A regular meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said
City, on the above date, having been called to order at 7 :00 F.M. by
William R. Selby, Mayor.-

The hour of 7:00 o1clocj:jat this meeting having heretofore been
fixed as the hour and date at which Dart Oil Company was cited to appear
before this Council to show cause why the permits heretofore issued it
for the drilling of certain oil wells within the City of El Segundo,
should not be cancelled because of its failure to comply with certain
provisions of ordinances of the City of El Segundo, respecting the
drilling of oil wells within said City and for its failure to file satis-
factory bonds required to be filed for the operation and maintenance of
these certain oil wells, permits for which wells have heretofore been
issued by this Council, and said hour having arrived, the Mayor announced
that fact and stated the Council would now proceed with the hearing.
City Attorney Woodworth, thereupon reported that he had this date
received a telephone call from an attorney named Pine, who had been an
associate of an attorney named Dexter, the latter having been the. attorney
for a Mr. Sam Block, who had purchased the oil wells in question from
the Dart Oil Company. Mr. Pine told City Attorney Woodworth that
Mr..Block_ had referred the legal matters respecting the transfer of the
Dart Oil Company Wells to M- Oexte* for' handling but that Mr. Dexter
had.become_.dll and had passed away; that the details remained in
Mr. Dexterls files, unbeknown to Mr. Pine, hence the failure on Mr.
Block's part to comply with the requirements of the City of E1 Segundo
with reference to said matter; that the non compliance was unintentional
and occurred through misunderstanding and inadvertence, and that since
the matter was called to their attention recently by the City Clerk,
all matters will be placed in good order as quickly as possible.
City Attorney Woodworth reported also having received a telephone
communication from a Mr. Dvorn, Attorney for the Dart Oil•Company,
who substantiated the statements made to him by'Attorney Pine.
City Clerk McCarthy thereupon reported having discussed the same
matter this date with Mr. Sam Block, Attorney DVorn and a Mr. Henry Buck,
Special Agent of Indemnity Insurance Company of North America, which
latter Company has heretofore written bonds for Mr. Block, and that
Mr.-Buck stated that one of his Agents has an order from Mr. Block to
write the required bonds covering the oil wells under discussion, and
will cause the bonds to be written as soon as the details respecting
the assignment and transfer of interest of the Dart Oil Company to
Sam Block have been completed and approved by the City Council.
Mr., Sam Block who was present in the Council Chamber also addressed
the Council, stating that the reports made by the City.Attorney End the
City.C.lerk were.corr_eet- and.he requested a continuance of the hearing, to
enable him to do whatever is necessary to comply with ordinance provisions
and•permi.t requirements of the City of E1 Segundo, respecting the four
oil wells in question. He was asked by the City Attorney, if a contin-
uance of the hearing is granted, whether -.or -not he would waive- formal
notice of such continuance, and he replied that he would.

Mr. Woodworth stated also that the Attorneys representing the
several interests also had agreed to waive notive of any continuance
which might be claimed.

Thereupon it was moved by Councilman Peterson, seconded by
Councilman Skelley that the hearing heretofore scheduled for this
meeting with respect to the Order to Show Cause by the Dart Oil
Company, a Co- partnership, why its permits to drill, operate and
maintain four oil wells within the City of E1 Segundo should not be
cancelled, be continued until the hour of 7 o'clock P.I•., Wednesday,
January 15, 1947. Carried.

January 7, 1947s referring to.the resolution of the City-Council adopted
December 18th,.1946, respecting the operation of aircraft over the City
of E1 Segundo, stating that meetings already have been had with repre-
sentatives of all Airlines. using Los Angeles Municipal Airport and
that it is believed that revision of operating procedures will eliminate
most of this difficulty. Ordered filed.
CONNERTON APPLIANCE COMiANY, dated January 7, 1947s requesting a
permit to maintain and occupy a.trailer house on Company's property
adjacent its factory at 110 - Standard Street, El Segundo.
Acting Building Inspector Locke who was in attendance at the
meeting, reported orally to the Council that he had inspected the
trailer, that it is satisfactory and that he recommended granting of the
permit.
It was thereupon moved by Councilman Peterson, seconded by Councilman
Thompson, the following resolution be adopted •
RESOLVED, that the application of Connerton Appliance.
Company, dated'January 7, 1947, for a permit to maintain and
occupy a house trailer on ;ita_ property 'adjacent .lftai factory
at 110 - Standard Street, El Segundo, be received and placed on
file in the office .of the City Clerk for the purpose of identi-
fication and reference:

hereby grants a temporary permit, revocable at any time by the
said Council, upon fifteen days written notice.to the permittee,

received January 2, 1947, for a permit to maintain and

charge of any passenger carrying-or motor propelled vehicle defined in
said ordinance; provided, however, this Council reserves the -right to
revoke the permit herein granted; when, in its discretion, such revocation

SOUTHERN CALIFOiNIA ENGINEERING COMPANY, dated December 21, 1946,
requesting informatioO as to the cost-of installing a sewer in Indiana
Street, to serve lots 369, 370, 371 and 372 in block 123, EL Segundo,
oVmed by said Company and on which property a building is now in course
of construction.
Assistant City Engineer Locke reported with reference to this
matter as follows:
There is not sufficient cover at the present location of
building for the installation of a sewer line in Indiana Street to
Holly Avenue, however, if Southern California Engineering Company
wishes to ruun a sewer line on its own property to a point where it
will'be able to obtain a minimum of two feet of cover for said line
in Indiana Street, it will be satisfactory with the Engineering
Department.
Following the report of the Assistant City Engineer, it was
moved by Councilman Thompson, seconded by Councilman Baker that the
communication from Southern California Engineering Company dated
December 31; 1946 and heretofore at this meeting read to this Council,
be received and placed on file in-the office of the City Clerk, for
the purpose of identification and-reference; that the matter be
referred to the Engineering Department of the City of E1 Segundo for
administrative handling iri accordance with procedures heretofore
adopted and used respecting lateral sewer connections with the
Sepulveda Boulevard -Holly Avenue trunk line sewer. Carried.
ORAL COM IUNICATIONS.
Mr. A. R. Gunn stated that he wished to register a complaint
concerning the erection of a dwelling house with garage attached on a
lot on East Walnut Avenue, within the City of E1 Segundo, which lot
is contiguous to one-.owned by Mr. Gunn. The cause of his complaint
is that the outside wall of the garage portion.of the building referred
to is at-the property line and since there will be no side yard between
the two lots, a dwelling - planned to be erected by Mr. Gunn on his said
property will have to be set back further on his property than planned,
in order to provide requisite air, light and side Yard- area.
Members of the City Council., the City Attorney and others
engaged in a discussion with reference to the matter and it appe� -ring
that the objectionable features complained of are permitted under
existing building.legislation, although in the judgment of the Council
such practices should not be allowed. It was moved by Councilman
Skelle,r, seconded by Councilman Thompson that the following resolution
be a dopted:
WHEREAS, this Council has under consideration and is
about ready to introduce and adopt a comprehensive land use plan
(Zoning Ordinance) in_and for the City of E,1 Segundo, which
will make certainregulations with reference to the provision
for side Tards, rear yards and front yards in connection with
residential property;
AND, MREAS, this Council -is presently informed that
applications have be n made at various times in the past and
one in particular in the immediate past for construction of
buildings connected withresidential use where adequate side
yards, in the opinion of this Council, have not been provided;
NOSY, THFiL,FO:t�, BE IT RESOLVED, in view of the foregoing
premises, that the Building Inspector of the City of El Segundo
be and he is hereby directed and ordered to examine all appli-
cations for building permits for residential structures and
structures connected with such residential use, with reference
to the front, side and rear yards, appurtenant to such struc-
tures, and if it shall appear from such examination that such
yards or any of them, do not meet the requirements for such
yards as indicated in such comprehensive 1-and use plan
(Zoning Ordinance), which is on file in the office of the
City Clerk, he shall refuse to issue any permalt for such
building or structure unless by further order of this Council
the issuance of same is directed to be made;
AND, BE IT FUMFER RESOLVED, that the order and direction
herein given to said Building Inspector shall continue in full
force and effect until the final adoption of a comprehensive
land use plan (Zoning Ordinance) for said City, whereupon this
direction and order shall automatically be cancelled and
annulled.
The foregoing resolution was adopted by the following vote:

Peterson, Skelley, Thompson and
Judge Peter E. Binder, Chairman Veterans' Affairs Committee of
the City of El Segundo addressed the Council stating that there are no
screen doors on any of the housing units recently completed and now
being occupied by veterans within the City of E1 Segundo and that he
felt that each of these units should be supplied- a--screen door.
Thereafter, on motion of Councilman Thompson, seconded by
Councilman Skelley, which carried unanimously, the matter -was referred
to the City Engineer and the 'Building_ Inspector for investigation,
estimate of cost.and.report to this Council at the early convenience
of the officials named.

City Attorney Woodworth informed the Council that henceforth that
Bodtr formerly known as the Railroad Commission will be addressed as the
Public Utilities Cor..mission of the State of California. -
pity Attorney ; °loodworth.reported having received a request to
approve the cancellation of a.certain erroneous assessment in amount of
*'110.002 following which it was moved by Councilman Skelley, seconded by
Councilman Peterson that the following resolution be adopted:
RESOLVED, that the City Attorney be and he is hereby
authorized to approve, on behalf of the City of E1 Segundo,
California, Cancellation No. 769, authorizing cancellation of:
Assessment No: 382429, Vol. 209, for $110.00 net,
value furniture, on account of erroneous assessment to Ivan D.
Argo. Not owned, possessed or controlled by assessee on
March 4, 1.946.
The foregoing resolution was adopted by the following vote:

The matter of making an award "of contract for the purchase of
certain water pipe, on which bids were received December IR, 1946,
