A regular meeting of the.City Council_ of the City of El Segundo,
California; was held in the Council Chamber of-the City Hall of said City,
on the -above date, having been called to order at 7:00 P. M. by William
R: Selby, Mayor. .

The minutes of the regul4r meeting held on June 11, 1947, were read.
No errors or omissions being noted therein, it was moved by Councilman Baker,
seconded by Councilman Thompson, the minutes of said meeting be approved as

it was moved by Councilman Skelley, seconded by Councilman Peterson, the
following resolution be adopted:
RESOLVED, that a temporary, revocable permit, in
regular form, with the expiration date - thereof September,
30th, 1947, be granted to each of the following named
persons, to use, maintain and occupy a house trailer at
the address set opposite their respective names, to -wit:

SPECIAL ORDER OF BUSINESS.
The hour of 7:15 o'clock P. M.-at this meeting having heretofore been
fixed as the time and place for receiving bids for furnishing the City of E1
Segundo its gasoline, oil, lubricants and liquid asphalt requirements for
the year July 1, 1947 and ending June 30, 1948, the Mayor announced the arrival
of the hour of 7 :14 o'clock P. M. and stated that if any person or persons
present in the Council Chamber desired to file bids on said commodities, they,
should do so immediately.
The hour of 7 :15 o'clock P. M. having arrived, the Mayor declared the
time for receiving bids for furnishing the City of El Segundo its gasoline,
oil, 1'ubrice:nts and liquid asphalt requirements for the year July 1, 1947 to
June 30, 1948, as advertised for, closed.
The City Clerk announced he had in his possession, in the -same condition
as when received, three bids.
It wa-s moved- by Counciama.n Peterson, seconded by. Councilman Thompson,
that the Council proceed to open, examine and publicly declare the bids received
this date for furnishing the City of El Segundo its gasoline, oil, lubricants
and liquid asphalt requirements for the year July 1, 194T.to June 30, 1948. *`

The bid form submitted contained certain cexditiona, qualifications and
references, which are herein specifically referred to and by this reference
incorporated herein and made a part hereof.
Said bid was also accompanied by Certified Check No. 60905, drawn on The
Anglo California National Bank of San Francisco, payable to City of El Segundo
in the sum of $100.00.
Following the opening and declaration of said bids, it was moved by
Councilman Deterson, seconded by Councilman Thompson, that the bids received
this date for furnishing the City of E1 Segundo its gasoline, oil, lubricants
and liquid asphalt requirements for the year.July 1, 19+7 to June 30, 19481
be taken under advisement until the next regular meeting of the Council.

REPORTS OF OFFICERS & SPECIAL COMMITTEES.
Councilman Skelley, Commissioner of Public Service, reported- receipt
of a communication dated June 16, 1947, from James D. Parke Co., which he
rresented to and asked the City Clerk to read, and which referred to a
letter written by the same Company to The Pacific Telephone and Telegraph
Company, Los Angeles, with reference to said Company's dissatisfaction
with the telephone service furnished it by said Pacific Telephone and
Telegraph Company.
The City Clerk read both letters in full, after which Councilman
Skelle, commented thereon, stating that "for the record I think the
Telephone Company has a lot of gall to ask for an incrQase in rates ".
He stated further that he feels the fault does not lie with the employees
in the E1 Segundo telephone exchange, but rather with the inadequacy of
the exchange itself.
Following consideration, it was moved by Councilman Thompson,
seconded by Councilman Baker, that the communication from James D. Parke
Company, dated June 16, 1947, addressed to Willard. J. Skelley, City Hall,
E1 Segundo, and its accompanying copy of.letter, addressed The Pacific
Telephone and Telegraph Company, 740 South Olive Street, Los Angeles
55, California, dated July 16, 1947, and read to this Council this date
at the request of Councilman Skelley; be received and placed on file in
the office of the City Clerk for the purposes of identification and-re-
ference; and that copies thereof be referred to Mr. B. A. Bixler., local
manager of The Pacific Telephone and Telegraph Company,-.with the request
that he investigate the matters therein referred to and be prepared to
communicate the results of such investigation to the City Counoil of
the City of E1 Segundo at its next regular meeting —, Carried by the

Chief'of Police Hutchins announced the appointment of Boyd Linn Coulter

It was thereupon moved by Councilman Baker, seconded by Councilman

City of El Segundo, effective June 14; 1947, be and the same is hereby
ratified, approved and confirmed;•that the employment of said employee
shall continue during the pleasure of the Chief of Police and the City
Council and that said employee shall be compensated in. accordance with
the provisions of that certain resolution heretofore adopted by this Council,
fix inS the hours of employment and .rates of pay of municipall employees.

Conmission or the State of California, In the platter of the Application of
THE PACIFIC TELEPHONE AND TELEGRAPH COMPANY, a corporation (inclusive of
its wholly -owned subsidiary, Southern California Telephone Company, a
corporation), for authority to increase certain intrastate rates and
charges applicable to service furnished within the State of California;
this application being an amendment to an application previously filed
end a request for emergency increase in rates and charges. -
ham. Woodworth stated he had not had time to examine the 171 pages of
the application, but that he would.leave the same on file temporarily with
the C-Ity Clerk., open to public inspection.
Mr. Frank Smotony, Acting Building Inspector, pursuant to assignment
made to him by the Council at its last regular meeting, reported respecting
his investigation of the Anna Wood trailer permit matter, stating that the
permittee, in March, 1947, obtained a building permit for the purpose of
erecting a dwelling house at 438 Maryland Street; that a foundation trench
has been dug, and that in view of the statements made to him by the permittee
he had-requested Mrs. Wood to be present at this meeting to discuss her
problem with the Council.
Mrs. Wood, who was present in the Council Chamber, then addressed the
Council, stating that due to illness in his family, the contractor, who had
started the erection of her dwelling house, had been called to Montana and
has not as yet returned; that he is expected back at an ea'rly•date; that
under the . circumstances she had not felt disposed to terminate.her contractual
arrangement with him and employ another contractor, but would be. willing to
do so if construction is not resumed in the .near future:" Mrs.•Wood was
further questioned by members of the Council and upon her indication of
willingness to take steps to resume building operations within 30 days,
even though this means a termination of her initial arrangements and
the engagement of another contractor, it was moved by Counci]man•Skelleyp_
seconded by Councilman Thompson, the following resolution be adopted:
RESOLVED, that the temporary, revocable permit hereto-
fore granted to Anna Wood, to use, maintain and occupy a
house trailer at 438 Maryland Street, E1 Segundo and which
permit will expire on the 30th day of June, 1947, at midnight,
be and the same is hereby extended up to and inclusive of
the 6th day of August, 1947; all other - conditions, restrictions
and provision: to remain the sane as those contained in the
original permit Issued. to said permittee.
The -foregoing resolution was adopted by the following vote:

The City Clerk reported that pursuant to direction of the City Council
he had written the Fire Departments of the cities of Gardena and Santa Monica
and -to the-Los Angeles County General Hospital, with respect to their use
and experience and recommendations concerning the Blanchard Portable Plastic
Lung; which this City has been requested to purchase. He furnished each
member of the Council a copy of the repliee_ received from the cities of
Gardena and Santa Monica and orally informed them that the Los Angeles County
General Hospital has not been heard from, although he understood a reply had
been transmitted this date.
- By general consent consideration of the purchase of the apparatus was
postponed until after the letter from the Los Angeles County General Hospital
is received.
UNFINISHED BUSINESS.
Moved by Councilman Baker, seconded by Councilman Thompson, that further
consideration of Ordinance No. 313, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
MAKING CERTAIN PROVISIONS RELATING TO PUBLIC STREET'S
AND PUBLIC PLACES WITHIN SAID CITY; REGULATING
TRAFFIC IN AND UPON SUCH PUBLIC STREETS AND PLACES;
AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT THEREWITH,
which was introduced and read at a regular meeting of this Council held
Jane 11, 1947, be taken under advisement until the next_regular meeting of
this Council. Carried by the following vote:

September 22nd to September 25th, Incl. 1947, as delegates thereat from the
City of El Segundo, and to file their demands for their actual and necessary
expenses in connection therewith. Carried by the following vote: .
