Selby, Mayor. ROLL CALL, Councilmen 'Present:- Baker, Thompson, Skelley and Mayor Selby.' Councilmen Absent: Peterson. - READING OF MINUTES OF PREVIOUS ME8TING. Absent:_ Councilman "Peterson.` Councilman-Thompson introduced Ordinance'No.31��` entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO CALIFORNIA, RELATING TO AND REGULATING THE PRESENTING, AUDITING AND PAYMENT OF DEMANDS AGAINST SAID CITY, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES (INCLUDING ORDINANCE N0. 145 OF SAID CITY) AND ALL RESOLUTIONS AND PARTS OF RESOLUTIONS IN CONFLICT THEREWITH, which was read. Street Superintendent Hutchins informed the Council of his desire to classify Orvin L. Lake, presently employed in the Street Department as Laborer First - Class, to Truck Driver, beginning September 1, 1947. In .. After discussion, it was moved by Councilman Baker,_seconded by Councilman Skelley that on and after September 10 1947, Orvin L. Lake be classified and employed as Truck Driver instead of 'Laborer First - Class, his present classification. Street Superintendent Hutchins reported to the Council, on August 5, 1947, Cordie Hulsey, Jr., had been employed as Machinist, Auto, by reason of the fact that the person previously so employed had resigned and it was necessary to make immediate replacement to keep the motor vehicle equipment of the City of El Segundo in operation. Thereupon, it was moved by Councilman Thompson, seconded by Councilman Skelley that the'employment of Cordie Hulsey, Jr., as Machinist, Auto, effective August 5, 1947 be and the same is hereby approved, ratified and confirmed. City Engineer Hutchins reported to the Council that an inspector from the Division of Industrial Safety of the State of California, called recently to inspect a certain air receiver at the municipal warehouse, but that since the receiver is of an obsolete type it would require cutting out a portion of the tank in order to permit.of- interior inspection, the cost of which, together with replacement of the portion removed would, in his judgment, be unjustified as the receiver has been in City service a long time. -He recommended instead that the City discard the said receiver and purchase a new and larger one which will better serve the City's needs, the cost of which, together with a new air compressor. will approximate $385.00. Thereupon,.it was moved by Councilman Skelley, seconded by Councilman Baker that the City-Engineer be and be is hereby authors to purchase an Air Compressor and Receiver for.installation.and use at municipal warehouse of the City of El Segundo, all at a cost of not to exceed $385.00, plus California State Sales Tax. Carried by the following vote: Ayes: Councilmen Baker, Skelley, Thompson and Mayor Selby, Noes: Councilmen None. Absent: Councilman Peterson. City ngineer Hutchins read to the Council a letter received by him from Peter Kiewit Sons' Co. and Construction Aggregates Corporation, dated August 21, 1947, requesting a permit to construct a temporary Sewer By -Pass on municipal property, such by -pass to be used while said Company is con- structing a new central outfall sewer for the City•of.Los Angeles. Following consideration of the request, it was moved by Councilman Baker, .seconded by Councilman Skelley that the.-following resolution.be. adopted: RESOLVED, that the communication from Peter Kiewit Sons!_; Company and Construction Aggregates Corporation, dated August 21, 1947, - together.with the map accompanying same and which is referred to therein, be placed on file in the office of the City Clerk, and hereby referred.to and by this reference incorporated herein and made a part hereof;and, - BE IT FURTHER RFSoLVED, that subject to the conditions hereinafter set forth, a temporary permit be and the same is hereby granted to said Peter Kiewit Sons Company and Construction Aggregates Corporation, to construct and maintain at the location and within -the sfte as shown and referred to in said communication and said map, the tem- porary connecting sewer by -pass as contemplated in said communication and map; AND,•BE IT FURTHER RESOLVED that the foregoing permission shall-be subject to and is hereby granted upon the following terms -and conditions: 1. That all work of every nature performed in connection with the said project shall 'be done 1- i a manner satis- factory to the City Engineer of Chi city of E1�Segundo and notice of intention to perform any such *ork shall be given to said Engineer at leabt twenty -four hours in advance of the commencement of the same'. 2. That the . permission herein granted is temporary only and will expire automatically at midnight on the 31st day of August, 1948. 3, That!all work and -all materials and supplies used in connection with the installation, maintenance or re- moval of the said temporary connecting.sewer by -pass shall be done-and furnished at the sole cost and ex- pense of the said permittee. 4. That the said work or project shall at all times be prosecuted and maintained in a manner that will not constitute'a nuisance, either attractive or otherwise in any sense, and due precaution will be taken at all times to protect persons'and- property -in or about the premises from "damage or injury, 5.
