prescribed in Resolution No.-56 of the City Council of the City'of El
Segundo for the installation of water meters for patrons of the Water
Department of the City of E1 Segundo are inadequate in view of current
meter and installation costs and'he- recommended these fees be brought into
line with actual present day costs.,
Following discussion, it was moved by Councilman Baker, seconded by
Councilman Skelley, that Resolution No. 874, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY

Councilman Skelley reported to the Council that the remodeling of the
City Hall Annex to accomod.ate the Assistant Building Inspector and the
Planning Commission Secretary has been ccmpleted and that City Engineer
Hutchins and contractor Catalano are deserving of commendation for the
practicability of the renovation and the speed with which it was accomplished.
Councilman Skelley expressed the belief that the Planning Commission
Secretary should be employed immediately due to the volume of business being
presented the Building Department and the Planning Commission and he moved
that effective March 13, 1947 and until the further order of this Council, -
Lorraine M. Jacques be employed by the City of E1 Segundo as Departmental
Clerk Temporary and in accordance with the provisions of Resolution No. 871
of the City of E1 Segundo, fixing the rates of pay and hours of employment
for municipal employees, said employee to be assigned to duty with the
Planning Commission and Building Department of the City of E1 Segundo and
to perform such other duties as may be assigned her from time to time,
consistent with said classification. Carried by the following vote:

Councilman Skelley expressed the belief that in view of the fact
that the Planning Commission will have representation-in the office of

need in the office of the Building Department and the Planning Commission
of certain office furniture and equipment and after these needs were
discussed, it was moved by Councilman Baker, - seconded by Councilman
Peterson, that the matter of procurin .g f And

equipment for the Planning.-Commission and-the Building-Department.of the
City of El Segundo be referred to.Councilman Skelley, with authority to
make the needed purchases at -a cost-of- not to exceed $1000i00 unless
by further order of this Council. Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Skelley; Thompson and Mayor
Selby.
Noes: Councilmen None.
Absent: Councilmen None.
