January 29, 1947.
A regular Meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said
City, on the above date, having been called to order at 7:00 P. I.T. by
William R. Selby, Mayor.
ROLL CALL.
Councilmen Present: Baker, Peterson, Thompson and Mayor Selby.
Councilmen Absent: Skelley.
READING OF MINUTES OF . PREVIOUS I,1EETING.
The minutes of the regular meeting held on the 22nd day of January,
1947, having been read and no errors or omissions having been noted, it
was moved by Councilman Peterson, seconded by Councilman Baker, the
minutes of said meeting be approved as recorded. Carried.
At this time the Citv Council proceeded to consider matters in
connection with the tax deeded land program of the City of E1 Segundo.
The City Clerk announced he had in his possession, in the same
condition as when received, one bid for the purchase of tax deeded
City owned property heretofore advertised for sale by the City of E1
Segundo.
N.oved by Councilman Baker, seconded by Councilman Peterson, the Council
proceed to open, examine and publicly declare said bid. Carried.
The Council thereupon proceeded to and did open, examine and publicly
declare said bid, which said bid was found to be as follows, to -wit:
Bid of Lunn H. :anode, on regular form provided therefor, as follows:
Lot 31, Block 9, El Segundo, under Notice No. 71f 1800.00
Said bid was accompanied by Cashie rs Check No. 96939, drawn on E1 Segundo
Branch Security -First National Bank of E1 Se_aundo, parable to City of
E1 Segundo in the sum of 1200.00.
After consideration of said bid, it was moved by Councilman Baker,
seconder! by Councilman Thompson, that the bid be rejected and the City
Clerk directed to return to said bidder the deposit accompanying his
said bid. Carried.

Councilman Skelley appeared at the meeting at this time the hour
being- 7 :05 P. M. and he immediately took his seat at the Council table.
DOUrIAS AIRCRAFT COMPANY, INC., dated January 27, 1947, inviting
the members of the City Council to attend the formal unveiling of the
Navy's experimental transsotk airplane D -558 at 10:00 A. 1'., Wednesda, -,
Februar'T 5th, at the Douglas Plant, E1 Segundo,.California. All members
of the Council indicated they would attend the ceremony.
HAROLD TRAV FC E, dated January 27, 1947, requesting permission
to maintair. and use a house trailer on property belonqin? to him, being
the ?,;orth 96 ft. of Lot 4, Block 99, and which property adjoins his
premises at $54 1 ^ain Street, El Segundo.
Acting Building Inspector Locke having filed his written report
that the trailer is satisfactory and having recommended that the permit
apYlied for be granted, it was moved by.Councilman.Peterson, seconded by
Councilman Skelley, the following resolution be adopted:
RESOLVV-D, that the application of Harold 'l. Traverse,
dated. January 27, 1947, for a permit to maintain and use
a house trailer on the North 96 ft. of Lot 4, Block 99,
711 Segundo, be received and placed on file in the office
of the City Clerk for the purpose of identification and
• reference;
AND, BE IT FURTHER RESOLVED, that in view of 'the
recommendation of the Acting Building Inspector, that the
City Council hereby grants a temporary permit,.revocable
at any time by the said Council, upon fifteen days written
notice to the permittee, Harold W. Traverse, to keep-and
maintain a house trailer on the property hereinabove
described.; said permit being subject to the provisions of
Ordinance No. 223 of the City of El Segundo and ordinances
supplementary thereto or amendatory thereof; provided,
further, that this permit shall automatically lapse and
become void, unless sooner revoked, upon the 29th day of
April, 1947, by limitation.
The foregoing resolution was adopted by the following vote:

. MILLIIalr CHEVROLET, dated January 29, 1947, requesting permission
to remove a certain street tree situated approxir•ately twelve feet from
the northerl�r line of the Lafayette Building on Plain Street, E1 ,Segundo,
to enable said Company to construct a driveway for egress and ingress to
its Service Department. By general consent the request was taken
under consideration for the period of one week.
J. DOU"IASS LOCKS, Acting Building Inspector, dated January 29,
1947, recommending that new fire zones, as proposed b ,, r Fire Chief
1"cConnell and himself, be established as soon as possible. B;z general
consent the matter was taken under advisement for one week,
:ESTERN OIL AND GAS ASSOCIATION, dated January 27, 1947, advising
that in the opinion of said Association, the proposed oil drilling
ordinance of the City of El Segundo appears to have many features
ineouitable to the oil industry, and suggesting that representatives of
said Association be granted the opportunity of meeting with the City
Council to make a joint study of the problem confonting E1 Segundo and
arrive at legislation that will not unduly hamper the development of
oil within the 1L-nits of El Segundo and will, at the same time, .serve
the needs of said City.

By general consent the Council agreed to meet with a committee from
said Association on Tuesday evening, February 4th, 1947, for the purpose
of discussing various phases of the proposed oil drilling ordinance.
ORAL CO '- MICATIONS.
Mr. Charles Cramp addressed the Council,'objectinc- to certain features
contained in the proposed oil drilling ordinance of the City of E1 Segundo.
At this time Mr. Peter r7orman addressed the Council and outlined a
procedure which veterans groups had developed, wherebv the veterans
themselves would procure needed materials and furnish the necessary labor
to adapt existing structures to their t ?mporary housing needs.
He stated that it was the desire of a veterans group, consistinr7 of
nineteen famil,r units, to develop the government buildings located at
Sepulveda Boulevard and J-fariposa Avenue, in the City of El Segundo, into
such project, but that since the units were only to-be temporarily occupied,
it would be necessary for the Citv to relax, as to that particular
propert,r, the existing stringent provisions of the Uniform Building Code.
He requested that the Council and the Building Inspector and such
other representatives of the City as the Council might desire, be designated
to discuss the matter with him and representatives of the veterans, to
the end tnat a concrete proposal might be submitted to the Council at
its next meeting.
During the course of the discussion which followed, it developed
that there were several large housing units at Santa Ana, which the
veterans would be able to procure, move to the City of El Segundo and
adapt to temporary housing purposes, if the necessary property could be
procured upon which to place the same.
When the discussion closed, it was moved by Councilman Baker,
seconded by Councilman Skelley, and unanimously carried, that a committee
on behalf of the City, consisting of the Building Inspector; Judge
Teter E. Binder and the City Engineer meet with representatives of the
veterans groups to further explore the features of the proposed project
and make a report to the Council thereon for its consideration at the
next meeting.
During the course of the before mentioned discussion, Mrr. Gordon
Chantler also addressed the Council on the same subject, as did F. E. Binder.
After the adoption of the foregoing motion, the three City
representatives indicated Frida'Tr, January 31st, 1947, as the date for
the conference with the representatives of the veteran group.
Mr. Robert Webb, 707 Center Street, addressed the Council, ex-
pressing displeasure over the fast that the City had removed from the
parkway in front of his home an ornamental tree, which he had planted
there some time ago, and had replaced it with one of its own planting.
He expressed the belief that home owners should be consulted before the
City -rbitrarily plants trees in front of such homes.
He was informed by the Mayor that the tree planting, presently
under war in Center Street and ad
Jacent streets, is in pursuance of a
long- range tree planting plan heretofore agreed upon by the City Council
and that the same is being- prosecuted so as to maintain uniformity of
'1antin- :s to distance and specie of tree and to make certain that only
treys which_ will thrive in this climate are planted. Mr. Webb also was
informed that the Council would further investigate features of his
comlaint and advise him of the result of such investigation, to accomplish
which the matter was referred to Public Service Commissioner Skelley.

Chief of Police Hutchins, by written communication filed with the City-
Clerk, dated January 29, 1947, announced the revocations of the appointments
of J. ''. Bradford, R. E. Fifer, J. S. Mea?her and C. C. Tittle as Special
=olice Officers of the City of E1 Segundo.
The City Attorney reported receipt from the City Clerk of certain deeds
that officer had referred to him for examination respecting Lots 32 and 33,
Block L2, El Segundo, which the City of El Seg'undo is acouiring through
Escrow No. 5 with Business Management Associates, LOS AnL-eles. He stated
that e.fter an examination of said instruments, he approves as to form that
certain Grant Deed, dated December 26, 1946, executed by Kate 2cPherson,
an unmarried womman and conveying to the City of E1 Segundo an undivided
one -half interest in Lot 33, Block 42, El Segundo Sheet :\Jo. 3; also that
certain Administrator's deed, dated December 20, 1946, executed by Benjamin
D. Brown, Administrator of the Estate of Nettie 11crherson, conve-.ring to
the Cite of El Segundo Lot 32, Block 42, and an undivided one -half interest
in Lot 33, Block 42, E1 Segundo Sheet No. 3, whi ^.h he stated the Council
might accept and order recorded.
Thereafter it was moved by Councilman Thompson, seconded.by Councilman
Skelley, the following resolution be adopted:

The City Clerk reported receipt from the Department of Public -Works
of the Cit?. of Los Angeles of its Progress Report No. 5 with reference
to the construction of H- rperion Activated S1udQe Plant, copies of which
he had furnished the City Attorney and the City Engineer.
The Cit7r Clerk reported that to obtain certain monies, which have
been made available-to the Cit -* of El Segundo by the State of California,
to assist, in defra -•ing the cost of the preparation of plans for a postwar
public works program (in this case, a new cit -r hall building, including
fire and police stations) it is desirable than the City adopt a certain
resolution reauesting the Public ?Works Review Board of the State of
California to add to the amount assigned the City of E1 Segundo for the
preparation of surveys, plans and specifications, for the construction of
a citt- hall buildings, the amount theretofore assigned by the State of
California for the acouisition of rights of way or sites.
Following brief discussion, it w?s moved by Councilman Peterson,
seconded by Councilman Baker, that Resolution No. 866, entitled:

1947, and filed with the City Clerk this date, reported upon his attendance
Januar -- 23, 1947, at a meeting of the Engineering Advisory Committee in
the matter of the California ',,later Service Company, et al, vs. City of
Compton, et al, No. 506806, in the Superior Court of the State of
California, in and for the County of Los Angeles.
City Clerk McCarthy reported that the County Surveyor of Los Angeles
County has requested that action be taken to officielly abandon those
certain allevs in Block 34 of the Cit-- of E1 Segundo, which were shown as
sucn on the original subdivision map of.the City of T1 Segundo, as filed for
record, and which -said alleys are not presentl- being used as public
thorou c-hfares .

Citv Attornev is hereby requested to prepare appropriate legal proceedings
in this and'to present the same to this Council at his early con-
venience for the Council's further action. Carried.
The City Attorney reported that there had been referred to him for
checking and approval as to forma certain agreement between the Standard
Oil Company and the City of E1 Segundo respecting a right of way and
easement effecting the Southerly 150 feet of that certain alley* in Block
12, City of E1 Segundo, vacated by Ordinance No. 298 of the City of El
Segundo, corrected as directed by the City Council in its action taken
November 27, 1946,'of record at Page 500, minutes of the proceedings of
said Cit7r Council; that said contract appears to'be revised in all
particulars in accordance with the Council's request, and that in his
opinion it is now repdYr for execution as heretofore authorized by the
Council.
In the matter of the assignment to Block Oil Company of certain
oil well narmits within the Cit-7 of a Segundo, which matter is somewhat
involved legally, the City Attorney requested further time for investi-
E;ation and further report.
City Attorney Woodworth requested further time within which to
report upon the matter of the execution by the City of E1 Segundo of
a certain. :'6�uitclaim Deed heretofore sent said City by the City of Los
Angeles, respecting certain property owned by the City of El Segundo
and r-a*uired by the City of Los Angeles in the construction of its new
?Ivperion Sewage Treatment giant.

in the future, the City Clerk, who is the custodian of such
printed maps, be authorized to deliver such number of maps
to the respective officials and departments of the City as
ma7r be needed -in connection with the performance of their
duties for the City of E'1 Segundo; and to make distribution to
citizens and members of the City, who may desire such copies,
at the price of 25¢ per map.
