The minutes of the regular meeting held on the 25th day of June, 1947,
having been read and no errors or omissions having been noted, it was moved
by Councilman Peterson, seconded by.:Councilman Baker, the minutes of said
meeting be approved as recorded. Carried.

BELL HOUSE MOVERS, dated June 22, 1947, being application to move a
one story frame building from its present location in Los Angeles to
1215 East Maple Avenue, in the City of El Segundo.
The building, having been inspected and approved by the Building
Inspector of the City of El Segundo, and that official having recommended
the permit applied for be granted, and the City Clerk having reported
that all requisite deposits and fees had been made and paid, it was moved
by Councilman Skelley, seconded by Councilman Peterson, the following
resolution be adopted:
RESOLVED, that pursuant to its application therefor,
Bell House Movers be and it is hereby granted a permit to
move a one story frame building from its present location
in Los Angeles to a new location at 1215 East Maple Avenue,
In the City of El Segundo; it being provided that such
removal operations shall be conducted and completed to the
satisfaction of the Police Department and the Street Superin-
tendent of the City of E1 Segundo.

Automobile for Hire Driver's Permit.
Said application appearing to be complete in all respects, and the
Chief of Police having endorsed thereon his recommendation that the permit
applied for be granted, it was moved by Councilman Baker, seconded by
Councilman Peterson, that, subject to the provisions of Ordinance No. 283
of the City of.E1 Segundo and pursuant to the application therefor filed
with this Council this date, Frank Eugene Morgan be and he is hereby granted.

ORAL --CONWRICATIONS.
1.
At this time City Engineer Hutchins reported tolthe..Council.that,he had
had further consultations:with.Messra. Thackleberry, Eeatty,.egad -Hutch1nson,
with reference to cleaning up.the oil spiil_condition'on Center- Strest, between
Grand Avenue and Franklin Avenue, and that.after such discussions -he had
requested the gentlemen mentioned to appear before -the Council and indicate
to the Council their respective thoughts in the matter.
Messrs. Thackleberry, Beatty and Hutchinson then discussed the subject
with the Council and indicated a method of removing the oil and water from _.
the location of the spill and of restoring the land surface as nearly as
reasonably possible to its original condition, 'indicating- to'the Council
that the cost of such removal would be a subject of agreement among them-
selves as to apportionment thereof.
After further discussion by the Council., the'matter was,•by general
conaent,referred back to the City Ingineer, with the 'thought in mind that
the operators would clean up the site referred to to the satisfaction of
the City Engineer and that when such objective had been accomplished, the
said Engineer., in turn, would report to the Council, - whereupon the Council
would give further consideration to the request that one.of the surety
bonds involved would be exonerated.

The City Clerk reported receipt from Marshall and Stevens, Valuation
Engineers, of a.re- appraisal, as of May 20, 1947, of city owned buildings
and equipment, which report shows an increase in'insurable value, over
the last appraisal made, of approximately- '$40100O.0O.
It was thereupon moved by Councilman Peterson, seconded by Councilman
Baker, that the report of Marshall and Stevens, Valuation Engineers, -be
received and filed, and the City Clerk instructed to follow through with
said Engineers and the insurance` `carrier''of the City of E1 Segundo, to 'the
end that adequate and proper insurance may be provided for the City.
Carried by the following vote:
Ayes: Councilmen Baker, Peterson, Skelley and Mayor Selby.
Noes: Councilmen None.

The City Clerk reported to•the Council that'he�is carrying onfthe
books of the City-an account'"receivable in amount of ' $1016,' dated' February=
2, 1946,-against one Edward Dalton-Thompson, .And_ uaccofttlfed6ivable in-
amount of $8.30 against one Maurice' Jeffries, dated June X12, 1946,•.for
damage to City property, which'`accounte appear to be uneollectible,'and
he inquired what -dieposition the Council 'desired to make• = thereof.
After discussion, it was moved' -by Councilman Baker, seconded by
Councilman -Peterson -, the following resolution be adopted:"''
WHEREAS, the City Clerk has presented to this Council
for its consideration,'-the following accounts, which "many
attempts have been made to collect, to -wit:

AND, WHEREAS, it appears that.the said accounts-a_re
currently not collectible;
NOW, THEREFORE; BE IT RESOLVED, that the City Clerk
be instructed to remove the said accounts frck the current

uncollectible file; provided, however; that nothing:herein-
contained shall be considered as prejudicing the rights'of`'
the City to collect-'any of such "•items, if, in the future,=
any of these appear*to be•dollectible.

Water Superintendent Hutchins reported to the'Council that thevork
of painting the steel tanks ,and ,flvmea,.at,tho,.Water Works-Treatment Plant
has been completed, in accordance with the terms.-of a certain contract "
therefor between the City-of Zl Segundo-and Jobe and Cox, and ho,reconmendea
acceptance of said-work by the City.
It was thereupon moved by Councilman Baker., seconded by Councilman
Peterson, that the work of.painting the steel-tanks and flumes at the Water
Works Treatment Plant of the City of El Segundo, which work the Water
Superintendent has.this date reported to have been completed in.a satis-
factory manner and in accordance:*ith--the terms of-contract therefor-between
said City and Jobe and Cox, be and the same is hereby accepted for and
on behalf of said City. °,Carried by the following vote:

City Attorney Woodworth read to.the Council -a letter he hadlreceived
from Henry McClernan, City Attorney of the City of:Gleadale, dated:June
27, 1947, advising that the cities of Burbank; Basadens sad- Glendale
have retained Mr. E. A. Roamer, an engineer with many years of telephone
experience -, to aid Mr. Forman in presenting-: the case- .of,-tho' cities in
the Los'Angeles extended area (Vith the.exception -of the :City of Los
Angeles) in the matter at -the application -of The Pacific Telephone and
Telegraph Company for authority to increase certain intrastate rates-and:
charges, and inquiring whether or not the-City_of Rl Segundo desired to
participate in the services of Mr. Roamer. Accompanying said letter
was a copy of the Interim Opinion of the Public Utilities-.Commission of
the State of California, with respect to said application.
After oonsideration, it was moved by Councilman Skelley, seconded by
Councilman-Peterson, the following resolution be.adopted!

that this Council has caused an.investigation of the..subjects
of his said inquiry to be made and that after such'dnvestigation
said Council finds that the granting.,of-the permit ? f.M -the moving
of the building Presently located at 316 Concord Street from its
previous location was entirely in accordance with ordinance
provisions, whereas the Acting Building Inspector, in the opinion of
the City Council, was entirely justified in refusing to grant's
permit-for the moving -of the building presently located at 404
West gram Arenue; as= the'moving of such building to another -
location within the City of El Segundo, without making the same
conform to ordinance requirements, would violate the regulations
established in''such matters.
The foregoing resolution was adopted by the following voter

City Engineer Hutchins reported that he had secured bids for furnishing
all labor and materials necessary to cause certain :ohanges,•alterations and
installations to be made in that portion of the -City Hall building, which
it is anticipated will be used as living and sleeping quarters for members
of Zl.Segundo Fire Department.
Following the_ report of said City .Ingineer, it was roved by Councilman
- Baker, seconded by.:Councilman Peterson, the following resolution -be adopted:
RESOLVED,-that-the City Engineer be and he is hereby.
authorized and.instruoted to cause necessary changes,,_-r
alterations and installations to be made in the portion
of the City Hall building heretofore indicated for-use.
as living and sleeping quarters for members of the Sire
Department; im order to adapt and make the same available
for:.such purposes; provided that the cost incurred in so
doing shall not exceed the sum of_$1- 000.00, unless -by
further order of this Council.
