An adjourned regular meetino, of the City Council of the City of E1 Se--undo, California, was held in the Council Chamber of the City Hall of said City on the above date, having_ been called to order at 7 :00 P. 1'. by William R. The minutes of the regular meeting- held on the 5th day of February, 1947, having been read and no errors or omissions having been noted, it was moved by Councilman Baker, seconded b -r Councilman Peterson, the minutes of said meetinC be approved as recorded. Written communications, received from the persons, firms or corporations hereinafter named, were read to the Council and were disposed of in the manner indicated, following reference to each hereinafter:" ANINA WOOD, dated Februar, 11, 1947, being request for a permit to main- tain and occupy a house trailer on Lot 2, Block 68, E1 Segundo. The Acting Building Inspector, who was present in the Council Chamber, orally recommended the permit be granted, provided sanitary facilities are .made available to the occupants -of the house trailer. It was thereupon moved by Councilman Peterson, seconded by Councilman Baker, the following resolution be adopted: RESOLVED, that the application of Anna tiJood, dated February 11, 1947, for a permit to maintain and occupy a house trailer on Lot 2, Block 68, a Segundo, be received and placed on file in the office of the City Clerk for the purposes of identification and reference; AND, BE IT FURTHER R SOLVED, that the City Council hereby grants a temporar,-;r permit, revocable at any time by the said Council, upon fifteen dajrs written notice to the permittee, Anna Mood, to maintain and occupy a house trailer on the property hereinabove described.; said permit being subject to the provisions of Ordinance No. 223 of the City of E1 Segundo and ordinances supplementary thereto or amendator -r thereof; provided that reouisite sanitary facilities be installed to the satisfaction of the Building Inspector of the City of El Segundo, and provided further, that any temporary'structures which may be erected to house such.sanitar,- facilities be removed upon the completion of the d-vrellin7 which the applicant prolposes*to erect upon said property; and, provided further, that this permit shall automatically'lapse and become void, unless sooner revoked, upon the 11th day of April, 19L7, b7r limitation. EL SECUNDO PARENT- TEACHER ASSOCIATION, mitting for the Council's consideration a co Officers Association model curfew ordinance, that this curfew law be..adopted and enforced dated February 7, 1947, trans - Py of Los Angeles Count-­ Juvenile and recommending and urging by the City of El Segundo. B77 general consent the communication and the subject matter thereof was referred to the Chief of Folice and Commissioner.of Public Safety Baker for consideration and recommendation to this Council. CITY F Sri INAS, C^.LIFORNIA, dated February 8. 1947, transmitting therewith a cop-r of said City's Resolution No. 1477 (NCS) disapproving; a resolution of the League of California Cities proposing that assessments of all pro ^erty within the State, sub,iect to the ad valorem tax, be transferred from the Cities and Counties to a State Agency. After a discussion of the subject, it was moved by Councilman Peterson, seconded by Councilman Thompson, that the following resolution be adopted: ',HEI'EAS, the League. of California Cities, at its annual conference held in San Diego, between the dates September 16 and 19, 1946, did adopt a resolution proposing that all pro- perty subject to ad valorem taxes be assessed by a state agency in lieu of the present method . of making such assess- ments by the assessors of cities and counties of the State of California;. AI D, ',:.HEEEAS, this Council believes that the assessment of property for the purposes of taxation is a local matter, which should be administered by the respective jurisdictions wit'^inwhich any such property is situated and that the trans- fer of this function of government to a state agency would be inimical to the best interests of the Cities and counties of the State of.-California and would, in addition, create a large and unwieldy, inefficient and expensive bureau or division of state government, contrarzr to the principles of decentralized democratic government, which heretofore has been advocated by most local. governmental administrators; AND, WHEREAS, this Council believes that any irregulari- ties or ingqualities in local assessments can best be corrected and equalized by and within the local jurisdictions effected and that the cities and counties of the State of California should be permitted to continue to exercise their.constitutiona.l right of home rule; .NOrv, TIEZE-TOFLE, BTE' IT RESOLVED, that the City Council of the City of El Segundo does hereby disapprove of the resolution of the Leas?ue of California Cities hereinbefore referred to and recommends and urges that the Board of Directors of said League refrain from framing or advocating any l_Pgislation pursuant to the provisions of said resolution until the matter of the assessment of taxable property within the State of California shall have had further consideration by the members of the League of California Cities at its next annual con- ference, whenever and wherever same shall be held; : Il iRT R SOLVD that the CitAi t E .9 y Clerk is hereby authorized and�directe6 to send copies of this resolution to such persons, associations or governmental agencies as, in '-is discretion, may he interested in or may have authority to act t;:ereon . .re foregoing resolution was adopted by the following vote: zt,res: Councilmen Baker, - eterson, Thompson end l "ayor Selby. This matter being one for the attention of the Board of Trustees of El Segundo Public Lihrar77, b.;T general consent the said matter was referred to that Body. O AL COP; •'_UNIGATIONS . Yr. 0. K. Gibbons informed the.Council that in consummating the sale of a piece of real property owned bv.him within the City of El Segundo, the purchaser had requested that the.City of E1 Segundo quitclaim certain rights or rights.of way acquired by it at the,time of the City's purchase of L1 Segundo :later Company, which effect the.property in question. T'-,e City Attorne -r explained to the Council the City's rights and prero.atives with respect to easements and rights of wary acquired bT* it and he also explained methods whereby such rights may be quitclaimed in event the Council is so disposed. Following= discussion, it was moved by Councilman Peterson, seconded b--- Councilman Thompson, that,the reouest of 0. K. Gibbons that the City of E-i Sep undo ouitclaim certain easements now held by it over and across a portion of Lot 81 Block 93, E1 Se -undo, be taken under advisement. Carried. None. R PO S OF STANDING COM1IIiTF,ES. i3EPORTS OF OFFICERS AND SPECIAL COMMITTEES. .The City Clerk reported receipt of surety bonds of .United States Eidelity and Deposit Company of Maryland in amount of ?1000:00 each, respecting Dorothy Y :'allace, Peggy Sullivan and Evelyn Nelk, employees of the City of E1 Seaundo,.which he delivered to the City Attorney for approval. The City attorney expressed a desire to examine the bonds and to make his report thereon at.a future meeting of the Council,., to which request the Council consented. 'Mater Superintendent Hutchins reported having received a letter from F. W. Hatch of Pittsburgh -Des .Moines Steel Company, indicating that the steel water tank, heretofore authorized purchased from said Company, will be shipped from the factory in June of 1947.- UNFINISHED BUSINESS. In the matter of the changing of fire zones within the City of L1 Segundo, as heretofore recommended by the Acting Building Inspector and the Fire Chief of the City of El Segundo, Acting Building Inspector Locke, who was present in the Council Chamber, informed the Council that he had discussed the matter of placing public school properties in Fire Zone No. 1 with the Superintendent of E1 Segundo Unified School District and with.several members of the Board of Trustees of said School District, and that those consulted have no objection thereto. — Following discussion, said Acting Building Inspector, by general consent, was renuested to prepare and furnish to the City, Attorney such descriptions and data as will be required by the latter to enable him to prepare an ordinance on the subject. is PAYING BILLS. Commissioner of Finance Thompson at this time announced that the several members of the Council felt that the salaries of certain municipal officers and employees should be adjusted so as to be commensurate with the increased cost of living and that following his study of the subject, he would make the following recommendations: That the salaries of certain officers and employees receiving less than 'P200.00 per month be increased 125.00 per month; those.receiying between $200.00 and X300.00 per month be increased $20.00 per month; those receiving in excess of '4300.00 per month be increased X15.00 per month; part time employees be increased 110.00 per month with certain exceptions, and that this is a cost of living bonus only and may be revoked at any time b^ the Council at its discretion. Following discussion on the subject, it was moved by Councilman Thompson, seconded b- Councilman Baker, that Resolution No. 871, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 1 , SEGUNDO, CALIFOHNIA, FIXING AND ESTABLISHING. THE COMPENSATION OR PAY OF VARIOUS MUNICIPAL OFFICLRS .AND El-.PLO 4 07, SAID CITY, MID RCPEALING ALL RESOLUTIONS AND ORDERS AND PARTS OF RLSOLUTIONS AND ORDERS IN CONFLICT THL'R ;,`ITH, which was read, be adopted. The motion carried and said resolution was adopted by the following vote: Ayes: Councilmen Baker, Peterson, Thompson and Mayor Selby. Noes: Councilmen None. Absent: Councilman Skelley.
