A regular meeting of the City Council of` the City of El Segundo,
California,.was held-.in the Council Chamber of the City Hall of said City,
on the above date,, having,been.called - to order at 7:00 o'clock P. M. by
William R. Selby, Mayor.

READING OF MINUTES OF PREVIOUS MEETING.
__ -- The -mtnutes-of.- the-roguiar- meeting held on the 19th day of February,
1947, having been read and no errors or omissions appearing, it was moved
by Councilman Thompson, seconded by Councilman Skelley, the minutes of said
meeting be approved as recorded. Carried.
WRITTEN CCMMUNICKTIONS.
Written communications, received from the persons, firms or corporations
hereinafter named, were read to the Council and were disposed of in the
manner indicated, following reference to each, as follows:
SOUTHERN CALIFORNIA TELEPHONE COMPANY, dated February 25, 1947, advising
that said Company has filed with the Public Utilities Commission of the State
of California an application for authority to adjust certain antra -city rates
and charges applicable to its service furnished within the State of California,
and attaching thereto a copy of a notice of hearings on the matter to be held
in San Francisco on March 10, 1947, and in Los Angeles March 24, 1947, and
also a copy of its Application No. 28211 filed with said Commission.
By general consent the communication was ordered filed.
GORDON WHITNALL, dated February 22, 1937, explaining certain features
of a redraft of a proposed oil drilling ordinance for the City of E1 Segundo,
which redraft accompanied said communication. By general consent said
communication was ordered filed.
Councilman Baker appeared at the meeting during the reading of the
next before referred to communication, the hour being 7:10 o'clock P. M.
and he immediately took his seat at the Council table.

subject: "Escrow No. 45 -715 ", requesting the City release a certain easement
now in its favor over a portion of Lot 5, Block 104, E1 Segundo.
Moved by Councilman Skelley, seconded by Councilman Baker, the following
resolution be adopted:

The hour of 7:15 o'clock P. M. 'at this meeting having heretofore been
fixed as the time and place for receiving bids for the installation of water
pipe and appurtenances and the furnishing of certain materials incidental
thereto for the City of E1 Segundo, the Mayor announced the arrival of the
hour of 7:14 o'clock P. M. and stated -'that' :if 'arty person or • persons present
desired to file bids in connection= therewith, they should 'do so immediately.
The hour of 7:15 ;o'clock?. M. having arrived, the Mayor announced
the time for receiving bids closed.
The City Clerk announced he had in his - possession; in the same

Skelley, the following resolution be adopted:
RESOLVED, that the application of Paul Greenhaus, Sr.,
dated February 20, 1947,:for a.permit to maintain and use
a house trailer on property situated at 1242 East Maple
Avenue, E1 Segundo, be received and placed on file in the
office of the City Clerk for the purposes of identification
and reference;
AND, BE IT FURTHER RESOLVED, that the City Council
hereby grants a temporary permit, revocable at any time by
the said Council, upon fifteen days written notice to the
permittee, Paul Greenhaus, Sr., to keep and maintain a
house trailer on the property hereinbefore described; -said
permit being subject to the provisionsldbf Ordinance No. 223
of the City of E1 Segundo and ordinances supplementary
thereto or amendatory thereof; provided sanitary facilities
shall be made available to permittee at the above location;

the fact that in this instance a permanent permit has been asked for, it

MAMIE G. MILLER, dated February 11, 1947, requesting that moneys due her

The City Clerk reported having received advice from Security -First
National Bank of Los = Angelea' that. It 1s ready. to -close Zacrow Ho. 35= 208 -4, _
respecting the purchase by the City of El Segundo of Lots 29 and 30 Bl ^i-

pre�aent owners of said property object -to "the payment: of
any portion of the escrow fees in connection with•said. transaction, while
the City's instructions, filed in said escrow •,:,indicate.a.wil.lingness on
the part of the City to pay only 1/2 of such escrow fees.
He stated' further-that he had discussed the matter during the interim
between Council meetings with -Mayor Selby and City Attorney'Woodworth, and
that in view of the peculiar circumstances involved in this particular trans-
action and that the additional expense to the City may -not exceed $35.00,.
and that delay in the acquisition of said property might entail a considerable
greater expense,`he had authorized an amendment to the'previously filed
escrow instructions, in which amendment the City agrees to pay such additional
cost. He requested. the Council ratify.axA:,approvw,his action 1m: this regard,
