A regular meeting of the City Council of the.City of El Segundo, California was held in the Council Chamber of the City Hall of said'-City., on'the. above date, having been called to order at 7 :00 o'clock P.'M..by William R. Selby, Mayor.. ROLL CALL. Councilmen Present: Baker, Peterson, Skelley, Thompson and Mayor Selby. Councilmen Absent: None. READING OF MINUTES OF PREVICUS FETING. The minutes of the regular meeting held on the 4th day of June, 1947, having been read and no errors or omissions having been noted, it was moved by Councilman Peterson, seconded by Councilman Thompson, the minutes of said meeting be approved as recorded. Carried. WRITTEN COIYIUNICATIONS. Absent: Councilmen None. s LEAGUE OF CALIFORNIA CITIES, dated 7 June, 1947, addressed to the Mayor, calling attention to Assembly Bill 1651, pending before the State Legislature, with reference to weekly leaves of absence and annual vacations for City Firemen. 'It appearing from a discussion of the proposed measure that if enacted into law, it would.work an extreme hardship on the smaller cities, and would increase the cost .of the operation of municipal fire departments; and it appearing also, that some members of fire departments are opposed to the.bill, 'for the reason.that if it is enacted into law it will curtail their income, it was moved by Councilman Peterson, seconded by Councilman Skelley, and unanimously carried that the City Clerk be and he is hereby authorized and directed to dispatch a telegram to Honorable Glenn M. Anderson, Assemblyman,_informing that legislator of this Council's opposition to the adoption of Assembly Bill-1651 and enlisting his vote in its defeat. MR. AND MRS. ROSS F. THOMAS, and five others, dated 11 June, 1947, requesting that a certain trailer permit therein.referred.to be not renewed at-expiration'. By general consent; the Acting Building Inspector was instructed to inspect the trailer referred to and the prentises surrdunding the same and to make his report with reference thereto to this Council. None. <_ REPORTS OF OFFICERS'AND SPECIAL COMMITTEES, The City Clerk reported that Southern California Edison Company had requested the return to it-of a certain form of Pole Line Ziseme4t., effecting a portion of Lot 10; Block 112, El Segundo,'and referred to in the minutes of the proceedings of 'this Council" date of May 21, 1947, at' page R -696 action-on which easement was taken 'under advisement on the before - mentioned date: �• "• Said Edison Company's representative stated that the requdbt'for said easement was made in error. The City Clerk informed the Council that he had returned the easement to said Edison Company's representative and obtained receipt therefor, which receipt is on file in his office. City Attorney Woodworth; at this time explained to the Council the method proposed to be used:-In determining the cost to the several cities 'which are cooperating in the matter of compensating.Mr. &wel J. Forman, attorney who is representing all of said cities in a hearing initiated by Pacific Tele- phone and Telegraph Company, befbr`e''the California Utilities Commission, with reference to an increase in telephone.rates: The City'Attorhey then read to the Council Mr'. Forman's second report with reference to sessions of the` hearing heretofore held. City- Attorney Woodworth then informed the Council that the form of quitclaim.deed'recentiy received by the City Clerk from.the City of Los_�Angeles, which quitclaim deed effects certain real property within -.the City of El- .Segundo to be utilized in connection with the construction by the City of Los Angeles of its Hyperion Sewage Disposal Plant, has been.approved by him'as to form. The City Attorney further explained certain matters with reference thereto, after which it was moved by Councilman Skelley, seconded by Councilman Thompson that the following resolutiofi 'b a 'adopted: ' I ' Z �z4f RESOLVED, that a copy of that certain quitclaim deed whereby the City of El Segundo quitclaims to the City of Los..Angel"s certain easements and rights of way for certain water mains., etc.,;so far aq the said easements .effect cer- tain real property only, described in said deed, and whereby. said,City of El;,Segundo quitclaims to said City of Los Angeles a certain easement:or right of way for ingress and egress, in and to.certain. real property heretofore conveyed by said City of F1 Segundo-.to said City of Los.Angeles, tendered to the City of El Segundo ,in a cougmAcation dated June 3, 1947, addressed - factor B, r1cCarthy, City Clerk, .together with $aid . communication,.b a placed on file in the office-of-the-City Clerk and that said communication and said copy of said quit- claim deed be.apd the same are hereby referred to and by this reference incorporated herein and made a part hereof; ANDj :BE IT..FURTHER RESOLVED, that the Mayor of_the City of El Segundo and the City Clerk be and they are.hereby author- . ized and.instrgcted to execute the said quitclaim deed.on behalf of the City of El Segundo acid in itLs ;name, and tor- affix the official seal of said City thereto and upon such execution, to_deliver,said quitclaim deed to the City Attorney of the City of El Segundo; AND, BE IT FURTHER RESOLVED, that the ICity Attorney of said City of El Segundo be and he is hereby authorized and instructed to make delivery of said executed quitclaim deed- to the City of Los Angeles, upon receipt and in consideration of a dismissal of that certain action in the Superior Court in the State of California,.entitledt "The City of-Los Angeles, Plaintiff, vs Edwin W. Absent:Councilmen None..` NEW BUSINESS.; Councilman'Thompson informed the Council that hie..-attention has been called to the fact that flags used by the City for.decorative purposes on holidays are faded, and otherwise showing the effects of their long use, and he indicated the desirability.of purchasing new Plegs ao supplant the-old ones. The Council being in accord with the recommendation,.it was moved,by Cquncilinsn Thompson, seconded. by, Councilmah"Skelley that_the City Clerk be and'he is hereby authorized and directed to�,purchase'.3I x,5t United States:Flages, at a'cost of ,not to exceed $125.00. -Carried by the following vote: At this point Mayor Selby stated that the terms.of office of tr hree members of the Board of Tru §tees of EL•Segundo Public Library will expire June.30, 1947. He thereupon appointed - Councilmen Baker, Skelley ands Selby-as members of the Board of Trustees of -El Segundo Public Library, such appointments to become effective at the expiration of the present terms of said appointees. It was thereupon moved by Councilman Baker, seconded by Councilman Peterson that the appointments by Mayor .Selby of Councilmen Skelley, Baker and Selby as members of'the Board of Trustees of the El Segundo Public Library, for a term of four years, beginning July 1,- .1947, be and the same are hereby ratified, approved and,.confirmed. Carried by the following vote: Ayes: Councilmen Baker, Peterson,- Skelley,- Thompson and Mayor Selby. R-121.H At this point, the hour being 7 :43 o'clock, P.M., the Mayor declared a five minute recess. At 7 :48 o'clock, P. M., the Council reconvened, with all members thereof being present, and Mayor Selby Presiding. The Council then proceeded with a discussion of a proposed new traffic ordinance for the City of El Segundo. At this point, the hour being 8:35 o'clock, P. M., the Mayor declared a five minute recess; At 8 :40 o'clock, P; i4;, the Council reconvened, all members being present with Mayor Selby presiding. The Council continued with its consideration of a new traffic ordinance for the City of E1 Segundo, and at the con- clusion of the discussion, the City Clerk read the title to said ordinance, being ordinance No. 313, entitled: Ali ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN PROVISIONS RELATING TO PUBLIC STREETS AND PUBLIC PLACES WITHIN SAID CITY; REGULATING TRAFFIC IN AND UPON SUCH PUBLIC PLACES, STREETS AND PLACES AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. It was thereupon moved by Councilman Peterson, seconded by Councilman Skelley, and unanimously carried by the following roll call, to -wit: Ayes: Councilmen Baker, Peterson, Skelley, Thompson and Mayor Selby, Noes: Councilmen None, Absent: Councilmen None, that the further reading of said Ordinance No. 313 be waived. Councilman Baker thereupon introduced Ordinance No. 313, entitled: AN ORDINANCE OF THE CITY OF EL SEGGUNDO, CALIFORNIA, MAKING CERTAIN PROVISIONS RELATING TO PUBLIC STREETS AND PUBLIC PLACES WITHIN SAID CITY; REGULATING TRAFFIC IN AND UPON SUCH PUBLIC PLACES. STREETS AND PLACES AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH. No further business appearing to be transacted at this session, it was moved by Councilman Skelley, seconded by Councilman Thompson;.the meeting adjourn. Carried.
