IMPERIAL HIGIT'JAY ASSOCIATION, undated, stamped received February 4, 1947, with reference to memoralizing the State Legislature in the matter of including Imperial Highway, from El Segundo to State Route 176, in the State Secondary System of Highways, and requesting further that the State Highway Commission and the State Highway.kngineer be urged to improve that portion of State Highwa -r Route No. 176 from Yorba Linda to Santa Ana Canyon without delay. Accompanying said communication was a copy of a resolution adopted by the Harbor District Chambers of Commerce, with a request that similar resolutions be passed by other organizations and sent to members of the State Legislature. Carried . the conmunication, undated, stamped 1947, from Imperial Highwa-r Association, a resolution with reference to certain relatin;; to Imperial Highway be R1579--7 Moved by Councilman Skelley, seconded by Councilman Baker, the following resolution be adopted: '=U AS, 'Imperial Highwa7,r in Los Angeles and Orange Counties, California, is an artery ximd of major importance and large volumes of traffic in ever increasing proportions are making use of said highway; AND, :'/tEREAS, it is essential that the said high - way be brought into condition so as to serve its highest and best use; AND, WH HEAS, there is now pending before the Legislature of the State of California, Assembly Bill No. 442, which has for its purpose the proper recogni- tion and development of said highway; 140:7, THEREFORE , BE IT RLSOLT. Anderson, Assemblyman, respecting the City's attitude concerning certain proposed legislation with reference to the weekly working hours of members of organized full time fire departments in the State of California, reported thereon as follows: That he has discussed the.matter with full time members of fire departments in other cities; that firemeh in the smaller cities op6ose the measure in that if their work hours per week are reduced, their compensation will likewise be reduced and further, that many Sixth Class cities do not have sufficient revenue to augment emisting fire department personnel to permit of the reduction in working hours proposed by the Federated Fire Fighters of California, as referred to in Yr. Anderon's letter. By general consent the City Clerk was re- auested to inform Assemblyman Anderson that the attitude of this Council with respect to the proposed legislation is unfavorable. Peter E. In the matter of the recommendation•of•Acting Building Inspector Locke and Fire Cbief McConnell, that the presently established fire zones of the • City of I Segundo be changed-so-as to more logically control building con- struction in.the several land use zones recently created by the adoption of • Ordinance No. 306 (the Zoning Ordinance) of the City of El Segundo, Acting Building Inspector Locke, who was present in the Council Chamber.at the Council's request, more fully-explained the reasons why he and the Fire' • Chief regommended the fire zone ohanges—and, he.also•explained the effects such changes would have upon building construction in the several areas. Variqus methods of accomplishing_the._desired results were suggested, but by general consent, at the conclusion of the discussion, the matter was taken under further advisement pending•a further report from the Acting Building Inspector with respect to the proper fire zone in which El Segundo Public School .property should be included. City Engineer Hutchins informed the Council that.he.has prepared, in complete detail, as provided by the rules and regulations of the Department of Finance of the;State of California, all documents required to be com- pleted and filed with the application of the City of E1 Segundo for State aid in reimbursing the City from State funds for 90% of the Non - Federal costs incurred in providing housing facilities in the City of El Segundo for veterans and families of servicemen. Following an examination of said documents, and a discussion on the subject, it was moved by Councilman Baker, seconded by Councilman Skelley, that Resolution No. t70, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, J,IITH RES -SECT TO THE APPLIC:= ..TION OF SAID CITY FOR STATE AID TO PROVIDE HOUSING FACILITIES FOR VE=R,, IvTS AND FAMILIES OF SERVICEMEN, which was read, be adopted. The Chief of Police informed the Council that his, Department has in its possession certain impounded and unclaimed bicycles; which have been held for more than one year and which.should be-offered for sale; that the City Attorney has prepared a notice respecting the matter, which said notice he read to the Council. Subsequently it was moved by Councilman Baker, seconded by Councilman Thompson, that the form of "Notice of Sale of Unclaimed- Bicycles by the Police Department of the City of-El--Segundo".. as read to this Council this date by the Chief of Police, be and -the same is hereby approved and the City Clerk of the City -of E1 Segundo is hereby directed and authorized to publish the same in El Segundo Herald, in time, form and manner required by law. :Carried by the following vote: - Ayes: Qouncilmen Baker, Peterson, Skellev, Thompson and Mayor Selby. Members of the Council and the City Engineer considered the creation of a public parking area on municipally owned property on the East side of Main Street north of Grand Avenue, within the City of El Segundo, the cost of which improvement,.as estimated by the City Fhgineer, would approximate 1300.00. It appearing from the discussions that the parking of automobiles in the business district of the Cit-,r of hl Segundo is becoming increasingly d ffi cult and ara -Trine rill "that_,. the temporary utilization of certain. municilal-.property adjacent to said business district should greatly relieve'tr�ffic diff4.culties in and around said district, it was 'moved by . Councilman 'Peterson, seconded by Councilman- Thompson, that the City Engineer of the Cit.-,T of 1.l Sepimdo be and he is hereb -r authorized and directed to improve such portions of Block 42 in the City of El Segundo, owned bir said City, as, in his discretion, are sufficient to permit of the par' -;in - thereon of approximatel-,r 100 automobiles, the cost of such -- proposed improvement, including the construction of a driveway over and across the sidewalk adjacent to such proposed parking area, not to exceed the sum of '300.00. Absent: Councilmen None. ayor Selby informed the Council that from this time forward and until the matter is effectually disposed of it may be necessar-r for him to attend meetings of various groups engaged in an effort to alleviate the critical water shortage facing the South Bay area, and that he would like authorization to make attendance at such meetings.
